PERFORMANCE WORK STATEMENT (PWS)
FOR
AIRCRAFT WASH & CORROSION CONTROL SERVICES 58th MAINTENANCE GROUP
(58 MXG)
AT KIRTLAND AFB (KAFB), NEW MEXICO

1. DESCRIPTION OF SERVICES
The Contractor shall be responsible for performing wash services on MC/HC/AC-130J aircraft for the 58th Special Operations Wing (58 SOW), Kirtland Air Force Base (KAFB), New Mexico.
The Contractor, with exception of Government furnished items and services listed in Appendix II and paragraph 3, shall provide all personnel, equipment, tools, materials, supervision and other items necessary to perform these functions, in strict accordance with the terms and conditions specified within this Performance Work Statement (PWS). The Contractor shall provide services that are consistent with practices in the commercial marketplace along with Government- required procedures for wash services. The Contractor shall comply with all federal, state, and Kirtland
Air Force Base (KAFB) environmental regulations, as well as Occupational Safety and Health
Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) requirements.
The Services Summary (SS) has been prepared and is included in this PWS. It includes standards of acceptable performance or the performance thresholds.
1.1. Schedule Compliance The contracted services shall be performed as scheduled by the
Government in accordance with (IAW) current United States Air Force (USAF) guidance in
Technical Order (T.O.) 1-1-691, Cleaning and Corrosion Prevention Control, Aerospace and Non-
Aerospace Equipment, Table 3-1, Aircraft Wash Intervals.
1.1.1. Required Washes The average number of aircraft washes per year in the 58 SOW is sixteen for HC/MC-130J and ten for AC-130J: with the current wash cycle for each aircraft being 180 calendar days. The number of washes scheduled per month will very and can range from one (1) to three (3) total across all airframes, but the Government is not limited to this range.
Additionally, unscheduled washes are based on special requirements for washes prior to
Isochronal Inspection and other scheduled/unscheduled maintenance. Two (2) unscheduled washes per airframe are estimated. Unscheduled washes must be authorized by both the
Contracting Officer’s Representative (COR) and Contracting Officer (CO). Any additional washes will be treated as additional work and a Request for Quotation will be issued to the
Contractor prior to the work being accomplished.
1.1.2. Wash Schedule The 58 MXG Plans and Scheduling office will provide the Contractor with a monthly wash schedule 30 days in advance, unless both parties agree to a shorter frequency. The
Contractor shall be able to accommodate schedule changes, to include cancellations, at no cost, provided they are notified no later than 10 calendar days prior to the scheduled wash. If the
Contractor fails or is unable to perform the wash at the specified time, the Government reserves the right to use an alternate source for that particular wash and the Contractor shall forfeit payment for that particular wash.
1.2. Aircraft Wash Services The Contractor shall ensure sufficient qualified personnel are available to perform per the wash schedule during operating hours. The Contractor shall perform aircraft wash services consisting of washing and lubing on all assigned aircraft IAW all applicable
T.O.s, instructions, applicable aircraft forms/maintenance information system inputs, and checklists listed in Appendix I. Specific Mission Design Series (MDS) wash requirements are listed below:
NOTE: Subsequent T.O. changes may result in different headings, numbering and/or lettering.
The Contractor shall perform in accordance with the contract and the most up to date published
T.O. (s) regardless of heading, numbering or lettering unless notified by the Government.
1.2.1. MC/HC/AC-130J Pre-wash Services Government personnel will perform preparation for cleaning and washing IAW 1C-130(A/H/M)J-23CL-1; Chapter 1, Preparation for Cleaning and Washing, prior to Contractor washing MC/HC/AC-130J aircraft.
1.2.2. MC/HC/AC-130J Aircraft The Contractor shall use the specific guidance in T.O. 1C-
130(A/H/M)J-23CL-1; Chapter 2, Cleaning and Washing, and Chapter 4, Post Cleaning and
Washing Lubrication, and DAFI 21-101 AETCSUP, all applicable paragraphs.
1.3. Complete Aircraft Wash Services The Contractor shall perform wash services from 7:00 am to 5:00 pm (0700 to 1700) MST/MDT. The Contractor shall complete aircraft washes within the maximum normal allowable time of 20 hours per aircraft for MC/HC/AC-130J, i.e., two 10-hour days from the scheduled start time for each aircraft. The Contractor shall coordinate with the Contracting Officer Representative (COR) for additional wash time due to extremely dirty aircraft or if there are circumstances beyond the Contractor’s control that delay the wash, such as bad weather. Approval of additional time shall be granted by exception only, documented by the
COR and provided to the Contractor within one (1) business day of the completed wash. The wash services shall not be considered complete until owning unit maintenance supervisor or production supervisor have completed a post-wash inspection using 58 MXG Form 164, Aircraft
Wash Cleanliness Inspection Checklist or equivalent. After completion of each wash the
Contractor shall submit a Certificate of Conformance, see Appendix III, to the owning unit maintenance supervisor, production supervisor, or designated COR prior to departure. The
Government reserves the right to require rewash or wash touch-up on areas not meeting the cleanliness requirements IAW T.O. 1C-130(A/H/M)J-23CL-1, and paragraph
1.3.1 of this PWS.
1.3.1. Description of Clean All references to the condition of clean pertain to the following description: To determine if surfaces are clean, a close visual inspection shall be made to determine that all residues, oily film and streaking have been removed. A more positive method is to wipe a wet or dry towel firmly across the surface. If soiling of the towel occurs, the surface is not clean.
The above described condition shall be reached on all washing and cleaning services.
NOTE: All assigned aircraft have a flat paint scheme, federal color number 36173. Flat, porous paints can be difficult to clean as compared to other painted coatings and additional scrubbing may be required.
1.4. Aircraft Interior Cleaning Services Interior cleaning services will be performed on all
MC/HC/AC-130J aircraft. Contractor shall clean all interior compartments of the aircraft fuselage limited to the cargo compartment and latrine surfaces IAW T.O. 1C-130(A/H/M)J-23CL- 1; Chapter 2.
1.5. Wash Locations/Facilities The Contractor shall perform MC/HC/AC-130J aircraft washes at the Government provided wash facilities listed in Appendix II of this PWS.
1.6. Cleanliness of Work Areas The Contractor shall maintain the facilities in a clean and orderly manner free of foreign objects such as screws, bolts, nuts, metal, wood, and trash. The Contractor shall be responsible for cleaning the wash facility after each use to include rinsing the hangar bay floor and maintenance stands, and deposit daily accumulation of trash from the wash into the nearest trash dumpster. The Contractor shall clean and return all Government provided materials and equipment to their assigned place of storage. The Government provided Wash Supervisor will inventory and ensure all Government provided materials and equipment have been cleaned and returned to their assigned place of storage prior to completion of the wash.
1.7. Contractor Materials Storage The Contractor shall not store any materials (including chemicals) or equipment on KAFB. All Contractor provided wash materials, equipment, and associated waste shall be removed from KAFB after each wash service is complete.
1.8. Personnel Injury or Damage to Aircraft or Property The Contractor shall assume strict liability for any Contractor personnel injury or damages to the aircraft, aircraft parts, support equipment, facilities and any other Government property caused by the performance of this contract. Any damage or injuries shall be reported immediately to the designated Government personnel or 58 MXG Maintenance Operations Center (MOC). Fair wear and tear is excluded.
1.8.1. The Contractor shall be assessed the full cost (parts, labor and administrative) of any repairs required to correct damages. The Contractor shall be responsible for pointing out any aircraft damaged areas to the designated Government personnel prior to the wash service.

2.1. Service Summary (SS) The contractor service requirements are summarized into performance objective which relate directly to mission essential items. The performance thresholds describe the minimum acceptable levels of service required for each performance objective. These thresholds are critical to mission success and constitute acceptable (satisfactory) performance.
2.2. Performance Assessment Periodic validations is a performance assessment method which requires the CORs to employ a “spot check” style of evaluation based on the contractor’s schedule.
Periodic validation will be conducted on both a regular and random basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted unilaterally by the Government without notice to the contractor and without contract modification, based on performance quality trends.
3. GOVERNMENT PROVIDED PROPERTY AND SERVICES
The Government will provide the facilities, equipment, materials and services listed in Appendix
II at no cost to the Contractor. Property and services will be available to the Contractor at the beginning of the contract and will be managed by the Contracting Officer Representative (COR).
The Contractor shall be responsible for providing all personal protective equipment (PPE) to
Contractor personnel that are not otherwise provided by the government IAW OSHA, AFOSH, industry standards and other AF guidance listed in Appendix I.
3.1. Government Facilities The furnished Government facilities have been inspected for compliance with OSHA standards. No hazard(s) have been identified for which a work around is required. Should a hazard be subsequently identified, the Government will correct the OSHA hazard(s) according to approved base procedures. A higher priority for correction of the hazard(s) will not be assigned to the facilities provided merely because of the contract.
3.1.1. The Government will not assume liability or responsibility for the Contractor’s compliance or noncompliance with such requirements with the exception of the aforementioned requirements to make corrections to OSHA hazards according to base procedures.
3.1.2. The Contractor shall return the facilities to the Government in the same condition as when received.
3.1.3. The furnished facilities shall only be used in the performance of the contract and will facilitate one aircraft wash at a time.
3.2. Government Provided Materials The Contractor shall provide all materials necessary to perform wash services not listed in Appendix II.
3.3. Government Provided Equipment The Government will provide the equipment listed in
T.O. 1-1-691, Appendix B, to the Contractor. All other equipment required for performance of the contract will be provided by the Contractor.
3.4. Government Provided Services The Government will provide personnel to operate aircraft systems during aircraft wash .
3.5. Contractor Provided Equipment The Contractor shall furnish all PPE required for industrial-type maintenance IAW 1C-130(A/H/M)J-23CL-1. This equipment shall meet suitability standards as determined by the Government. Except for those items or services specifically stated to be furnished by the Government identified in Appendix II, the
Contractor shall furnish everything required to perform the contract.
3.6. Emergency Medical Services The Contractor is responsible for emergency treatment and emergency patient transportation service for Contractor personnel. For medical emergency dial
911 and notify Government personnel.
4. GENERAL INFORMATION
4.1. Quality Control The Contractor shall develop and maintain a quality control program to ensure wash services are performed IAW commonly accepted commercial practices and specific requirements per AF guidance listed in Appendix I. As a minimum, the Contractor shall develop procedures for addressing the areas identified in the SS, Section 2, and how they will be met, how defective services will be identified, resolved and prevented. The Contractor shall submit their
Quality Control plan to the Contracting Officer within 10 days from contract award.
4.1.1. Records The Contractor shall maintain copies of all records relating to aircraft wash services. Records shall include the names of the Contractor employees that performed the service, type of service performed, date of service, description of service and work site location. The
Contractor shall maintain this documentation and shall make it available to the Government upon request throughout the contract performance period.
4.1.2. The Contractor is responsible for creating and maintaining Government required records and records specifically required by this PWS. If requested by the Government, the Contractor shall provide the original record or a copy of any such record within five (5) working days of notification from the Contracting Officer (CO). All records produced as a result of Contractor performed services are the property of the Government and shall remain so upon completion of this contract.
4.1.3. The Contractor shall keep reports and records current at all times. The Contractor shall submit all documentation and records to the Government upon completion of the contract and final settlement of any claims under this contract.
4.2. Quality Assurance The Government will periodically evaluate the Contractor’s performance to ensure services are IAW the PWS. The COR will evaluate the Contractor's performance, conduct intermittent on-site inspections of the Contractor’s quality assurance program, and investigate customer complaints. The Government may inspect each task as completed or increase the number of quality assurance inspections, if deemed appropriate, to correct repeated failures or repeated customer complaints. The Government may decrease the number of quality assurance inspections if performance dictates. The Contractor shall be responsible for initially validating customer complaint; however, the COR will make final determination of the validity of the customer complaints. Discrepancies noted either during COR inspections or customer complaints shall be corrected within 24 hours prior to wash completion, unless otherwise directed by the CO or COR.
For required tasks not shown on the SS, the Government retains the right to inspect any item included in the contract.
4.3. Contractor Personnel The Contractor shall designate a primary Contract Manager (CM), and at least one alternate CM, who will be responsible for performance of services. Within five (5) days after contract award, the Contractor shall submit the name and telephone number of the primary and alternate CM in writing to the CO. Does not need to have specific skills and they don’t need to be present.
4.3.1. The CM shall have full authority to act for the Contractor on all matters relating to daily operation of the contract. The Contractor point of contact shall be available by telephone to discuss any contract related issues with Government personnel. The CM shall also be available during normal duty hours by phone to discuss issues or problems that arise during washes with COR and/or CO.
4.3.2. The CM, prior to the start of the aircraft wash, shall conduct a safety briefing to all working
Contractor employees.
4.3.3. Contractor shall designate a primary Team Manager and alternate who will be responsible for performance of services while on-site. The Team Manager shall be available to meet with the
COR and/or CO while on-site. The Team Manager may conduct Contractor personnel trainings in lieu of the CM.
4.4. Hours of Operation
4.4.1. Contractor Hours of Operation The Contractor shall perform the wash services between the hours of 7:00 am and 5:00 pm (0700 to 1700). Start and stop times may be adjusted to accommodate maintenance requirements coordinated by the customer with Contractor concurrence. The normal work week is Monday through Friday, and any deviations from the normal work week (i.e. weekend wash requests) will be coordinated by the customer with
Contractor concurrence.
4.4.2. Recognized Holidays The Contractor is not typically required to provide service on Federal holidays to include the following: New Year’s Day, Presidents’ Day, Martin Luther King Jr.
Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans’
Day, Thanksgiving Day, and Christmas Day.
4.5. Security Requirements Contractor personnel will require escorted access for entrance to
KAFB. Work under this contract will be located in a restricted and controlled area where strict security and personnel access control is maintained. Contractor personnel will require escorted access to the 58 MXG controlled areas and will not be authorized access to the flight line or any restricted area unless escorted by authorized 58 AMXS personnel.
4.6. The COR shall assist the Contractor to coordinate security matters. Training and assistance from COR and the 377th Security Forces Squadron (SFS) will be provided to the Contractor.
4.7. SFS will provide contractor's badges to Contract personnel. Contract personnel will provide full name, physical address, date of birth, place of birth, and last four of the social security number in order to obtain a contractor's badge from SFS. Contractor personnel will be accompanied at all times by Government personnel with a valid restricted area badge (line badge) while working in the restricted area where the aircraft wash will take place.
4.8. The installation commander reserves the right to deny entry to KAFB upon disclosure of information that indicates the individuals continued entry to KAFB is not in the best interest of the
United States Air Force (USAF). Additionally, the violation of, or deviation from, established security procedures by any Contractor personnel may result in the confiscation of the contractor badge, and denial of future entry to KAFB.
4.8.1. The SFS will verify the identity of each Contractor employee and vehicle when entering or while on the installation, and may conduct a search of any baggage, articles, or vehicles.
4.8.2. The Contractor shall report lost or stolen contractor's badges to the COR immediately, who will in turn report to the respective installation SFS. If the COR is not available, the loss shall be reported directly to the Government provided Wash Supervisor of the loss, who will in turn report to the respective installation SFS. Replacement badge(s) will not be issued until reporting procedures are satisfactorily completed.
4.8.3. At no time will Contractor employees be allowed access to US Government computer systems or other restricted areas.
4.8.4. The Contractor is subject to all New Mexico and KAFB traffic codes while on the installation.
4.8.5. Cell phones or electronic devices are not allowed in industrial areas IAW AFI 21-101 AETC
SUP, paragraph 1.15.2. Contract personnel will not bring or use electronic devices in the industrial work area while wash procedures are being performed.
4.9. Safety The Contractor is responsible for instructing Contractor employees in all appropriate safety measures. The Contractor shall comply with all KAFB, local, state and federal laws and regulation. Compliance with OSHA, (D)AFMAN and other applicable laws and regulations for the protection of Contractor employees is exclusively the Contractor’s obligation. The
Government will not assume liability or responsibility for the Contractor’s compliance or non-compliance with such responsibilities. The Contractor is responsible for furnishing Contractor employees with all necessary PPE to perform services.
4.9.1. Mishap Notification The Contractor shall notify the COR within one hour after initial notification of all mishaps or incidents of damage to Department of Defense (DoD) property entrusted by this contract and employee’s injuries as a result of the contract operation.
4.10. Environmental Compliance In the event, or suspected event, of any hazardous waste spill, the Contractor shall immediately inform the Government provided Wash Supervisor.
4.11. Contractor Manpower Reporting The Contractor shall report ALL Contractor labor hours
(including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields at Service Contract Reporting found on System for Award Management
(SAM) through www.sam.gov.

Reporting inputs will be for the labor executed during the period of performance for each
Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the SAM help desk.
4.12. Uses and Safeguarding of Information Information from secure web sites are considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
4.13. User Manuals Data for Air Force service requirements must be input on SAM. User manuals for Government personnel and Contractors are available on the SAM site at http://www.sam.gov under the ‘Help’ link.
5. CONTRACTOR PERSONNEL
5.1. Contractor Personnel Training The Government shall provide the Contractor CM initial training. The Contractor CM is responsible for the training of Contractor personnel. This training shall include the approved aircraft wash video, maintenance stand safety, fall restraint safety, Safety Data Sheet location, and use of T.O. 1C-130(A/H/M)J-23CL-1. It shall also include review of safety protocols, potential safety hazards, proper PPE and usage, government furnished property, and roles and responsibilities. Training shall cover requirements for aircraft washes as discussed in the most current versions of AFI 21-101, Aircraft and Equipment Maintenance
Management; T.O. 1-1-691, Cleaning and Corrosion Prevention and Control, Aerospace and Non-
Aerospace Equipment; and Organizational Maintenance Checklist Washing and Cleaning referenced in Appendix I; and T.O.s and other directives and aircraft wash procedures and supplies.
Associated expenses shall be borne by the Contractor and be available upon request by the
Government.
5.2. Contractor Personnel Training Documentation The Contractor shall document all initial training for each contractor personnel on AFRC Form 163, Aircraft Wash Supervisor's/Employees'
Certification (Attachment II). The signed AFRC Form 163s shall be maintained current and located on-sight for Government inspection at any time.
5.3. Contractor Personnel (On-Site) The Contractor shall employ a labor force with the appropriate skills and qualifications to perform aircraft wash and lubrication services as identified in the PWS. The employees shall have documented maintenance experience of basic knowledge of aircraft practices, and procedures and are fully trained and qualified before starting work on this contract.
5.4. Contractor Employee List This form shall list every employee requiring base access. Every time employees change, it shall be updated to reflect additions and/or deletions. Once completed, email the list to the COR in EXCEL format. The COR will then prepare, attach a cover letter, and forward the Employee List to the Visitor Control Center.
The Contractor shall submit the employee listing to the COR no less than five (5) days prior to the performance start date and at least one day prior as changes occur.

APPENDIX II
GOVERNMENT AND CONTRACTOR PROVIDED ITEMS
Government Services: The Government shall provide the Electricity and Water at no cost to the
Contractor.
Government Property: The Government shall provide use of the following property to the
Contractor at no cost to the Contractor.
Non-Powered Aerospace Ground Equipment (AGE): The Government will make the following

The Contractor shall inspect equipment for serviceability and condition prior to use. The
Contractor shall annotate any discrepancies on the attached AFTO Form 244, Industrial/Support
Equipment Record. The Contractor will notify the COR of any unserviceable or damaged equipment.
Government Materials: The 58th Maintenance Squadron will provide wash pads, wash buckets, wash wands, and other supplies located in the unit's Wash Rack. The 58th Aircraft Maintenance
Squadron will provide cleaning compound MIL-PRF-87937 Type IV and cleaning compound
