About this file

This file is a Questions and Answers document for federal contract solicitation FA670326Q0006, issued August 19, 2026, for Integrated Solid Waste Management services at Dobbins Air Force Base.

This is a recompete of incumbent contract FA670321P0009, previously awarded to Lane Services, with scope of work largely unchanged from the prior solicitation. The contract covers solid waste collection and disposal services including regular dumpster pickups, construction and demolition (C&D) waste, bulk waste placements and hauls, unscheduled/special event container placements, and landfill tipping fees. Estimated service quantities include 29 C&D/bulk waste placements and pickups annually, with placement and pickup counted as a single service unit. Recycling proceeds from cardboard and scrap metal sales are credited against reimbursable landfill tipping fees monthly. Landfill tipping fees are reimbursed based on actual documented disposal tonnage and charged per ton, though represented as a "lot" in the Independent Government Estimate. One dumpster in the munitions restricted area on the south side of Dobbins requires advance authorization by phone call before access. Scrap metal hauling, occurring approximately 12 times annually, must be included in the quote without a separate CLIN. Option Year 5 CLINs for monthly collection services (CLINs 5001 and 5002) were corrected from 12 months to 6 months to align with the September 29, 2031 to March 28, 2032 performance period. A site map of Dobbins AFB is available to offerors as Attachment #10.

Integrated Solid Waste Management Questions

FA670326Q0006

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Response: FA670321P0009

2. Can you confirm that the estimated quantities and service frequencies in

Appendix A represent the anticipated requirements for the new contract period?

If there are any known material changes from the current service, please let us know.

Response: The quantities specified in Appendix A are the anticipated quantities for this new contract. Depending on base projects or base population changes these quantities may fluctuate. The service frequencies for the list of dumpsters are also accurate. There are no material changes from the current services being performed.

3. Regarding the recycling proceeds, can you confirm that proceeds from the sale of recyclable commodities are credited against the reimbursable tipping fees each month rather than against the fixed-price collection services?

Response: The recycling proceeds generated from cardboard and scrap metal are reimbursed to the landfill tipping fee.

4. For the estimated 29 C&D/Bulk Waste placements/pickups per year, does one

“Each” represent the placement and subsequent pickup/haul as one complete service, or would the placement and pickup be counted separately?

Response: Placement and pick-up are represented as one “each”.

5. Can you confirm that landfill tipping fees will be reimbursed based on the actual documented disposal tonnage/cost?

Response: Yes, this is how the Gov’t handles our current incumbent. We have an accounting CLIN for just the cost of tipping.

6. Would you all be able to provide a site map for Dobbin AFB?

Response: Yes, we can provide a site map of Dobbins. See attached #10.

7. Is currently an incumbent? If so, who was the previous awardee, contract number, and value?

Response: The current incumbent is Lane Services. FA670321P0009

8. Is the scope of work for this solicitation the same as the previous solicitation, or are there additions/deletions/changes?

Response: The scope of work is largely the same as the previous solicitation. No additions, deletions, or changes have been made to the services being performed.

9. How many dumpsters and/or containers are within Restricted/Controlled Areas?

(PWS 4.9.4-4.9.4.1)

Response: One dumpster on the South side of Dobbins requires you to call before entering the munitions area. The number is posted on the side of the road before you enter the restricted zone. The driver would need to call the number and confirm they can proceed before dumping the container.

10. Since scrap metal is hauled "As Needed", can the Government provide an additional "Quantity of Each" CLIN for Scrap Metal or should Scrap Metal be included in CLIN X002 and calculated assuming there will be 12 placements and hauls per year as stated in Table A2? (Table A3)

Response: The Gov’t does not provide an additional CLIN. All costs must be included in the quote.

11. Should the haul costs for the two Solid Waste Open Tops at Building 501 be charged to CLIN X004? (Table A3)

Response: Yes, they should be charged to CLIN X004

12. Table A1 states that there is an estimated 6 occurrences of Bulk Waste placements and 20 occurrences of C&D/Bulk placements each year. Should the quantity for CLIN X004 be 26 instead of 29? (Table A1)

Response: No, CLIN X004 should be “29”. 6 occurrences need to be changed to 9, bringing the total in line with the 29 seen in CLIN X004. (The PWS has been updated)

13. How many estimated pickups occur each year for the two Solid Waste Open Tops at Building 501? Based on the data provided in Table A1, it is unclear as to whether these containers represent the Bulk Waste Container Placements category or not. (Tables A1 and A3)

Response: We can only estimate, but the containers at 501 are exchanged based on the activity present on base and the work taking place. We are currently requesting a total of 29 exchanges for all semi-permanent containers on Dobbins. These containers include the ones at bldg. 501 and bldg. 560.

14. Table A1 states that there is an estimated 12 occurrences of Unscheduled/Special Events Container Placements each year. The quantity for CLIN X003 is "1 Lot". Should "1 Lot" be considered as 12 placements or 1 placement? (Table A1)

Response: “1 lot” is correct. The amount present in this “lot” is for any bins which are unscheduled/special event. It’s a pool of money that will be selectively pulled from to pay for these unforeseen placements.

15. CLIN X005 for Landfill Tipping Fees has a Unit of "Lot". These types of CLINs typically have a Unit of "Ton" as tipping fees are charged by the ton. Should "Lot" be considered to be Ton in this case?

Response: Landfill tipping fees will be charged per ton. For the purposes of the IGE, the tipping fees are represented as a “lot”.

16. The Deliveries or Performance CLIN listing states that Option Year 5 is for 6 months (9/29/31 - 3/28/32), yet CLINs 5001 and 5002 have a quantity of 12 months. Should the quantity be changed to 6 months?

Response: Changed to 6 months.
