About this file

This Statement of Work (SOW) details a contract for the USDA Forest Service Eastern Forest Environmental Threat Assessment Center (EFETAC) to remove and replace two existing H flumes and wing walls at the Umstead Research Farm in Granville County, North Carolina. The project aims to maintain accurate hydrological data collection for a long-term paired watershed research study examining forest management effects on water quantity and quality in the Piedmont region.

The contract requires a contractor to remove the existing flumes and install two new prefabricated H flumes within 30 business days of contract award. The government will provide the prefabricated flumes, treated plywood, and marine-grade epoxy. The contractor must procure additional materials like cement, all-thread rods, screws, and sealant, and will be responsible for precise installation specifications, including leveling the flume, anchoring wing walls at specific angles, and minimizing sedimentation and bank disturbance. The project supports research for local governments and stormwater infrastructure professionals seeking to adapt forest management strategies for water resource protection.

Project CONTRACT 4854 Flume Removal and Install

General Information

1.0 Scope of Work

The USDA Forest Service Eastern Forest Environmental Threat Assessment Center (EFETAC) has a long-term paired watershed program to monitor the effects of forest management on water quantity and quality in Granville County, North Carolina (36.179185, -78.779863). Over the last two years, temporary repairs have been made on the two existing H flumes (figure 1) at the Umstead Research Farm site in Granville County, but they now require full replacement to maintain the accuracy of our flow data. This request for service will be contracted to remove the two existing H flumes and wing walls and install the two new prefabricated H flumes and wing walls.

Removal and installation of the prefabricated H flumes shall be completed within one month after the contract is awarded.

2.0 Background

The USDA Forest Service EFETAC unit is working on a watershed scale research study in Granville County, NC. To gather accurate hydrology information about the forested catchments, the existing two H flumes at the Umstead Research Farm site need to be replaced. The data is being used to further refine the effects of forest management on water quantity and quality in managed and unmanaged forest in the Piedmont region. In addition, these results will be incorporated into broader calculations of the water budget under varying forest management strategies.

Local governments and municipal stormwater leaders and consultants from the North Carolina Green Stormwater Infrastructure group are looking to use these results to further adapt silvicultural and hydrological management techniques from rural-forest to urban-forest management strategies to protect water resources.

Contractor Requirements

3.0 Technical Requirements / Tasks

The contractor needs to register SAM (https://sam.gov/content/home) to be eligible for award of the Federal government contract.

Removing and installing two flumes with wing walls in two watersheds in Granville County, NC. (Note: The government will provide the two prefabricated flumes, treated plywood, and marine-grade epoxy. The contractor will remove the existing flumes and wing walls and install the provided flumes. The contractor will apply the marine-grade epoxy to the wing walls.

Two prefabricated H -flumes will be removed and installed in natural channels, locations to be specified by EFETAC personnel.

Specific points on the installation:

1. The Forest Service will provide the replacement flume, wing walls, and marine-grade epoxy.

2. The contractor will be responsible for procuring all other necessary supplies and equipment, including but not limited to – cement (for the approach and to prevent underflow), all-thread rods (if existing rods cannot be reused), screws (to attach wing walls to the flume), sealant (to seal spaces between the flume and wing walls), and any additional materials or tools required for a secure and stable installation.

3. Supports (all-thread rods) for the flume will be installed in concrete (if the existing rods cannot be reused) and the flume and wing-walls will be sufficiently reinforced with concrete-filled sand-bags or rocks.

4. Wing walls will be anchored to the upstream section of the flumes that will:

a. Extend away from the flume at a 45-degree angle.

b. Extend into the bank not less than 3’.

c. Be constructed of pressure treated ¾” plywood, completely coated with a marine-grade epoxy.

d. Extend below stream grade not less than 18”.

5. The flume shall be installed such that:

a. The floor of the flume is perfectly level in both directions.

b. There is no distortion in the flume walls or flume outlet such that the measurement accuracy of the flume is affected.

c. The outlet of the flume is no less than 6” and no greater than 10” above the residual pool during baseflow conditions.

6. The stream flow shall be completely dammed and diverted until any concrete has set to protect the integrity of the foundation and the downstream aquatic habitat.

7. Sedimentation and bank disturbance shall be minimized during the construction process where ever possible.

4.0 Government Furnished

The government will furnish the following:

1. Two prefabricated flumes.
