Statement of Work/Specifications
Fabricated Steel -Sub Assembly Test
1. Background
The National Fire Research Laboratory (NFRL) at the National Institute of Standards and Technology (NIST) is currently developing a versatile self-reacting reconfigurable steel frame setup for testing structural sub-assemblies under combined mechanical loading and fire exposure. The objective of this test program is to quantify the structural performance and failure modes of the structural sub-assemblies such as shear connections subjected to mechanical load and fire. As the large-scale structural fire tests conducted in the laboratory’s highly demanded existing strong-floor are extremely resource demanding and challenging to repeat, this component-level testing capability will allow repeatable tests with less resource, time, and laboratory space. The capacity to test replicate specimens will fill the gap in our knowledge of the uncertainty in the response of the structures and help to validate computational models predicting the behavior of similar type of structural sub-assemblies and thus to enhance the fire safety and building codes in the United States.
2. Objective The purpose of this acquisition is to procure fabricated structural steel and delivery to the NFRL located in Building 205 at NIST in Gaithersburg, MD. These components (members) will provide the framework for self-reacting reconfigurable steel frame setup. NIST will provide design drawings for the components.
Fabrication tolerances on the specified dimensions are critical to ensure that the system can be assembled together as required.
3. Specific Requirements
3.1 Summary
The Contractor shall provide the equipment, materials, and labor necessary to fabricate the components and deliver them to the NFRL in Building 205 at NIST in Gaithersburg, MD. All structural steel elements shall be fabricated in accordance with the following standards:

Delivery terms shall be FOB DESTINATION and take place no later than two (2) months ARO; however, delivery shall not take place until the contractor coordinates with the designated TPOC and Contracting Officer.
Prior to shipment, the Contractor must ensure NISTs campus is open and accepting deliveries. If the restrictions of access to the campus impacts delivery schedules, a modification shall be executed by the CO to establish an extended delivery timeframe.
The NFRL is directly accessible through a rollup door. NIST staff will unload the components from the delivery truck(s) inside the NFRL using the overhead crane and/or forklift(s). The Contractor shall comply with the following requirements for Handling, Storage, and Delivery of the system.
A. Deliver all components to assure compliance with the agreed upon project schedule (see Section 6).
B. Handle and transport components in a manner to avoid excessive stresses that could cause deformations or other damage.
5. Inspection and Acceptance NIST staff will inspect each delivered component for acceptance. Components that do not comply with the standards listed in Section 3.1, or that do not meet the tolerances specified in Section 3.7.1, are unacceptable. Additional requirements for inspection and acceptance are specified in the following.
A. Upon delivery, NIST staff will inspect each component for damage sustained during transportation.
B. Review and inspection of whether the fabrication tolerances are adequate for each component to perform as required will be conducted in accordance with Section 5.1.
1. Grinding of certain steel components by the Contractor may be permitted by NIST to meet certain fabrication tolerances on overall length or thickness, provided that the extent of grinding is approved by NIST and will not impair the structural adequacy, serviceability and durability of the component.
C. An item is unacceptable when damage or deficiencies are identified that cannot be resolved through repairs and that would prevent it from performing as required. Each component will be inspected for damage upon delivery in accordance with Item A, and subsequently evaluated in accordance with Item B. When an item is unacceptable, that item shall be replaced with new component(s) that comply with the requirements within three weeks at no extra cost.
5.1 Inspection and Acceptance of Fabrication Tolerances
To determine whether the fabrication tolerances are adequate for the components to perform as intended, two different sets of procedures will be employed wherever applicable, as outlined in Section 5.1.1.
5.1.1 Measurement of Dimensions, Flatness, and Levelness
Selected critical measurements of the components will be taken as specified in the following. Deviations in these measurements that exceed the fabrication tolerances specified in Section 3.7.1. are unacceptable.
Certain unacceptable deviations may be corrected by grinding (see Item B1 in Section 5), but only provided that the extent of grinding is approved by NIST and will not impair the structural adequacy, serviceability and durability of the component.
A. Length, Width, Height, Hole Diameter: The length, width, height, and other relevant dimensions, may be measured at up any location for any component. Dimensions may be measured using a tape measure, Vernier caliper, laser, or any other measurement device of NIST’s choosing, provided that the accuracy of the measurement device exceeds the specified tolerances.
B. Center-to-Center Spacing between Through- and Threaded-Holes: Center-to-center spacings between through- and threaded-holes may be measured using a tape measure, Vernier caliper, laser, or any other measurement device of NIST’s choosing, provided that the accuracy of the measurement device exceeds the specified tolerances.
C. Flatness, Planeness, Rightness: The maximum deviation from flatness, planeness, or rightness of welded assemblies may be measured using a tape measure, Vernier caliper, laser, carpenters square, protractor, inclinometer, or any other measurement device of NIST’s choosing, provided that the accuracy of the measurement device exceeds the specified tolerances.
