1.0 INTRODUCTION
The 92nd Civil Engineering Squadron of Fairchild Air Force Base, Washington contracted Mountain Consulting Services (Mountain Consulting) to conduct a Limited Asbestos Materials Survey for the select suspect interior wallboard and flooring materials present within suite 360 of Building 2451 located on Fairchild Air Force Base (FAFB), Washington.
Mr. David A. Jones, EPA-AHERA Building Inspector, certification BIR20200820-02, expiration 8/20/2021, conducted a limited field survey for this project on September 2, 2020. [Refer to
Appendix A for inspector certification & laboratory accreditation].
SITE DESCRIPTION
Building 2451 is high ceiling single story masonry, concrete and wood framed warehouse-type structure building on an elevated concrete foundation. The overall structure consists of offices separated by masonry break walls.
For this limited survey project select interior sheetrock wall area’s and flooring within Suite 360 will be impacted to facilitate an upcoming remodel.
The building materials anticipated to be impacted by this project consist of sheetrock wallboard paneling with joint & taping compound mud Vinyl Cove Base, Carpeting and 12x12 Vinyl Floor Tile.
Building 2451 resides at the north central portion of FAFB bounded by Twining Avenue to the North and Ent Street to the South. FAFB is located west of the City of Airway Heights, Washington in Spokane County. The Air Force Base is bordered by Highway 2 to the north, Rambo Road to the east, Medical Lake Road to the south, and Graham Road to the west.
2.0 SCOPE OF WORK
ASBESTOS MATERIALS SURVEY: The scope for limited asbestos survey work was designed to meet the requirements for asbestos inspection and due diligence notification in the Occupational Safety and Health Administration (OSHA) Asbestos Standard 29 CFR 1926.1101, the National Emission Standards for Hazardous Air Pollutants NESHAP - 40 CFR 61, and applicable portions of the Asbestos Hazardous Emergency Response Act (AHERA) and regulations in 40 CFR 763.
Suspect Building Materials Survey work was conducted through visual evaluation, classification and analysis of suspected ACM’s used in the construction or remodeling of the surveyed area/select materials within the structure. The survey included the following tasks:
⧫ Visual survey and assessment of the location and condition of suspected materials.
September 10, 2020 PAGE 2 Mountain Consulting Services
⧫ Collection and analysis of bulk samples from suspected ACM materials.
⧫ Preparation of a report summarizing the identification and assessment of any ACM materials.
3.0 ASSESSMENT SURVEY PARAMETERS
3.1 HOMOGENEOUS AREAS
Homogeneous materials are those considered to be consistent throughout an area based on color, texture, and construction era. For the purpose of this survey, homogeneous areas were delineated using the construction era, material composition, and material location as the primary considerations.
Material appearance, texture, size, color, and analytical results may support assumptions about each material’s homogeneity.
3.2 BULK SAMPLING
Suspected ACMs were collected according to guidelines in 40 CFR 763.85 and were sampled to determine the type and percentage of asbestos by volume. At least Two (2) Samples were collected from each selected miscellaneous material type; at least Three (3) Samples from each thermal system insulation (TSI) materials; and suspect surfacing materials were sampled according to the AHERA “3/5/7 rule” for spray or trowel applied materials.
For other types of suspect materials, or materials assumed to be non-ACM, regulations require the on-site AHERA building inspector to determine the appropriate number of samples. The quantity of material present, manufacturer’s labels, appearance, construction or renovation era, and inspector’s expertise were used to determine the number of samples.
A homogeneous material is considered to be a Regulated ACM if one or more sample results produce greater than 1% asbestos. The EPA recommends that at least three samples be analyzed by polarized-light microscopy (PLM) for the following types of materials in order to prevent false negative results (less then <1% asbestos):
⧫ Materials that contain low concentrations of asbestos fibers (less than 10%);
⧫ Materials with asbestos fibers tightly bound in a matrix;
⧫ Materials with milled asbestos fibers (fine fibers);
⧫ Materials with hand-mixed asbestos fibers; and ⧫ Materials with a combination of these characteristics.
All bulk samples must have results below 1% asbestos before the material may be classified in accordance with AHERA rule as not being Regulated ACM. If asbestos is detected in the material at less than <1%, OSHA worker health & safety due diligence regulations still apply.
September 10, 2020 PAGE 3 Mountain Consulting Services
3.3 LABORATORY AND ANALYTICAL METHODS
Mountain Consulting submitted for analysis Ten (10) bulk asbestos material samples collected from Five (5) different homogeneous suspect building materials targeted for testing. During laboratory analysis 2 bulk samples were sub-divided and 1 bulk sample was not analyzed, resulting in a total of Eleven (11) samples analyzed for this project
All bulk asbestos samples were submitted for analysis to Mountain Laboratories of Spokane, Washington using proper chain of custody procedures. Mountain Laboratories participates in the national voluntary laboratory accreditation program (NVLAP) and is a NVLAP accredited asbestos testing laboratory, NVLAP code: 101890-0.
4.0 RESULTS
This section describes the results of bulk testing for the suspect asbestos materials include with this project. [Refer to the bulk sampling analysis report located in Appendix B for asbestos materials testing results].
4.1 MATERIAL CONTAINING 1% OR MORE ASBESTOS
ACMs are materials proven to contain at least 1% asbestos or greater. AHERA and NESHAP regulations distinguish between friable and non-friable forms of ACM. A friable material is defined as one that can be “crumbled, pulverized, or reduced to powder by hand pressure when dry.”
Friability is an indication of a material’s ability to release asbestos fibers into the air. Regulated ACMs are defined by NESHAP as all friable ACM and non-friable ACM that may be disturbed by renovation or demolition.
PROVEN REGULATED ACM
The following sampled suspect interior flooring mastic material collected from Suite 360 of Building 2451 was found to contain greater than one percent (>1%) asbestos by laboratory analysis (Regulated ACM):
• Black Flooring Mastic - present with the office and break room of Suite 360 of Building 2451 was proven asbestos containing. This class II, non-friable, miscellaneous material contains 3/5% chrysotile asbestos. There are Approximately 850 ft2 of this material present under carpet and non-ACM Vinyl Floor Tile. (Samples 01,01,07&08)
4.2 MATERIALS ASSUMED TO CONTAIN ASBESTOS
No suspect materials were assumed to contain asbestos during this survey activity.
September 10, 2020 PAGE 4 Mountain Consulting Services
4.3 MATERIALS WITH ASBESTOS CONCENTRATIONS OF LESS THAN <1%
No analyzed materials were proven to contain less than 1 percent (<1%) asbestos during this survey activity.
4.4 NON-ACM MATERIALS
Microscopic examination of bulk samples collected from the following suspect building materials in support of this limited survey project, did not detect the presence of asbestos minerals (ACM-Free):
• 6” Grey Vinyl Cove Base and Gold Mastic (samples 03 & 04)
• Sheetrock Wallboard Paneling (samples 05 & 06)
• Joint & Taping Compound Mud (sub-samples 05A & 06A)
• 12x12 Grey Vinyl Floor Tile (samples 07 & 08) (Associated Black Mastic is Proven to contain Asbestos)
• 4” Grey Vinyl Cove Base and Gold Adhesive (Break Room) (samples 09 & 10)
5.0 CONCLUSIONS AND RECOMMENDATIONS
Our findings are based strictly on information obtained from our site observations and from sample analysis during survey activities. Consistent with our knowledge and understanding of environmental regulations, particularly as they apply to the potential liabilities associated with asbestos-containing building materials, we present the following conclusions and recommendations.
5.1 CONCLUSIONS
Mountain Consulting identified One (1) class II, Non-friable, miscellaneous, regulated asbestos containing material with this limited asbestos survey callout: Black Flooring Mastic (present under carpet and Vinyl Floor Tile). This material was considered to be in both fair serviceable conditions.
In accordance with regulatory protocol, all suspect materials identified as, or assumed to be, asbestos containing must be managed as ACM until further sampling documents otherwise. The owner may refute, by additional point-count analysis, the ACM status of materials found to contain less than 10% asbestos. However, for materials such as vinyl tile and adhesive with concentrations between 1% and 10%, reanalysis by point counting typically does not decrease estimated concentrations enough to justify non-ACM classification.
5.2 RECOMMENDATIONS
Regulated ACM Materials: Properly trained workers employed by a certified asbestos-abatement contractor may work on, remove, or dispose of ACM materials using wet methods, appropriate work practices, and proper engineering controls. Depending on type of material (class I or class II, friable or non-friable) and engineering controls used (mechanical or manual), workers need either 8 or 32 hours of initial training and must be supervised by a competent person with 40 hours of training.
September 10, 2020 PAGE 5 Mountain Consulting Services
The tested and analyzed building material proven to be free of asbestos requires no further action in regards to asbestos regulations. These materials may be impacted without any specialized personnel training and disposed of in a landfill that accepts standard construction waste.
The building owner is required by OSHA regulations to notify all maintenance and custodial workers of the presence and location of asbestos containing materials. Maintenance and custodial work during which employees will contact but not disturb asbestos shall be performed by workers with at least 2 hours of asbestos-awareness training.
If any materials or coatings not identified in this survey are uncovered during renovation or demolition, they must be assumed to contain regulated amounts of asbestos and/or lead until sampling and analysis prove otherwise. ACM must be handled in accordance with OSHA, NESHAP, and local regulations.
The Spokane Regional Clean Air Agency (SRCAA), the local building department and the local fire department should be contacted regarding any possible permitting requirements.
