STATEMENT OF WORK

VFD INSTALLATION

BLDG. 3820

JBSA Fort Sam Houston, Texas

14 Aug 2024

1. SCOPE OF WORK. The Contractor shall provide all licensed labor, tools, hardware, and equipment necessary to complete the requested work discussed herein. The Contractor shall install government-furnished VFD/ABB 40HP, as well as all necessary hardware, electrical and controls to secure VFD/ABB 40HP at Bldg. 3820 located at Joint Base San Antonio –Fort Sam Houston (JBSA FSH), San Antonio, TX, 78234. All work shall conform to the manufacturer’s specifications for installation of the VFD/ABB 40HP. The Contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, codes, and permits required for the work associated with this Statement of Work.

2. LOCATION. Project work is to be performed at Bldg. 3820 located at 2850 Garden Ave, San Antonio, TX, 78234.

Bldg. 4197 (CES/EMCS shop) is located at 2193 Procurement Street, Bldg. 4197, Fort Sam Houston, TX, 78234. (Goole Maps)

3. SITE COORDINATION. The Contractor shall visit the site and familiarize themselves with all conditions and the full extent of the project prior to installation. Contractor shall verify all dimensions and details in the field. Any discrepancies shall bring to the attention of the Government Representative.

4. REMOVAL OF EXISTING VFD. The contractor shall remove the existing VFD to include all accessory parts applicable and return the existing VFD and all accessory parts to the CES/EMCS shop located in Bldg. 4197 on JBSA - FSH.

5. INSTALLATION. The contractor shall install government-furnished VFD/ABB 40HP, as well as all necessary hardware, electrical and controls to secure the VFD/ABB 40HP at Bldg.

3820 located at Joint Base San Antonio –Fort Sam Houston (JBSA FSH), San Antonio, TX, 78234. It is the responsibility of the Contractor to validate the actual site conditions as well as any specific programming needs of the customer. All related accessories shall be installed IAW industry standards, manufacturer’s recommendations. The 502d Civil Engineering Squadron (502 CES) will coordinate lock out tag out with electricians for the duration of contractor installation. The Contractor shall protect the government-furnished VFD/ABB 40HP prior to and during installation.

5.1. The Contractor’s work shall comply with applicable Bldg. standards and codes, specifically:

National Electrical Code, National Fire Protection Association (NFPA 70) and National Life Safety Code (NFPA 101).

6. DELIVERY/STORAGE. Transportation (delivery) of the government-furnished VFD/ABB 40HP to include all components, parts and assemblies from the EMCS Shop in Bldg. 4197, 8/15/2024 2

Room 300 on JBSA – FSH to the installation site (Bldg. 3820) is required by the contractor. This includes loading, unloading and all necessary movement from the EMCS Shop to the Bldg.

3820. Bldg. 3820 may not include a loading dock. The Contractor shall be responsible for determination of the appropriate delivery method and handling, based on site conditions to include the existence of loading docks and equipment at any given location. The Contractor shall be responsible for any storage of all government-furnished components, parts and assemblies during installation.

6.1. The Contractor’s authorized Representative or Project Manager shall be responsible for on-site coordination of all staging and deliveries, to include access to and operation of any equipment needed for unloading and movement of materials and product.

7. ACCESSORIES AND INCIDENTALS. The Contractor shall provide all incidentals and additional parts necessary to properly install the new VFD/ABB 40HP. All accessories shall be installed IAW the manufacturer’s recommendation.

8. PROTECTION OF GOVERNMENT PROPERTY. The contractor shall protect government property to the extent necessary to prevent damage to government property.

Contractor may remove fixtures and equipment as necessary that may interfere with the work.

Contractor shall reinstall fixtures or equipment removed and shall ensure they are operational prior to departing the work site. The Contractor shall repair and/or replace any damaged items, at no additional cost to the Government, and to the satisfaction of the 502 CES Point of Contacts

(POC).

9. CLEAN UP. The contractor shall clean-up work site at the end of each working day and dispose of all contractor-generated waste to include debris, trash, leftover wrappings, boxes, etc.

at an off-base city or state approved disposal site. At completion of project, area shall be left with a neat, clean appearance. The Contractor shall protect adjacent property, offices and their contents from dust, dirt and other materials.

10. INSPECTION/ACCEPTANCE. The Government shall inspect all work performed by the Contractor. A post-installation walkthrough shall be coordinated with the Contractor’s authorized representative and the 502 CES POCs. The Contractor representative and the 502 CES POC shall validate that all products have been installed according to manufacturer guidelines and customer specifications. The 502 CES POC shall deem the work is complete and acceptable to the Government.

11. 502 CES PROJECT POINT OF CONTACT(S). Anthony Talley, 210-262-8725 and or Thomas Engrav, 210-865-3366.

12. SCHEDULING. All work shall be coordinated and scheduled with the project POCs identified in paragraph 10. in such a way as to minimize disruption to facility operations. The 502 CES POCs will coordinate passes for the contractor and team. Changes to the schedule shall be immediately identified and provided to the 502 CES POCs. The Contractor shall notify the 502 CES POCs in writing of any conditions that shall prevent satisfactory start and completion of installation work.

13. HOURS OF OPERATION: Work shall be during normal duty hours which is between 7:00 a.m. and 3:30 p.m., Monday through Friday, excluding Federal holidays. Access to work sites will be restricted to these hours and days, unless otherwise approved by the 502 CES POCs.

The Federal Holidays are as follows:

New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday.

Note: If the holiday falls on Sunday, it is observed on Monday.

14. ENVIRONMENTAL COMPLIANCE. The contractor shall comply with all applicable federal, state, and local environmental laws and regulations.

15. SAFETY. All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements and Air Force Occupational Safety & Health (AFOSH) standards.

16. WARRANTY. The Contractor shall provide a written warranty agreement specifying time and material coverage.

17. SECURITY REQUIREMENTS. The contractor shall comply with all requirements and procedures IAW DAFFARS 5352.242-9000, Contractor Access to Department of the Air Force Installations. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. An Entry Access Listing (EAL) shall be turned into the government appointed Project Manager within 5 business days prior to the start of work on base. The EAL will be sent to Security Forces who will conduct a background check on each employee. Upon clearance and approval, the contractor will be notified to get their base passes from Pass & ID. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who has quit, been terminated, or no longer requires access to the work site.

17.1. The Contractor shall submit a complete list of personnel who will be expected to work on the installation. This list will contain Privacy Act information as required as well as the expectation that each individual will be able to present a current and valid state identification, to meet local Air Force and Base security requirements. The Contractor shall coordinate with the 502 CES POCs to gain facility access.

17.2. Vehicle registration, proof of insurance and a valid driver’s license shall be presented to gain base access.

17.3 The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the Contracting Officer (CO) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
