Statement of Work

Pyrotechnic Display

Fairchild AFB requires a pyrotechnic display. The Contractor will provide two pyrotechnic displays during the 2024 Fairchild AFB Air Show 22-23 June 2024. The contractor shall perform a single pyrotechnic show on each 22 June and 23 June 2024. The contractor shall arrive at Fairchild AFB on Friday 21 June 2024 for the Airshow safety briefing.

1. Contractor Responsibilities:

1.1 The Contractor shall provide pyrotechnic display in support of the 2024 Fairchild AFB Skyfest as detailed below. The performance must comply with all requirements of the Air Combat Command Aerial Events 2024 Demo Team and Heritage Flight Support Manual (Attach 3 Support Manual).

1.2 The offeror shall perform within limitations prescribed by Federal Aviation Regulations (FARs) and any Federal Aviation Regulation Waiver(s) in effect during the Air Show, as weather, mechanical, and site conditions permit.

1.3 The offeror shall provide all personnel, labor, materials, equipment, management, supervision, coordination, and transportation to Fairchild AFB, WA required to accomplish this work unless otherwise stated herein.

1.4 Only ICAS (International Council of Air Shows) approved personnel will be permitted to utilize pyrotechnics during the performance. The Shooter-in-Charge (SIC) must be an ICAS Pyro Safety Subcommittee approved shooter.

1.5 Before arrival, the Contractor shall work with the Air Boss and event Announcer to ensure performer requirements are satisfied (fuel type, practice day slot, etc.) and performer information is current through the duration of the airshow (ICAS information, act information to be read by the announcer, etc.).

1.6 The Contractor shall provide all equipment and material to provide a pyrotechnic display to support aerial demonstrations. The displays will include pyrotechnic simulations of two A-10 style strafing runs and a 1000-foot wall of fire for each day of the event, two sequences total, on 22 June and 23 June 2024 between 0900 and 1500 PST.

1.7 The contractor shall provide a description of the routine to Air Boss prior to event to ensure safety protocols are met. The contractor shall follow a pre-determined explosive route set by weapons safety office.

1.8 Before and during commencement of the 2024 Skyfest, the Contractor shall make regular contact with the FAFB Skyfest Open House Director and Air Boss. The Contractor shall keep these Skyfest staff members apprised of any events that may affect the FAFB Skyfest.

1.9 The Contractor shall submit a listing of their personnel who will be performing services under this contract for security checks no later than 17 May 2024. The contractor will provide those names to the military Air Boss.

1.10 The contractor shall provide a list of all hazardous materials they will bring on base. Contractor shall provide the projected quantities used and the SDSs for each material prior to bring it on base. No hazardous material shall be left on-site at the end of a project and the contractor shall be responsible for the disposal of any hazardous waste. Contractor shall take all unused and expended munition items with them off the installation at the completion of the display.

1.11 The Contractor shall comply with all established DoD safety regulations. The Contractor shall ensure fire extinguishers and properly equipped vehicles for explosives transportation are provided.

1.12 Contractor shall provide Certificate of Insurance demonstrating at least $1,000,000 general liability policy covering all equipment and services provided by the organizer at the air show.

1.13 The Contractor will store all equipment and materials for pyrotechnics off base.

1.14 AIR TRANSPORTATION-The Contractor shall provide their own transportation to and from Fairchild

AFB, WA.

1.15 LODGING- The contractor shall book their hotel rooms for Thursday 20 June 2024 through Monday 24 June 2024. Checkout will be no later than Monday 24 June 2024. Lodging on base may be available for booking, but not guaranteed.

1.16 GROUND TRANSPORTATION-The contractor shall provide their own rental vehicle for the duration of the airshow.

2. The 2024 FAFB Skyfest Airshow and the 92d Air Refueling Wing will provide the following services to the Contractor:

2.1 VEHICLE PASSES- Vehicle passes will be provided for base access as well as display ramp access.

2.2 SITE ACCESS-92 ARW will provide limited access with military escort, when necessary, to Skyfest functions, including access to the flight line during the Airshow, any receptions, briefings, and media day events.

2.3 AIRCREW LOGISTICS-92 ARW will provide full access to telephone and computer equipment during full duration of the event for attending aircrews and for aerial demonstration coordination.
