The contractor must provide comprehensive painting and restoration services for a B-29, FB-111, and T-38 aircraft, including all management, tools, supplies, equipment, parts, and labor. Work scope includes bird proofing removal and replacement, surface preparation (high-pressure washing with water only, scraping, sanding to feather edge), minor surface corrosion treatment (defined as removable by sanding/wire wheels without structural compromise, covering no more than 5 square feet per panel), and repainting in current paint schemes with original insignias and markings. The FB-111 requires different paint representing a different service era. All designs and layouts will be provided to the vendor prior to painting. Minor panel repairs (punctures/tears up to 6 inches or repairs requiring no more than 5 hours labor) are included and require final approval from 509 BW/HPC. Paint specifications include LICP 200 Industrial primer or equal, Industrial Catalyzed Urethane color coats with 4.0-4.5 mils wet mil thickness, and 2+ coats of Valspar AC4400 Clear coat HS or equal for UV protection. Paint containing hazardous air pollutants (HAPs) or volatile organic compounds (VOCs) must be applied by rolling or brushing, not spraying. All Safety Data Sheets must be provided to the CE Environmental Office. Performance is estimated to begin 15-60 days after contract award, with 14-21 days required per aircraft, operating Monday-Friday 0730-1500 hours. Environmental compliance, including proper containment and disposal of paint chips and debris under the Base Hazardous Waste Program Manager's direction, is mandatory.
Contractor credentials required include experience in historical aircraft restoration, a minimum of five positive performance references from similar projects within the last five years, proof of performing equal or larger magnitude historical aircraft restoration jobs, a Real ID, passing background check, and meeting all insurance requirements to work on Whiteman Air Force Base and acquire a base pass. Specific paint codes are provided for each aircraft: B-29 requires Aluminum (FS 17178), Anti-Flash White (FS 17925), Jet (FS 17038), Insignia Red (FS 11136), and AF Yellow (FS 13538); FB-111 requires SAC Tan (FS 34201), SAC Green (FS 34159), Forest Green (FS 34079), Insignia White (FS 17875), Black (FS 17038), Radome Tan (FS 33613), and AF Tail (FS 13538); T-38 requires Iron Ball (FS 36118) and Anti-Flash White (FS 17925). The contractor must provide proof of all listed requirements. STATEMENT OF WORK

2026 STATIC DISPLAY
PAINT RESTORATION
17 March 2026
1.Background for Requirement
The B-29, FB-111, and T-38 aircraft on static display in the museum airpark need new paint and minor repairs to mitigate water intrusion and resultant corrosion and must be repainted in order to provide a quality display appearance.
2.Scope of Work
The contractor shall provide all management, tools, supplies, equipment, parts, and labor necessary to accomplish the painting of the static display aircraft. The contractor will also be responsible for ensuring environmental regulation compliance.
3.Service Delivery Summary
3.1 The objective of this service is to properly prep, sand, prime, and paint Whitman Air Force Base’s B-29, FB-111, and T-38 static display aircraft.
3.2 All bird proofing will be removed, and any remnants of nests/wildlife will be removed/disposed of, and new bird proofing installed prior to painting.
3.3 Prior to cleaning and paint removal, the area under the aircraft will be tarped to contain paint chips for proper disposal. Surface contamination will be removed through use of high-pressure washer utilizing water only. After sufficient drying time, existing paint will be scraped and sanded to feather edge, peeled or otherwise defective paint and to properly scuff surface in preparation for paint application. Care will be taken by contractor during task in order to protect ground underneath and around aircraft from negative environmental impact. At the end of each day or prior to a rain event, paint chips collected on the tarps will be swept up and placed into drums. Tarps will be reused to the greatest extent possible to reduce the amount of waste generated. All paint chips, paint, rags and debris generated will be managed as directed by the Base Hazardous Waste Program Manager. Contractor will meet with Program Manager prior to the start of any activities. If minor surface corrosion is discovered, it will be mechanically abraded and treated prior to paint application. For the purposes of this contract, 'minor surface corrosion' is defined as corrosion that can be removed with sanding or wire wheels without compromising the structural integrity of the panel, covering no more than 5 square feet on any single panel. If corrosion is discovered that exceeds this definition, the contractor shall immediately stop work on the affected area and notify the 509 BW/HPC Point of Contact (POC) to determine the path forward. Such extensive repairs will be considered outside the scope of this SOW and will be addressed via a separate contract modification or directive.
3.4 All aircraft are to be painted in its current paint scheme with all current insignia and markings, with the exception of the FB-111, which will require different paint to represent a different era of service.
All designs and layouts will be sent to the vendor prior to painting. Insignia and markings (i.e., stars and bars, tail number) will be repainted in the same size, color, and location as they are currently. Stenciling will be reapplied in the proper location and size and painted on. The aircraft engine inlet covers and landing gear will be repainted as well. The windows will also be prepped and painted and have the same polyurethane clear coat as the rest of the aircraft. Vinyl stickers will not be used unless approved by curator. Unpainted surfaces (landing, taxi lights, navigation, and position lights, etc.) will be masked off and protected from paint overrun. If aircraft skin has original unpainted metal surfaces, they will be polished to a mirror finish rather than painted. Any minor repairs of aircraft panels shall be done by the vendor with final approval from 509 BW/HPC. Minor repairs are defined as patching of punctures or tears up to 6 inches in diameter, or repairs taking no longer than 5 hours of labor to repair.
3.5 Care will be taken by contractor during task in order to protect ground underneath and around aircraft from negative environmental impact. Primer (LICP 200 Industrial primer or equal) will be applied to ensure solid paint application. The color coats will be Industrial Catalyzed Urethane type paint or equal (subjective to approval by curator). You must obtain a wet mil thickness of 4.0-4.5 mils. One coat applied in two medium wet passes may be adequate to accomplish the above specification. If not, a second coat will be applied. Then 2 or more coats of Valspar AC4400 Clear coat HS or equal will be applied to give a high gloss and long-lasting UV protection.
3.6 Paint application depends on chemical composition of the paint used. All paint and primers containing hazardous air pollutants (HAPs) and/or volatile organic compounds (VOCs) cannot be sprayed and must be applied by rolling or brushing. Paint must be applied during environmental conditions IAW paint manufacturers specifications. All SDS’s must be provided to the CE Environmental Office.
