The project is located on the Chena River Lakes Flood Control Project commonly referred to as Moose Creek Dam in North Pole, Alaska. A project location and vicinity map is provided as Government Furnished Information GFI-1.
Project Background
The Chena River Lakes Flood Control Project is located approximately 18 miles east of Fairbanks, Alaska, near the city of North Pole. The Project encompasses approximately 20,000 acres of Federal land owned and operated by the U.S. Army Corps of Engineers, Alaska District.
The project consists of a combination of features including an embankment, stability berm, relief wells, and a control structure. The embankment and the stability berm are parallel features initiating near the Tanana River and extending perpendicular from the Tanana in a north-northeast direction to an unnamed ridge; the embankment is stationed along the center line. Laurance Road is constructed on top of the stability berm along the embankment between the Richardson Hwy and the Chena River. The stability berm is used as an unpaved access road to the north of the Chena River and to the south of the Richardson Highway. The relief wells parallel the downstream side of the stability berm/Laurance Road centerline, offset by 50 to 200 feet. Relief wells are also located on the upstream side of Laurance Road in between the dam embankment and stability berm from station 279+00 to 309+00. The relief wells are marked and identified by station numbers either in white paint marker or stamped into the well head top. Well locations are shown on Relief Well Location Maps in GFI 2.
The project relief wells provide under seepage relief during high water events. They accomplish this by tapping into the substratum and provide pressure relief in a controlled manner with low flow resistance, which prevent uncontrolled piping and erosion of the foundation soils.
Impermeable rock is assumed to be 600 feet below the ground surface at the control works and could be as deep as 1,000 feet in areas. The relief wells have been developed and had a step-drawdown pump test performed in 2022 that is used as a baseline for the health of wells at the project. It is necessary to develop an individual health record for each relief well. Background and existing information will be furnished to the Contractor in the GFI’s.

Requirements and Qualifications
Additionally, it is essential for Contractor personnel to meet the eligibility requirements necessary to gain access to a military installation. This ensures that the project can be carried out without hindrances related to access and security protocols.
Examination of Site
The Contractor should become familiar with the nature and conditions of the site, the type of equipment and facilities needed, and all matters which may in any way affect the work to be performed under this contract. Failure to take this precaution will not relieve the Contractor from furnishing all material and labor necessary to complete the contract without additional compensation.
Protection of Property
The Contractor must investigate and verify the location of existing utility lines before the start of field work and must protect such lines and adjacent properties during the course of work. At the completion of the work, the Contractor must restore the site to a similar condition existing before start of the work, including repairing ruts or erosion, unless otherwise directed. During the field activities if any previously unidentified or unanticipated historical, archaeological, and/or cultural resources are discovered, all activities in the vicinity of the find must be temporarily suspended until advised by the Contracting Officer to resume field activities.

The Contractor must coordinate access with USACE and the Chena River Lakes Flood Control Project Office Personnel. A set of project keys will be provided to the Contractor and will need to be turned in at the end of field work. The Contractor must check in with the Project office daily to inform project staff of areas they are working and projected area of work. Project contact personnel:
Jessica Prince, Chena Project Manager, (907) 488-5408
The Contractor will be permitted to park an equipment trailer and support equipment in the vicinity of the area of work. Security/Protection of the equipment will be the responsibility of the Contractor. However, the Contractor must be ready to sanitize and evacuate the area on short notice at the request of USACE project personnel. The Contractor will be responsible for determining safe access to relief wells required to be tested. The Contractor is responsible to adhere to all COVID-19 restrictions implemented on site.
The Contractor must coordinate work with other USACE contractors on-site and not inhibit construction activities with other ongoing contracts.
Equipment
The Contractor must use a submersible pump, motor, VFD (Variable Frequency Drive), associated pipe, and pump assembly accessories to meet the following specifications for the use of this contract work. A Wilo SPI 10.1200-1S.300 with a 3-phase 460 volt 30 hp motor is the preferred pump, a ‘similar’ pump may be substituted with prior approval from the COR. To be considered ‘similar,’ the pump must meet the following criteria:
Type: Submersible pump designed for well testing applications.
Voltage & Phase: 3-phase, 460-volt electrical supply.
Minimum Flow Rate: Capable of consistently delivering a minimum flow rate of 350 GPM at a head equivalent to the anticipated drawdown in the wells (as indicated in GFI- 4). The Contractor must provide a pump curve demonstrating this capability.
Diameter: A maximum outer diameter of 10 inches to ensure compatibility with the well casings.
Fitted with Flow Meter(s) and a Sand Tester.
The Contractor must provide the pump’s manufacturer’s specifications and pump curve to the COR for review and approval prior to use. Utilizing a similar pump to the one owned by the government will help in future maintenance to maintain consistency throughout tests.
The bulk of the relief wells with an initial step flow rate “Q” greater than 300 gpm must be performed with a similar submersible pump. However, some of the relief wells have a relatively low capacity and would be difficult to achieve pumping rates through all steps. For these lower capacity relief wells, it may be necessary to perform the Step-drawdown pumping test with an above ground pump. The development within this contract may allow these wells to perform at higher capacities.
A water level data logger and water level tape will be necessary to track and monitor water levels during pumping tests. The water level in all wells is typically four to 15 feet below the ground surface (BGS). An electronic flow meter is required to measure the flow rate. A flat-bottom sounding device and a measuring tape are required to determine the amount of sand infiltration deposited in the bottom of the well. A Rossum Sand Tester must be used to determine the amount of sand in the effluent. Pressure transducers and a data logger suitable for determining the depth to the top of the water must be used to find the exact drawdown in the well.
Figure 1. Typical pumping test equipment
Stand Down for Drilling Services
There may be occurrences of inclement weather or flood control operations at the project site when field operations cannot be performed due to concerns for quality data acquisition and general safety at the project site. Stand-down due to flood control operations will require prior approval from the COR before ceasing work. Stand down may be exercised at any time during field work. The Contractor will inform and receive approval from the Contracting Officer’s Representative (COR) prior to implementing stand-down time.
Availability of Materials
All field notes, sketches, data files, recordings, and computations made by the Contractor in completing this work must be available at all times during the progress of the work for examination by the COR, or his authorized representative. All such material will become the property of the Government upon completion of the delivery order.
Progress Conference Calls
The Contractor must organize, facilitate, and document scheduled conference calls with the Government to discuss the progress of work. At a minimum the Contractor must perform one (1) conference call prior to commencing field work, conference calls every weeks during field work, and one (1) conference call at completion of the field work. The scheduled times and dates will be mutually agreed upon by the Contractor and Government.

All work must comply with the requirements of EM 385-1-1. As a reference, an electronic copy of EM 385-1-1 can be downloaded from the following website:
https://www.publications.usace.army.mil/USACE-Publications/Engineer-Manuals/
CLIN 2: Mobilization and Demobilization
Prior to mobilization, a pre-trip meeting will be held to discuss the Work Plan, Accident Prevention Plan, and other services required under the SOW. No separate payment will be made for moves between boreholes. Mobilization and demobilization will consist of delivery of all equipment, materials, supplies, and personnel required for the work at the project site. Mobilization and demobilization will also consist of returning the surface to its original condition and site cleanup.
CLIN 3: Documentation and Initial Drawn Down Pump Test
All pumping tests must conform to Engineer Manual 1110-2-1914, Design, Construction, and Maintenance of Relief Wells and ASTM D 4043-17, Standard Guide for Selection of Aquifer Test Method in Determining Hydraulic Properties by Well Techniques.
Document Initial Conditions
This task involves noting the condition of the visible portion of the relief well above the surface, the immediate area approximately five-foot around the well for vegetation, trash, debris, ground subsidence and initial invert depth of the relief well. Initial conditions are provided in GFI-5 to the Contractor. Conditions noted in GFI-5 are from June 2024. At a minimum the following items to be noted are:
Visible damage or vandalism.
Painted relief well station identification.
Subsidence around relief well due to loss of material or erosion while conducting test.
Final sounding depth (after removing sediment).
Initial water level relative to the ground surface which will be documented in NAVD88 and feet below the ground surface.
Name, location, and initial water level of the closest piezometer or relief well
Depth of Sediment Accumulation: Measure and record the depth of sediment accumulation within the well using a weighted tape measure or sounding line.
The collected information from this task must be documented on individual Relief Well Summary Sheets. All collected data will be compiled in the Relief Well Maintenance Pumping Report.
Perform Step-drawdown
Following the initial inspection and data collection, work to be performed on all relief wells are as follows:
Perform Step-drawdown test to determine well’s efficiency(s) at the given pumping rates provide in GFI-4. Pumping rate is increased at approximately 25 percent every 60 minutes to create a “step” for a total of 4 steps.
Report pump performance results to the Government for review.
Pumps that perform at a pumping efficiency at or above 80% do not need to be cleaned. Pumps that do not perform at a minimum efficiency of 80% will be brushed and surged, as detailed in Section 2.3.3. and 2.4.2. Refer to GFI-4 for specific pumping rates for each well.
All discharge water from pump testing requires a water discharge permit from the State of Alaska Department of Natural Resources that the contractor will obtain. The discharge from the pump testing must be released as to allow the discharged water to flow into the seepage collector channel at the lowest possible energy. Discharged water for the relief wells between Laurance Road and the dam embankment must be diverted to the nearest culvert to allow the water to flow to the seepage collector channel. Measures must be taken as necessary to prevent erosion of any material along the entire flow path of the discharged water until it reaches the seepage collector channel. Care must be taken to prevent any erosion to seepage collector channel side slopes.
The aquifer's response, or drawdown, is measured to determine well efficiency and the effective pumping rate for a constant-rate pumping test. A well is pumped at a constant rate for a given period of time. The pumping rate is successively increased or stepped for each of the four (4) time intervals. The water level must be electronically measured during each step (interval), and drawdown is calculated for each pumping rate. Utilize the four pumping rates provided in GFI-4 to perform the test. Follow Guidance from Engineering Manual 1110-2-1914 and ASTM D4043- 17, Standard Guide for Selection of Aquifer Test Method in Determining Hydraulic Properties by Well Techniques.
If excessive sand infiltration occurs while performing each step-drawdown pumping test as per USACE EM 1110-2-1914, “Design, Construction on, and Maintenance of Relief Wells”, stop the test and notify the USACE COR and the KO. The collected information from of this task must be documented on individual Relief Well Summary Sheets. All collected data will be compiled in the Relief Well Maintenance Pumping Report.
Pumping equipment must be similar to a nominal 10-inch diameter submersible pump manufactured by National Pump Company (model SH10MC-1). A gate valve should be used to vary the pumping rates, and a flow meter with a gauge and totalizer used to establish and monitor pumping rates during the step-drawdown test. Pumps should be set roughly 30 feet below the top of casing on a steel pipe column with a 90-degree elbow at the top to connect to the surface discharge system. Pumping rates provided in GFI-4 have a range of ± 10 gpm that can be within the pumping rate.
2.3.2.1. Sand Testing
During step-drawdown testing, sanding rates will be measured in the discharge water using a Rossum Sand Tester manufactured by Roscoe Moss Company or equivalent. The sand tester should be located after the 90-degree bend in the discharge system where flow was estimated to be turbulent. Prior to the test, the inlet valve should be opened and calibrated to ensure a target flow of 0.5 gpm. After calibration the inlet valve can be closed and the glass tube cleaned and replaced. Measure sand collected in the glass tube in milliliters (ml) per minute and then convert to parts per million (ppm). A measurement must be taken during each step-drawdown test (4 times). If sand content in the discharge water exceeds 50 ppm (or 5 ml/min as measured by the Rossum Sand Tester), the step-drawdown test must be stopped immediately, and the USACE COR or KO notified.
2.3.2.2. Typical Equipment to be Used During Step-drawdown Testing
It is suggested that support vehicles, pump hoist truck, boom truck, and tracked drill rig should be used to hoist the pump and lower and lift equipment in and out of the relief wells. It is the Contractor’s responsibility to supply equipment in order to complete the task.
Daily Reports
The Contractor must keep continuous logs of all operations, observations, and measurements.
These logs will be made available to the Owner on a day-to-day basis to assist in planning subsequent work and other exploration activities no later than noon the following workday. These detailed logs must contain at least the items listed below. Daily logs must include but are not limited to:
Names and affiliations of personnel engaged in the work.
Weather conditions.
All events affecting data acquisition or quality.
Equipment used.
Equipment adjustments, malfunctions, and downtime with explanations.
System calibration details.
Details of check observations and computations.
Dates and times of mobilization and demobilization.
A copy or description of all preliminary data.
All written and verbal instructions issued by the Owner and a description of the resolution of any issues.
All other relevant information and occurrences, including a general narrative of the total activity.
Any deviations from the Work Plan, with direct notification to the COR.
CLIN 4: Cleaning and Maintenance
Cleaning and maintenance activities will be performed according to the sediment thresholds outlined in Section 2.4.4. Wells deemed below the efficiency threshold should be cleaned and have maintenance performed in accordance with the following sections.
Brushing
Brushing of the interior of the well, from the riser through the screened section is often employed as a ‘pre’ treatment to mechanical rehabilitation. The required brushing consists of attaching an appropriately designed stiff poly or nylon brush to drill pipe or an approved apparatus and brushing the interior of the well. It is required that brushing be accomplished in small sections, to ensure thorough cleaning of the interior of the well.
Air Surging
Air surging consists of alternating cycles of air surging and airlift pumping using suitably sized airline and air compressor. Prior to the start of the surging action, well flow should be initiated by injecting compressed air, above the screen, at a reduced rate, until uninhibited flow through the well screen is achieved. This will reduce the potential for screen collapse during initial surging.
Once uninhibited flow through the well screen is achieved, the surging action can be initiated by cycling between air surging and airlift pumping. The cyclic surging and pumping must be performed at five-foot intervals throughout the length of the screen, for a period of 5 minutes, per interval. Two full cycles are required to penetrate maximum energy into filter pack. Repeat the full cycle until the water discharge is clear.
Remove Sediment
Sediment may exist or be generated during well maintenance. The sediment may consist of organics, fines, sand, and/or gravel. All sediment must be removed from all intact serviceable relief wells before the step-drawdown tests. An air lift system is recommended for this process.
Sediment Thresholds & Action Plan
Based on the depth of sediment accumulation measured during the initial inspection (Section 2.3.1), the following actions shall be taken:
Threshold 1: Sediment Depth of 12 inches or greater: If the sediment depth is 12 inches or greater, the well shall be cleaned using the brushing and surging procedures outlined in Sections 2.4.1 and 2.4.2, regardless of whether the well’s initial pumping efficiency is above or below 80%.
Threshold 2: Sediment Depth of 36 inches or greater: If the sediment depth is 36 inches or greater, no cleaning or maintenance shall be performed. The Contractor shall immediately notify the USACE COR and KO, and await further instructions. This sediment level may be indicative of potential well failure and may necessitate well replacement.
Continued pumping may exacerbate the damage.
The rationale for these thresholds is to allow for a reasonable amount of sediment without compromising well function, while preventing further damage to wells with excessive sediment accumulation.
CLIN 5: Re-Test Relief Well Efficiency
Following the brushing and surging of all wells operating under 80% efficiency as calculated by the equations in GFI 4, perform a step-drawdown test on all cleaned wells to determine their efficiency after cleaning. Report new pump performance results to the Government for review.
CLIN 6: Reporting
All reports must be completed in English using Arial Font and imperial units. Data should be presented in tables to the maximum extent practicable.
Draft Relief Well Maintenance Pumping Report
The Contractor must submit one Draft Relief Well Maintenance Pumping Report at the end of the work being performed. See Section 1.10 for schedule of deliverables and Section 2.4 for work performed to be included. The report should include all the completed information shown in GFI 4 template provided as well as the information contained from GFI 7 for each well. The draft report can be submitted with one electronic copy by email or FTP in Adobe Portable Document Format (pdf) to the Government. All reports must be completed in English using imperial units. The Government will review and provide comments to the Contractor within 14 calendar days upon receipt of the report. The Contractor will have 14 calendar days to address the comments and finalize the report.
Final Relief Well Maintenance Pumping Report
The Contractor must submit one hard copy of the Final Relief Well Maintenance Pumping Report and one electronic copy through email or FTP in Adobe Portable Document Format (pdf) to the Government.
Draft Project Files Report
All data generated from this contract must be compiled in a separate project file report. Contractor must submit one electronic copy by email or FTP of the draft project files report to the Government. The file report must contain but not limited to the contract work, approved work plan, quality control plan, field testing notes, relief well photographs, site working photographs, all project data files in original file format, and Dr. Checks Comments.
Final Project Files Report
All data generated from this contract must be compiled in a separate project file report. Contractor must submit one electronic copy through email or FTP of the project files report to the Government. The file report must contain but not limited to the contract work, approved work plan, quality control plan, field testing notes, relief well photographs, site working photographs, all project data files in original file format, and Dr. Checks Comments.
Review of Draft Work Plan, Draft Relief Well Maintenance Pumping Report, and Draft Project Files Report
All review comments will be submitted by the Government using document review software called DrChecks. The Contractor will obtain access and training on DrChecks prior to submitting draft deliverables. DrChecks is intended to allow for centralized tracking of comments, responses, and resolution of issues.
Contractor access to DrChecks is to be coordinated with the COR. Before the review conference is held the Contractor must respond to all comments in DrChecks. One teleconference review will be held to resolve any open comments regarding the Draft Work Plan, Draft Relief Well Maintenance Pumping Report, and Draft Project Files Report. The review conference will be facilitated by the Contractor and will not exceed two hours. The scheduled time and date will be mutually agreed upon by the Contractor and Government. The Contractor shall provide individuals with the appropriate background and experience to participate in the review teleconference.
