SECTION 01009 - GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: The work shall consist of labor, equipment, supplies and materials, to construct a fish production water well with appurtenances and connection to existing water line and existing electrical equipment, and all other items shown on these plans and specifications and required for a complete and functioning installation, and in strict conformance with all requirements in the drawings and these specifications, and federal, local, and New Mexico State regulations including regarding licensing of well drillers and electricians, and water well construction.

B. Location: Work under this contract is located at the SW Native Aquatic R&R Center

(SWNARR – formerly known as Dexter National Fish Hatchery).

C. Site Visit: Contractors are encouraged to visit the project site and inspect existing conditions prior to submitting quotes. See Federal Acquisition Regulation (FAR) clause 52.236-27 Site Visit. Contact Manuel Ulibarri, Center Director, 575-734-5910 x

1.2 REFERENCES:

Referenced Standards include , AWWA A100 Water Wells, State of New Mexico Rules and Regulations Governing Well Driller Licensing; Construction, Repair and Plugging of

Wells (19.27.4 NMAC), and other applicable industry standards and government regulations.

1.3 DEFINITIONS:

Approvals: Approval of submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's (CO) attention in writing.

1.4 SUBMITTALS:

A. Scope: Submittals, after award, include work schedule, copy of well driller license, safety plan, well-drilling plan including proposed procedure and list of materials to install, drill logs, testing and well development records, and as-built drawings.

B. Requirements: Refer to specification sections for submittals required. Allow at least 7 working days for review, plus transmittal time back and forth. Submittals shall be sent or delivered to the Contracting Officer's Technical Representative (COTR) at U.S. Fish and

Wildlife Service, Region 2, Division of Engineering, P.O. Box 1306, Albuquerque, NM

87103-1306. Submittals shall come directly from the Contractor with their stamp and signature of approval; submittals will not be accepted from sub-contractors or suppliers.

Do not commence work which requires review of any submittals until receipt of returned submittals with an acceptable action. Do not allow submittals without an acceptable action marking to be used for the project.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter (Contractor), plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, submittal number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer=s name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

D. Electronic submittals are preferred and shall be emailed directly to the COR with copies to the CO. If Contractor elects to use hard copies instead, unless stated otherwise in the individual specification section, provide 3 copies of submittals for use by the

Government, plus the number of submittals needed to be returned to the Contractor for use by Contractor, sub-contractors, suppliers, or others.

E. There will be no approval of submittals prior to bid opening and award. Submittals will be evaluated based on the requirements of the specifications and drawings, during the submittal process after contract award.

1.5 CONFORMANCE:

Submittals must show clearly that the product, or report conforms to the specifications.

1.6 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work. This contract incorporates materials, applications, and tests by reference, with the same force and effect as if they were given in full text.

B. Conflict: Where a conflict occurs between reference documents, drawings, and project specifications, the most stringent requirement shall govern.

C. Product basis: Where specifications or drawings call out a specific product or manufacturer, it is understood that an equal or better product is acceptable, as approved in the submittal process.

1.7 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.

B. Storage: Storage areas are not available at the project site. If storage area is needed, contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products protecting them from damage.

1.8 PROJECT/SITE CONDITIONS:

A. The project site is the SWNARR.

B. Existing property not indicated for demolition, shall be protected. All damage by

Contractor's activities shall be repaired by the Contractor at no additional cost to the

Government.

C. Safety is paramount. Contractor is responsible for safety on the project site and shall take measures to maintain a safe area around the project site which is used by Government employees and the public. Applicable OSHA regulations shall be adhered to by the

Contractor. Contractor shall submit a safety plan prior to starting work.

D. Landscape Protection: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match adjacent areas.

Areas damaged by Contractor activities shall be repaired.

E. Permits: In coordination with the Hatchery Manager, the Contractor shall file and pay for a well drilling permit with the state of New Mexico and provide to Manuel Ulibarri prior to performing any drill work

1.9 SEQUENCING AND SCHEDULING:

A. A bar chart type work schedule shall be submitted to the COTR within 5 days after the preconstruction conference. When requested, submit an updated schedule within 3 calendar days.

B. Contractor shall coordinate with Contract Inspector regarding any proposed interruptions to road access, and report any conflicts to the COR and Contracting Officer.

PART 2: PRODUCTS

2.1 TEMPORARY FACILITIES:

A. Provide necessary water for well drilling and construction. Potable water is available at the site for Contractor's reasonable use.

B. Provide necessary electrical power for well drilling and construction. Electrical power is available at the site, for Contractor's reasonable use.

2.2 MATERIALS AND EQUIPMENT

A. Well materials and equipment such as casing, screens, filter packs, pipe, and valves.

PART 3: EXECUTION

3.1 PROJECT MEETINGS:

A. Preconstruction Conference:

1. A preconstruction conference will be held prior to the start of work. The

Contractor will be notified in advance of meeting time, date and place. The purpose of the meeting will be to review required work, project drawings and specifications, construction schedules, payroll, payments, and administrative provisions of the contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. The Contractor shall submit a schedule of values within 5 days after the preconstruction conference, which may be used as a basis of payment as the work progresses.

B. Progress Meetings:

To be held at the project site as required.

C. Inspections:

1. Routine inspections will be performed by the government Contract Inspector (CI).

Inspection of items of work by the CI will not relieve the Contractor of the requirement to meet project specifications. The CI shall be informed 24 hours in advance of work requiring his observation. After being informed in advance the

CI's non-attendance shall not prohibit the Contractor from proceeding with work in the CI's absence.

2. For final inspection, notify the COTR in writing at least 6 working days before completion date so the Government can schedule final inspection. The superintendent shall be present during the final inspection.

3.2 DISPOSAL OF DEBRIS:

Demolition debris shall be removed from the project site and disposed of in a legal disposal site by the Contractor. Contractor shall pay all fees required for disposal.

3.3 AS-BUILT DRAWINGS:

As the job progresses, continuously maintain as-built drawings of the work. The changes shall be noted legibly in red pencil or red ink. These drawings shall be submitted to the COR prior to final inspection. Should final inspection reveal changes in the Project not so noted on the As-Built Drawings, the

Contractor shall record these changes on the As-Built Drawings within 3 working days of

Final Inspection and deliver completed As-Built Drawings to the COTR.

3.4 WARRANTY:

A. All project construction shall be provided with a one-year warranty in accordance with

FAR 52.246-21.

B. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the contract, the Contractor shall:

1. Obtain the most favorable warranties that would be given by the Contractor in normal commercial practices, but in no case less than called for by the specifications.

2. Require warranties to be executed, in writing, for the benefit of the Government.

3. Submit warranties to the COR prior to the final inspection.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

The work described in this section will be measured for payment by field verification of

Lump Sum items, and field measurement of unit cost items.

4.2 BASIS OF PAYMENT:

Payment will be made at the contract price, as indicated in the approved Schedule of

Values and will include full compensation for the work described in the contract.

SECTION 02525 - WATER SUPPLY WELLS

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes the following:

1. Vertical-turbine well pump.

2. Water well construction.

3. Discharge piping.

4. Electrical power.

1.2

PERFORMANCE REQUIREMENTS

A. Minimum Tested Water Supply Well Performance Capacity: 400 GPM.

1.3

ACTION SUBMITTALS

A. Product Data: For each type and size of well pump and pitless adapter.

B. Well-drilling plan.

C. Shop Drawings: Show layout and connections for well pump.

1. Include wiring diagrams.

1.4 INFORMATIONAL SUBMITTALS

Well driller license. A.

Testing and well development records.

CLOSEOUT SUBMITTALS

Operation and maintenance data. A.

1.6

QUALITY ASSURANCE

Well Driller Qualifications: An experienced water supply well driller licensed in New Mexico. A.

B. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, and marked for intended use.

C. Comply with New Mexico state regulations and AWWA A100 for water supply wells.

1.7 PROJECT CONDITIONS

A. Well Drilling Water: Provide temporary water and piping for drilling purposes. Provide necessary piping for water supply.

PART 2 - PRODUCTS

2.1 WELL CASINGS

A. Stainless Steel Casing: ASTM 778, Type 316L Stainless steel pipe with threaded ends and threaded couplings for threaded joints. Casing diameter approximately 12.75 inches.

B. Well Seals: Casing cap, with holes for piping and cables that fit into top of casing and is removable, waterproof, and vermin proof.

2.2

GROUT

A. Cement: ASTM C 150, Type II.

B. Aggregates: ASTM C 33, fine and coarse grades.

C. Water: Potable.

2.3

WATER WELL SCREENS

A. Screen Material: Fabricated of ASTM A 666, Type 316L: stainless steel.

2.4

GRAVEL FILTER PACK

A. If fine or medium sand is encountered, gravel filter pack shall be installed around outside of well screen.

2.5

WELL PUMP – Remove existing well pump and motor and reuse at new well site.

A. Description: Existing Vertical-turbine well pump: SIMFLO SP10H 3 STAGE BOWL ASSEMBLY with SS Impellers

B. Capacities and Characteristics, approximate:

1. Capacity: 400 GPM.

2. Discharge Head: 15 PSI.

3. Motor Horsepower: 25 HP

4. Lift: 180 FT.

2.6 ELECTRICAL POWER MODIFICATIONS FOR THE NEW WELL LOCATION

A. Install new electrical branch circuit conductor from existing well pump #4 electrical service, generator equipment, and motor start/controller location to new well location. All electrical work shall be performed by a New Mexico authorized master electrician and shall comply with the applicable articles of the 2020 National Electric Code (NEC) (NFPA 70). The following electrical work shall include the following:

1. Disconnect the existing branch circuit conductors from the existing well motor and existing motor starter/controller serving the existing well. Remove and recycle the existing conductors per New Mexico Statutes. The existing generator, electrical transformer, electric meter and motor starter/controller shall be reused at their existing location.

2. Provide and Install a new NEMA 3R rated, 100Amp, 3phase, disconnect switch at the new well site to comply with OSHA requirements. Provide and construct a new support rack for mounting the new disconnect switch. The new disconnect switch shall be locate within

6 feet of the new well pump motor location.

3. Install a new branch circuit to the new well location (approximately 100 feet away from existing well) which shall consist of the following:

a. Three copper 2Awg, XHHW circuit conductors and one 6Awg, Copper equipment grounding conductor installed in 1-1/2” Rigid schedule 80 PVC conduit.

b. The underground conduit shall comply with NEC 300.5 requirements.

c. Provide and install underground electric pull boxes as required to install new electrical conductors. Underground pull boxes shall contain no conductor splices or junctions connections.

d. Direct buried electrical cable shall not be acceptable.

e. Provide an electrical warning and tracing tape 8” below ground surface.

f. Attach the new circuit conductors to the existing motor starter/control output terminals and to a new disconnect switch at the new well location.

4. Extend the specified electrical branch circuit conductors from the new Well Disconnect

Switch to the relocated well pump motor.

5. Test the operating voltage between each phase leg and operating amperage of each phase leg while operating the pump at 100% load during the pump commissioning test.

2.7 DISCHARGE PIPE: PE or HDPE, pressure rated, UV resistant, 2% minimum carbon black, cell class 345464C per ASTM D3350.

PART 3 - EXECUTION

3.1 INSTALLATION

A. Take samples of substrata formation at 25-foot intervals and at changes in formation throughout entire depth of each water supply well. Carefully preserve samples on-site in glass jars properly labeled for identification.

B. Excavate for mud pit or provide aboveground structure, acceptable to authorities having jurisdiction, to allow settlement of cuttings and circulation of drill fluids back to well without discharging to on-site waterways.

C. Enlarge pilot hole and install permanent casing, screen, and grout.

D. Set casing and liners round, plumb, and true to line.

E. Place grout continuously, from bottom to top surface, to ensure filling of annular space in one operation. Do not perform other operations in well within 72 hours after grouting of casing. When quick-setting cement is used, this period may be reduced to 24 hours.

F. Provide permanent casing with temporary well cap. Install with top of casing 36 inches above finished grade.

G. Develop wells to maximum yield per foot of drawdown.

1. Extract maximum practical quantity of sand, drill fluid, and other fine materials from water-bearing formation.

2. Avoid settlement and disturbance of strata above water-bearing formation.

3. Do not disturb sealing around well casings.

4. Continue developing wells until water contains no more than 2 ppm of sand by weight when pumped at maximum testing rate.

H. Reinstall vertical turbine well pump according to HI 2.1-2.4 and provide access for periodic maintenance.

1. Before lowering permanent pump into well, verify correct rotation.

2. Securely tighten discharge piping joints.

3. Install water-sealed surface plate that will support pump and piping.

I. Piping installation:

1. Connect piping between well pump and water piping.

2. Connect water distribution system in trench to well pipe at pitless adapter.

3.2 WELL ABANDONMENT – Not required for existing well.

A. If abandonment is required, follow well-abandonment procedures of authorities having jurisdiction. Restore ground surface to finished grade.

3.3 FIELD QUALITY CONTROL

A. Test Preparation: Clean water supply wells of foreign substances. Swab casings using alkalis, if necessary, to remove foreign substances.

B. Perform tests and inspections and prepare test reports.

C. Tests and Inspections:

1. Plumbness and Alignment Testing: Comply with AWWA A100.

2. Prepare reports on static level of ground water, level of water for various pumping rates, and depth to water-bearing strata.

3. Performance Test Preparation: Start well pump and adjust controls and pressure setting.

Replace damaged and malfunctioning controls and equipment.

4. Performance Testing: Conduct final pumping tests after well has been constructed, cleaned, and tested for plumbness and alignment.

3.4 CLEANING

A. Clean water supply wells according to AWWA A100 before testing well pumps.

B. Follow water supply procedures required by the State of New Mexico and authorities having jurisdiction before testing well pumps.

3.5 PROTECTION

A. Water Quality Protection: Prevent well contamination, including undesirable physical and chemical characteristics.

B. Ensure that mud pit will not leak or overflow into streams or wetlands.

C. Provide casings, seals, sterilizing agents, and other materials to eliminate contamination; shut off contaminated water.

D. Exercise care to prevent breakdown or collapse of strata overlaying that from which water is to be drawn.

E. Protect water supply wells to prevent tampering and introducing foreign matter. Retain temporary well cap until installation is complete.
