About this file

This document is a Manufacturing Qualification Requirements specification for a Circuit Card Assembly (P/N 187218-001, NSN 5998-01-653-6192) for F-16 aircraft applications. The qualification effort is estimated to require 180 days for completion and cost approximately $3,500.00 to the potential offeror.

Offerors seeking qualification must satisfy multiple requirements: submit a Source Approval Request (SAR) package per IAW AFMCI 23.113 and FAR 9.2; certify access to facilities and equipment for manufacturing, inspecting, testing, packaging, and storing the item; verify possession of a complete data package including all applicable procedures, drawings, and specifications with reference to minimum drawings from GE Aviation Systems LLC (35012) drawing 187218 or Utah State University Space Dynamics Laboratory (05924) drawing 205-4401; demonstrate manufacturing compliance with ESA-approved engineering/technical data and Unique Identification (UID) requirements per DFARS 211.274; provide test data showing compliance with quality, performance, and environmental evaluations per 416 SCMS/GUEAA standards; and prepare and submit a qualification test plan/procedure for prior approval detailing verification of all performance, environmental, mechanical, and quality assurance requirements. Upon test completion, offerors must submit a complete test report for government review and approval prior to contract award. The government retains the right to inspect testing processes and facilities, with offerors required to provide at least 90 days' advance notice of any testing. Additionally, six Source Qualification Waiver Criteria (QWC1 through QWC6) are available, allowing potential waivers for sources with prior government supply history, qualified assembly sources, similar items, earlier dash-number variants, or comparable facilities following corporate transactions, though post-contract award first article exhibits may still be required to verify production capability.
