STATEMENT OF NEED
6 LRS, MACDILL AFB
26 MAY 2023
1. Requirement: The Vehicle Management Flight, Main Shop section is in need of a start all unit that will enhance and expedite our mobile maintenance in-field repairs. The start all unit will be permanently mounted on the vehicle. Our current Goodall unit is obsolete and parts are hard to obtain, causing extended repairs for in-field maintenance and potential mission delays. The start all unit shall come with reciprocation compressor and tank to allow tires to be changed in-field. The start all unit shall be powered by an auxiliary engine that powers the 12VDC/24VDC jump unit and compressor.
2. Characteristics:
CLIN 0001: (Cap Start 3000A Vanair 052236 Jumpstart/Compressor Combo).
To be considered “equal”, offered products must meet the following salient functional, physical and performance characteristics:
3,000 amperages (AMPS) of instantaneous starting power.
12VDC/24VDC charge/boost starting capabilities.
30-ft, 3-gauge boost cables.
24 cubic feet per minute (CFM) and up to 175 pounds per square inch output reciprocating air compressor.
25-gallon air storage tank minimum.
Keyed and pull start auxiliary gasoline engine with 12-volt fuel pump, fuel tank, alternator and dual v-belts to power direct current (DC) alternators and air compressor.
3. Warranty:
The start all unit shall come with a minimum 1 year warranty.
4. Delivery/Return Information:
Delivery must be completed within 90 to 120 days after receipt of order (ARO). If needed, Vehicle Maintenance will assist with unloading of the machine. A forklift will be available at the delivery site. The contractor will be escorted from the Tanker Way Gate to the following address:
