DESCRIPTION/WORK STATEMENT/SPECIFICATION

for Vacuum Chamber Leakage Detection System

1.0 Scope. This specification establishes the requirement for one (1) Vacuum Chamber Leakage Detection System with Helium Leak Detection to be provided to Anniston Army Depot, Anniston, Alabama. The equipment shall be designed and fabricated by the Contractor with all functionality, capabilities and features as described herein. The Contractor shall provide all resources necessary to design, manufacture, and deliver the equipment. The Contractor shall be responsible for any and all assembly required on-site.

2.0 Order of Precedence. In the event of a conflict between the text of this Equipment specification and the references cited herein, the more stringent regulation or specification shall take precedence, unless a specific exception to this, order of precedence, is noted in this equipment specification. Nothing in this specification, however, supersedes applicable laws and regulations unless a specific exemption has been obtained by the Government.

3.0 Requirements: Vacuum Chamber Leakage Detection System The Vacuum Chamber Leakage Detection System shall be capable of performing and/or have the following features:

3.1 Ideal Vacuum Products ExplraVac Max Vacuum Chamber System with automated control system product number EV-12493 or equivalent

3.2 Shall control 1 Stainless Steel Vacuum Chamber with minimum interior of 24 inch x 24 inch x 24 inch

3.3 The Chamber shall be illuminated by protected LED fixtures shining through the chamber viewing port and bathe the entire interior in 5000K light.

3.4 The HMI shall manage all chamber operations from a central control position displaying live operation with real-time status updates.

3.5 The system shall maintain a decibel level below 80 decibels.

3.6 The system shall run 100% disconnected from the internet.

3.7 Language - English

3.8 Power Requirements:

a. 208-240 VAC

b. Single Phase

c. 60 hertz

3.9 System Requirements:

a. Dry Scroll Roughing Pump Speed shall be capable of 13.0 cubic feet per minute (CFM) minimum

b. Vacuum Gauge Range 1 x 10-4 Torr to atmosphere

c. Integrated touch screen

d. Operating pressure shall be 2 x 10-2 to 1 atmosphere

e. Operating Environment – Ambient room conditions

f. Max foot print:

i. 80 inches tall

ii. 40 inches wide

iii. 40 inches deep

3.10 Operations controlled by a Human Machine Interface (HMI).

a. No PC or external software shall be required to program or operate the Leakage Detection System.

b. The language shall be in English.

4.0 Requirements Helium Leak Detector System: The Helium Leak Detector (Mass Spectrometer) System shall be capable of performing and/or have the following features:

4.1 Agilent HLD MD30 Mobile Dry Helium Leak Detector part number G8611B or equivalent.

4.2 The system must be delivered to Anniston Army Depot with all connections needed to fully integrate with the Vacuum Chamber Leak Detection System.

4.3 The contractor shall be responsible for setting up and making all the connection needed for the complete system (Vacuum Chamber and Mass Spectrometer).

4.4 The Helium Leak Detector System shall be compatible with the Vacuum Chamber Leakage Detection system.

4.5 The system shall be capable of performing helium leak checks of a range of small parts to large vacuum chambers.

4.6 Leak detecting applications shall include Sniffing, Spray Method, High Sensitivity, Auto Sequencer, PPM Testing, and Split flow.

4.7 Capable of measuring a helium gas leak rate of less than 1.0 x 10-5 cc/sec.

4.8 Power Requirements:

a. 120 VAC

b. Single Phase

c. 60 hertz

4.9 System Requirements:

a. Cart Mounted Dry Scroll Roughing Pump Speed shall be capable of 17.7 CFM minimum

b. Integrated color touch screen

c. Operating Environment – Ambient room conditions

4.10 Max footprint:

i. 50 inches tall

ii. 32 inches wide

iii. 25 inches deep

4.11 The HMI shall manage all operations from a central control position displaying live operations with real-time status updates.

4.12 The system shall maintain a decibel level below 80 decibels.

4.13 The system shall run 100% disconnected from the internet.

5.0Accessories:
5.1 Standard 10 feet Sniffer Probe Agilent part number 104104 or equivalent
5.2 Agilent Varian Hand-held Wireless Remote Control part number P105748 or equivalent.

6.0 Computer and Software requirement: Due to Government regulations all computers will be supplied by the Government and shall not be included in the offerors quote. Also as stated previously in this Statement of Work (SOW) the system shall run 100% disconnected from the internet.

7.0 Training: The contractor shall provide 1 day of training for up to 5 people for the Vacuum Chamber Leakage Detection System. Training shall cover all aspects of operation as well as maintenance items and their OEM recommended schedule.

8.0 Warranty. All equipment under this contract shall be covered by no less than a 1 year manufactures warranty. The warranty shall begin on the date of final acceptance by the Government. All warranty information shall be in the name of Anniston Army Depot.

9.0 Normal Period of Support (NPS): The normal period of support shall be Monday through Thursday 0700-1630 hrs. and 0700-1530 hrs. every other Friday.

10.0 Contractor’s Point of Contact: The Contractor shall provide the Contracting Officer with the name, email address and telephone number of his/her designated representative for the Government to make any arrangements needed. Telephone recording devices and/or voice-mail systems are acceptable. The Contracting Officer (KO) shall supply the Contractor with the name, email address and telephone number of his/her designated technical representative. The KO and Contracting Officer’s Representative (COR) shall be authorized to schedule work.

11.0 Surveillance/Communication: All technical surveillance of on-site work will be performed by the COR. Communication of all technical matters pertaining to this contract shall be in writing directly between the contractor and the KO, Anniston Army Depot, ATTN: AMSTA-AN-CTCS, 7 Frankford Avenue, Anniston, Alabama 36201-5003, with a copy furnished to the COR.

12.0 Acceptance Testing and Verification:

12.1 Conformance. The Equipment shall meet the requirements of this Specification and conform to the Manufacturer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to, at any time during the contract period, require proof of such conformance or to inspect the Equipment to determine compliance with the requirements of this Specification.

12.2 Preliminary Acceptance. The Government will provide a preliminary acceptance on the date of delivery of the equipment to ANAD. This preliminary acceptance requires that all the equipment components, accessories and documentation are delivered to ANAD and have been inspected for shipping damage by the Government.

12.3 Final Acceptance. The Government will issue a final acceptance only after the contractor successfully completes all requirements herein. Final acceptance will be at Anniston Army Depot. Upon acceptance of all items described above, the contractor shall submit a completed DD Form 250 for signature by the government representative, as final acceptance of the equipment required by this specification.

13.0 Delivery and Shipping:

13.1 Delivery. The Contractor shall be responsible for delivering the Equipment to Building 132 Fire Bottle Room at Anniston Army Depot, 7 Frankford Avenue, Anniston, Alabama, 36201. The Contractor must deliver the equipment within 5 business days of the delivery date provided by the Government. Partial delivery and payment can be authorized by the Contracting Officer.

13.2 Shipping. The Contractor shall be responsible for crating and shipping the Equipment and all associated material and components. The crating shall protect the Equipment from damage and weather during handling, shipping and storage of the Equipment. The Contractor shall provide shipping details to the Government no less than one (1) week prior to shipment.

14.0 Manuals and Documentation.

14.1 Operator Manuals. An Operator Manual shall be furnished to include operating instructions explaining preventive maintenance procedures, methods of checking the Equipment for normal safe operation and procedures for safely starting and stopping the system manually. The Operator Manual shall include the step-by-step procedures required for Equipment startup, operation and shutdown.

14.2 Maintenance Manuals. Maintenance manuals shall include electrical, hydraulic, and pneumatic schematics, as applicable, detailed lockout/tag out procedures, parts lists, troubleshooting procedures, preventive maintenance requirements, lubrication schedule and any other maintenance procedures normally provided by the Contractor. Schematics shall show and identify all parts. Schematic diagrams showing equipment utilized, including motor horsepower and voltage; starter; isolators; manual bypasses; tubing sizes; drain piping and drain traps; reducing valves; and data on manufacturer's names and model numbers, mounting, access, and clearance requirements. Data shall include calculations of all utility consumption.

14.3 Other Documentation. In addition, any other documentation normally furnished with the Equipment shall be provided.

14.4Quantity. The Contractor shall provide two (2) printed copies and two (2) electronic copies of all documentation.

15.0 Environmental and Safety. A list of any chemicals/solvents or materials used during the operation of the equipment listed herein shall be provided to the government at the time of the offerors bid during the solicitation process. All chemicals/solvents or materials on the list must be accompanied by Safety Data Sheet (SDS). All equipment must be fitted with machine guarding that will prevent injuries during normal operation.

16.0References. The below listed references should govern the construction and operation of equipment listed in this SOW. Please note that the below list may be incomplete and it is the contractors responsibility to ensure all applicable rules and regulations are followed.

17.0 Scope Changes. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
