About this file

This is a Performance Work Statement (PWS) for a federal fiber optic cable installation project at Vandenberg Space Force Base. The project, identified as XUMU 20260001 Oak Mountain Fiber Relocation with FOC Project designation XUMU, is administered by Brian Muzyka of 30 SC/SCXPM.

The contractor must engineer, furnish, install, and test a new fiber optic cable infrastructure consisting of two 1.25-inch HDPE ducts and one 36-strand, single-mode G652D-rated fiber optic cable totaling approximately 21,000 feet of duct and 15,000 feet of cable. The installation extends approximately 10,500 linear feet from existing Hand Hole HH 75 AB to a new contractor-provided patch panel in Building 75, routing along Station Road with hand holes installed approximately 1,700 feet apart. The contractor will utilize approximately 750 feet of existing duct from MH 75C through MH 75B and MH 75A to reach Building 75. The project was necessitated by fiber damage from a landslide that is not stable for repair. Key requirements include obtaining AF Form 103 dig permits, complying with TIA/EIA and DoD standards, performing end-to-end testing per TIA 526-7 standards, and meeting environmental specifications including biological monitoring for federally listed species such as Beach Layia and California Red-legged Frog. The contractor must provide a full-time on-site project manager, hold BICSI ITS Installer 2 Optical Fiber Certification, and ensure technicians possess confined space training. Deliverables include a materials list, installation test acceptance plan, test reports, redline as-built drawings, maintenance hole butterfly drawings, GPS coordinates, monthly status reports, and integrated master schedules. A seven-day operational stability period is required prior to government acceptance, with final payment withheld until as-built drawings meet all requirements from both SLD 30 SC and 30 CES.
