1.3 BACKGROUND/HISTORY/REFERENCES:

A. HISTORY: The Winnie Depot Facility was constructed in between 2010-2014 after multiple hurricanes, which motivated the construction of this complex further in-land. The facility has five building used for various operations and six storage facilities (buildings and covered equipment sheds). HVAC system are install in only the five operations building (Residence, Bunkhouse, Training Building, Office Building, and Maintenance/Shop Building).

B. BACKGROUND/ISSUES:

1. The current VRF/V HVAC systems have not provided satisfactory indoor temperature and humidity control which has led to mold issues in several buildings.

2. When a VRF/V HVAC system fails, the refuge has lots of difficulty finding local, qualified service technicians that is knowledgeable in VFR HVAC systems and their controls to make the appropriate repairs in a timely manner.

3. The facility has had an unusual amount of and significant HVAC down time due numerous refrigerant leaks in the various VRF/V HVAC systems which are hard to find and repair.

4. Most of the exterior HVAC equipment has lots of corrosion due to the salty, coastal environment.

5. Most of the existing heat recovery units have not been effective and are contributing high building humidity levels.

6. The facility has had numerous prolonged HVAC operational problems due to various service/repairmen finger-pointing claiming HVAC problems is caused by the building automation system manufacturer’s equipment, or the some electrical equipment component, or the HVAC equipment manufacture.

7. The facility has had numerous HVAC system shutdowns for extraordinary long periods because replacement parts were not available in the US and they had to be obtain from other countries.

C. REFERENCE DRAWINGS: The refuge has paper copies of the most current facility As-built drawings. Contact the facility manager about getting copies of the facility As-Built drawings after a contact award is made.

D. LOCAL UTILITY CONTACT INFORMATION: Contact the refuge administration to obtain information on the local utility company serving the complex.

1.4 PROJECT SCOPE OF WORK:
