Road M10 – Scope of Work

Appendix 1

Definitions Stage of Completeness

• Preliminary: The first or very early iteration of a document or plan. Applies to early efforts at estimating time, quantities, or costs.

• Initial: The first firm document or plan. Based on the preponderance of known (or reasonably expected) factors. Created with a high degree of reliability. Typically include cost estimates, time schedules, informed presumptions on external conditions, etc.

• Intermediate: Documents, plans, etc. which are modified due to changing conditions or requirements. Typically found in progress schedules, newly discovered/acknowledged conditions, modifications, progress payments, etc.

• Final: The finish. As-Built drawings, Final costs (billings), applied specifications, etc.

Notes to the Elements of Work Design A. The work site is in a relatively remote area in the south-central part of the forest. In the design, consideration should be given to minimizing the amount of imported materials required for the construction. Currently, there is no identified local government source for aggregate and rock.

B. As noted in Attachment 01, there are presumptions presented which identify several current and past elements of movement within, and adjacent to, the project area. The Contractor is expected to employ reasonable and effective means to confirm these presumptions or to identify any changed or inaccurately described conditions. The Contractor may utilize various surface and/or sub-surface measurement techniques and visual surface surveys in determining the current geological conditions likely to affect the work and its results at the project site. Reports and other products produced as a result of these investigations shall be prepared by, or under the direct supervision of a Professional Geotechnical Engineer or Geologist currently licensed in the State of California. (See E below)

C. The Contractor’s submittals, reports, and recommendations shall be prepared by, or under the direct supervision of, a Professional Civil Engineer licensed in the State of California. (See E below)

D. The Contractor shall submit to the Contracting Officer, for government review, the design elements when they reach the following points:

1. 50% Substantially complete.

2. 80% Substantially complete

3. Final complete design.

4. Any subsequent design changes or revisions.

Although the government’s role in approving the design is limited, the government is not obligated to pay for, or proceed with, designs that are incomplete, not constructable, not sustainable, or unduly damaging to the environment. The Contractor shall consider any comments provided during the various stages of the design.

E. All calculations, instructions, designs, and drawings shall be prepared by, or under the direct supervision, of a Professional Civil Engineer licensed in the State of California and be reviewed and approved by the project’s Engineer of Record.

1. The design shall emphasize and prioritize the following:

a. Stability and sustainability over a projected forty-year service life for global stability with a safety factor consistent with industry standards.

b. Utilization of supplies and materials sourced locally. (Northen California)

c. Compatibility, in function and appearance, with the local environment.

2. The design shall identify and incorporate, as required, the following:

a. The mitigation of any surface-water flow and sub-surface flows (springs) likely to affect the repaired and constructed structures. This includes the interception, collection, diversion, and dissipation of any such flows.

b. Travel safety. Depending on the design, this could include object markers, signs, guardrails, etc.

3. The design, and resulting construction(s), shall incorporate the following:

a. All normally exposed components and elements of the construction shall consist of non-flammable materials*. These include steel, non-porous rock, concrete etc. Any flammable materials incorporated into the design/construction shall be adequately protected with non-flammable materials and appropriate separations.

* There is no generally available wood treatment that can withstand the prolonged effects frequently encountered in a wildfire. Most metals other than steel are either unable to withstand the intense heat or are too expensive to be practical. Zinc coated (galvanized) steel may be used in appropriate but limited exposures. Melted zinc poses a contamination hazard in soil and water as well as a post-fire maintenance problem.

Examples: Any wood elements would need to be protected with non-flammable materials like separated steel sheeting. A geo-textile formed MSE structure would include a minimum 16” retained rock façade or functional equivalent.

Products for the Design A. Documents and drawings shall conform to the following formats:

1. All text documents shall be produced in MS Word or compatible software. Submitted text documents not requiring Government input may be in PDF format.

2. Text documents shall be prepared on 8½” X 11” or 11” X 17” size sheets. Avoid use of other sized such as 8½” X 14” (legal). Font shall be no smaller than 11 points except for captions and references which may be 8 points.

3. Drawings may be prepared on ANSI sizes B, C, or D. Drawing elements and text on any drawing shall be legible when reproduced at 11” X 17”. Electronic construction drawings shall be submitted in PDF format. Final and as-build drawings shall be provided in both PDF and original .dwg (or compatible) format. Three complete sets of paper drawings shall be provided to the Government. These include any up-dated or revised drawings as construction proceeds.

4. All drawings, calculations, & text documents pertaining to the road repair and slide/slump mitigation design(s) shall be stamped and signed by a Professional Civil Engineer licensed in the State of California AND the Engineer of Record.

5. Design progress submittals shall be as noted above and in Section J.

For the Contractor’s information, Attachment 04 includes examples of recent constructions at sites on Forest Service Roads with similar conditions.

Construction

A. The Contractor shall create and maintain a “Master” schedule which shall include the initial schedule and any subsequent intermediate changes. Any expected changes to the schedule (intermediate) shall be submitted to the Contracting Officer no later than 3 days prior to such changes becoming effective. Sudden, unexpected substantial changes to the schedule shall be reported to the Contracting Officer within 24 hours of such change. The format for the master schedule shall be compatible with MS Project 2013 or later.

B. Road M10 will be closed to all public traffic during the construction. Any occasion where the Contractor wishes to allow the passage of public traffic during construction shall be approved in advance by the Contracting Officer. Forest Roads 17N12 and 17N63 have been identified as the adjacent detour route for access into the nearby administrative and recreation areas. They also serve as the Contractor’s alternate access. As provided for in Section H, the Contractor is responsible for regular maintenance on those and other roads that may be utilized during construction. Specific requirements of the Traffic Control Plan are identified in Section H.

C. It is expected that some of the rock and soil slide material removed from the road template will be suitable for utilization in the reconstruction. The Contractor shall take reasonable care in separating suitable and unsuitable materials. Slide and slough material shall be considered as borrow material and conform with the requirements of FP-14, sections 204 and 704. Unsuitable material shall be disposed of at locations shown in Attachment 2 or as otherwise indicated by the Contracting Officer. Wood debris, limbs, tops, etc. shall be disposed of in accordance with 203.05 (f & j). Quantities of imported materials shall be calculated and allowed for in the designs.

D. If at any time the Contractor determines that soil disturbing work must occur outside the identified and marked work area, they shall submit a plan and justification to the Contract Officer for approval. If an emergency occurs which requires such work without prior approval, the Contract Officer shall be notified within 24 hours with an initial justification for the need for such activity. Any and all work is subject to all the requirements and limitations of this contract.

E. The Contractor shall install an inclinometer and at least two piezometers to monitor Ground movement and groundwater elevations. Location and depth will be determined by the results of the design phase geo-technical survey and associated recommendations provided by a

Professional Geotechnical Engineer licensed in the State of California. Location(s) shall be established in consultation with the Contracting Officer.

F. The Contractor shall assure that all areas are safely accessible by its employees and government personnel for administrative purposes.

G. All applicable requirements of OSHA, CalOSHA, US Dept. of Labor, Cal LWDA, and FP-14, Section 107 shall be carried out and/or enforced by the Contractor.
