Custom Brush Truck Skid Unit Statement of Work
August 27, 2025
1. Introduction This Statement of Work (SOW) outlines the requirements for the design, fabrication, and delivery of a custom brush truck skid unit to support the operational needs of the Raven Rock Mountain Complex (RRMC) Fire Department. The unit must be specifically engineered to fit within a 2500 or 250 short-bed pickup truck and must meet all performance, durability, and safety standards “NFPA 1906” necessary for wildland firefighting operations.
Due to the specialized configuration required, commercially available products must be customized to meet RRMC’s operational needs. A custom-built solution is essential to ensure compatibility with existing vehicles and equipment, as well as to enhance the efficiency and effectiveness of field operations.
To ensure responsive support during the design and delivery process, as well as timely maintenance, service, or warranty support if needed, local vendors are preferred within a 60-mile radius of the RRMC’s location, 450 Harbaugh Valley Road, Fairfield, PA 17320.
2. Background The RRMC’s Fire Department is responsible for safeguarding over 1,000 acres of mountainous terrain, responding to a broad range of emergencies, including wildfires and hazardous materials incidents. The region’s challenging topography and extreme environmental conditions demand specialized equipment capable of meeting rigorous operational demands.
Recent data indicates an increase in wildfire occurrences within the RRMC’s jurisdiction, reinforcing the critical need for a custom brush truck skid unit. This unit will significantly enhance the department’s ability to respond effectively to wildland fires and support overall emergency response operations.
3. Requirements The custom wildland firefighting skid unit must meet the following specifications:
3.1 Pump Assembly
- A Hale HPX200-B18 X-STREAM fire pump with an exhaust primer and a 6-gallon fuel tank, electric start, or equivalent.
3.2 Water Tank
- A 200-gallon, fully NFPA-baffled copolymer polypropylene water tank or equivalent.
- The tank shall include an FRC water level gauge, or equivalent.
Custom Brush Truck Skid Unit
3.3 Pump and Tank Mounting Platform
- The pump and tank assembly shall be mounted on an elevated platform constructed of a minimum 3/4-inch-thick copolymer polypropylene or equivalent.
- The platform shall be supported by a minimum of three under-tank runners, elevating it at least 6 inches above the bed of the GSA-provided vehicle.
- The entire assembly shall be securely mounted to the GSA vehicle provided by the RRMC’s Fire Department in accordance with applicable industry standards.
3.4 Discharge Assembly
- The discharge manifold shall be constructed of 304C stainless steel and include the following:
- 1” Tank fill valve
- 1” Booster reel valve
- 1” MNH discharge valve with chrome cap
- 1.5” MNH discharge valve with chrome cap
- 2.5” MNH discharge valve with chrome cap
3.5 Suction Assembly
- The suction manifold shall also be constructed of 304C stainless steel and include:
- Fire-grade tank-to-pump valve with push/pull T-handle
- 2.5” FNH intake valve with chrome cap
3.6 Hose Reel Assembly
- A Hannay F Series electric rewind hose reel, or equivalent, capable of holding 150 feet of 1” Mercedes Textiles Boostlite non-collapsible hose.
- Vendor shall supply and install the reel and 150 Feet of 1” Mercedes Textiles Boostlite non-collapsible hose.
- The hose reel will be mounted at a location determined by project managers of the Raven Rock Fire and Emergency Services once the pump/tank assembly is mounted into the vehicle.
3.7 Custom Storage Compartments
Custom Brush Truck Skid Unit
- Custom compartments shall be fabricated to maximize available storage space.
- Constructed from copolymer polypropylene or equivalent material suitable for extreme environmental conditions, including cold, heat, rough terrain, and vehicle vibration.
- Each compartment shall feature swing-up doors with shocks.
- Final compartment dimensions will be determined after the pump/tank assembly is installed in the GSA-provided vehicle bed.
- Each compartment shall include PAC track board mounted to the back and bottom. Boards will be provided by the RRMC’s Fire & Emergency Services (FES) and modified/installed by the vendor.
- Final Compartment design and layout must be approved by RRMC Fire and Emergency Services (FES) project managers prior to manufacture.
3.8 Lighting, Electrical, and Charging System
- LED strip lighting shall be mounted inside the top section of each storage compartment.
- Exterior LED work lights six (6) min shall be mounted to provide adequate and safe illumination around the unit.
- A Kussmaul Auto Charge 1000 PLC with super auto-eject cover and digital display, or equivalent, shall be installed on the driver’s side inside a custom compartment on the skid unit.
3.9 Custom Mounting of Equipment
- Vendor will provide custom mounting of supplied and vendor purchased equipment to assist with utilizing the maximum storage space.
- Final equipment mounting and layout must be approved by RRMC Fire and Emergency Services (FES) project managers prior to the equipment being mounted.
3.10 Portable Equipment
- Vendor will supply eight (8) hose adaptors and or appliances with appropriate mounting hardware. Size, type, brand of hose adaptors and or appliances will be determined during the pre-construction meeting by RRMC Fire and Emergency Services (FES) project managers prior to vendor purchase.
3.11 Durability
Custom Brush Truck Skid Unit
- The entire unit shall be constructed from materials capable of withstanding extreme environmental conditions, including temperature variations, rough terrain, and high levels of vibration typical to the RRMC’s operational areas.
3.12 Integration Capability
- The skid unit must integrate seamlessly with a 2500 or 250 short-bed pickup truck provided by GSA.
- The skid unit must be designed for transferability, allowing it to be mounted on a replacement vehicle at the end of the current GSA vehicle’s service life.
- The design must be compatible with existing RRMC equipment to ensure full operational efficiency.
3.13 Inspection and Acceptance
- The vendor shall conduct internal inspections as the skid until is constructed and inform the RRMC FES project managers of progress and issues weekly. The vendor shall conduct a formal performance test upon project completion, with RRMC FES project managers present. The Government will inspect the completed skid unit to verify compliance with all requirements.
- The vendor shall securely mount the completed skid unit to the GSA vehicle provided by the RRMC Fire Department, in accordance with applicable industry standards. The Government will provide final acceptance once the skid unit is mounted and fully operational.
3.14 Period of Performance
- September 30, 2025, through September 29, 2026
4. Vendor Qualifications
- Must have an active SAM.gov registration
- Preferred vendor located within 60 road miles of 450 Harbaugh Valley Road, Fairfield, PA 17320. This proximity is essential to:
- Allow RRMC Fire & Emergency Services (FES) to deliver the GSA vehicle directly to the vendor,
- Enable RRMC personnel to oversee the project from start to finish, and
- Facilitate timely resolution of any issues that may arise during the construction process.

4.1 Experience and Reputation
The vendor shall have a proven track record and strong reputation within the industry, with demonstrated experience in producing high-quality, versatile skid units for fire departments in the surrounding region.
The vendor’s leadership and staff should possess extensive knowledge of fire department operations and the critical role that custom skid units play in emergency response. This operational understanding positions the vendor as a highly qualified and reliable partner for delivering the required custom Wildland Firefighting skid unit
5. Conclusion Given the unique operational demands of the RRMC’s Fire Department, the requirement for a custom Wildland Firefighting skid unit is essential. The selected vendor must demonstrate the capability, experience, and proximity necessary to deliver a high-quality, mission-ready solution that aligns with the RRMC’s critical emergency response objectives.
