STATEMENT OF WORK

Digitize William Henry Jackson Artwork

Scotts Bluff National Monument

Confidentiality The information developed under this Contract is the property of the U. S. government and shall be kept in strict confidence.

The individual's work is a ‘work-for-hire’ and all copyrights belong to the National Park Service. In a work-for-hire situation, the employer becomes the de facto creator in the eyes of the law. Thus, the creator/employer owns the copyrights.

The contractor shall not replicate, reproduce, publish or share the data produced under this contract without prior approval of the Contracting Officer.

Introduction This project consists of an on-site visit to Agate Fossil Beds National Monument by a professional photographer to take digital images of William Henry Jackson artwork. Digital images are required to increase access to National Park Service (NPS) collections through digital image capture.

Background William Henry Jackson is best known as the first person to photograph the wonders of Yellowstone. His images adorned the parlor of millions of American households and aided in the effort to create the world’s first national park. Jackson was an accomplished artist who recorded his experiences as a young man. His drawings and paintings provided valuable insights to life in a time when America was suffering through the Civil War and venturing westward in search of a national identity.

The world’s largest collection of original William Henry Jackson drawings and paintings are part of the Scotts Bluff National Monument museum collection and stored at Agate Fossil Beds National Monument, which is located in the panhandle of western Nebraska, 22 miles south of Harrison, Nebraska and 50 miles north of Scottsbluff, Nebraska.

Objectives The purpose of this project is to provide digital images of drawings and paintings for use in research, education, exhibition, and publication. Electronic images will also be accessible to the public through established NPS online information systems or park websites. This project will allow the park to expand public knowledge about the diversity and depth of NPS museum collections and create a resource of high-quality images for park and public use. Due to the large collection and the need for updated media publications we have chosen to hire a professional photographer.

Standards The following basic standards for taking photographs should result in good record photographs.

Note: Turning lights on and off helps protect the objects from heat buildup. It’s important to set up the photograph as much as possible before turning on the lights. Don’t leave the objects under the lights for more than a few minutes as light will damage the art.

- Use light gray and dark gray. In certain instances, black may create the best contrast.

- Place the object in the middle third of the flat working surface. This placement avoids having the front edge of the background in the photograph or the back portion of the background in focus.

- Place the identification information near the front of the object without blocking any part of the object.

The identification information includes:

• identification with the catalog number (example SCBL0000341) can be added as a separate layer in the TIFF file after the image has been taken. Example image is attached.

• metric scale

• gray scale control card or color control card for color

- Place object so it fills up as much of the photograph as possible.

Tasks Conduct an on-site visit at Agate Fossil Beds NM at agreed upon dates to meet with project manager and other designated NPS park staff. On-site visit will include the following:

1. Perform digital imaging of 150 photographs 65 prints on canvas-type frames. This total includes works of art that are double-sided.

2. Maintain an Image Index

3. Randomly select 10 images per day and show to project manager to confirm and clarify any issues that arise.
