STATEMENT OF WORK
(SOW)
STATIC DISPLAY AIRCRAFT F-86, T-33, and
T-37 RESTORATION/MAINTENANCE AND
BIRD-PROOFING
Fairchild AFB, WA
January 2022

SECTION I
DESCRIPTION OF SERVICES
1.0 Scope of Work. The contractor shall provide all personnel, tools, equipment, material, supervision, technical expertise, and other related items necessary to perform restoration of the aircraft, sheet metal work, maintenance repairs, bird proofing and painting for the static display aircraft located on Fairchild AFB, WA. All work will be accomplished in accordance with all federal, state, and local laws and regulations, and this Statement of Work, or as directed by the
Contracting Officer. Technical Data will be made available electronically to the contractor after contract award.
1.1 Restoration. The contractor shall perform the assessment required in this section and section 1.1.1 of this statement of work, as to ensure all work is completed on all needed repairs documented or undocumented by the government. The contractor shall remove all areas of corrosion, remove dents from the aircraft and external simulated munitions, prime all bare spots, and seal airframe to prevent water seepage. Do not seal the canopies (if present). All aircraft markings shall be replaced in accordance with the applicable aircraft Technical Order. All windows, doors and hatches shall be secured and all vents, nozzles, wheel wells, cowlings and cowl flap areas, intakes, air scoops and exhausts shall be bird-proofed. The contractor shall repair or replace any broken windows, canopies, and missing panels, as well as provide structural maintenance to include modification, manufacture, and replacement of sheet-metal, fiberglass, plastic components, bird-screens, rusted or missing fasteners, and related hardware for static display aircraft. All stainless steel areas shall be cleaned and polished. All flight control locking devices shall be refurbished or replaced. All static display renovation/maintenance will be accomplished on site. The contractor shall protect all landscaping, aircraft mountings, lighting, and concrete pads from damage. All damage caused by the contractor shall be immediately reported to the government and repaired or replaced within 10 days after identification at no cost to the government.
1.1.1 Aircraft Painting and Repairs. The contractor shall assess the aircraft for structural soundness and ensure previous paint, dirt deposits, residual oil/hydraulic fluid, biological soils, pests, and insect or bird nests are removed from the aircraft. Inspect 100% of the aircraft substrate to ensure aged paint is in sound condition. Areas with bubbles, blisters, peeling, or chipping shall be inspected to ensure substrate is free of corrosion. All remaining surface coatings shall be scuff sanded and prepared to accept new coatings and shall be free of loose, cracked or aged material to insure proper coating adhesion. Painting, to include spot painting/priming, shall not be performed on the aircraft until all sheet metal damage is repaired or replaced, corrosion and composite repairs are completed, and aircraft maintenance discrepancies are completed, and the Wing’s Historical Property Custodian, or his representative, accepts the prepared areas (see para 1.1.2). This should take no more than 4 hours (see
Attachment 1). The contractor shall use polyurethane. Coating used must contain less than 5%
Toxic Air Pollutants (TAPs) listed in Washington Administrative Code (WAC) 173-460-150. In addition, coatings used shall contain no heavy metal TAPs listed in WAC 173-460-150.
Contractor will follow any manufacturer's recommended instructions for painting the aircraft with such paint. Paint scheme, markings colors, pattern of the aircraft, and historical markings will conform as closely as possible to the photos and T.O. 1-1’s in Attachment 2. Reference additional T.O. 1-1-4 in the attachment. Any visible primer through top coat, overspray, blisters, fish eyes, runs or sags, roughness or dirt inclusions shall be considered unacceptable by the government. Paint shall sustain any declared manufacturer’s warranty against weathering and peeling.
1.1.2 Bird Proofing. The contractor shall install or repair bird proofing to securely close openings and to prevent birds from landings on the aircraft surfaces. Bird proofing shall consist of the use of bird spikes. Wire mesh shall be used over all holes and openings identified in paragraph 1.1. The government shall approve all bird proofing solutions prior to installation.
1.1.3 Guaranteed Workmanship. The contractor shall guarantee completed repairs and painting are free from defects, flaking, cracking, or peeling for the length of paint manufacturer’s warranty from acceptance of work by government personnel. Re-performance shall be required if the static display shows evidence of rust, peeling, flaking, cracking, dulling, oxidation, loose hardware, looseness of repairs, or any other surface deterioration within manufacturer’s warranty from acceptance. Repairs do not have to meet aircraft airworthiness standards; however, they must meet the original shape and cosmetic appearance.
1.1.4 Assumption of Risk. The contractor assumes all risk associated with paint over-spray, dripping or otherwise coming into unintended contact with vehicles, buildings, fixed displays, and landscaping. The contractor shall comply with any applicable regulations regarding applicable commercial paint application. At the contractor’s request, the government may coordinate parking to reduce the risk of damage to vehicles. The contractor may use appropriate means to protect landscape and fixed displays. The contractor will, at their expense, return any affected property to its condition prior to paint contamination.
1.1.5 Performance Period. The contractor will have 60 days After Date of Contract (ADC) to perform and complete all work. The contractor must coordinate requests for work over weekends or federal holidays, or work extensions, through the Contracting Officer. The government reserves the right to deny any such request.
1.2 Post Assessment. The contractor shall provide a supervisor to complete a post-work assessment of the aircraft to be completed with the Historical Property Custodian (HPC) and the
Contracting Officer. Work will be assessed according to the Phase I and II inspection/acceptance checklists in Atchs 1 and 3. Inspection/Acceptance Checklist. Any work deemed unacceptable shall be re-accomplished up to the standard identified within this Statement of Work.
SECTION II GOVERNMENT-FURNISHED SERVICES
2.0 General: The government will furnish or make available to the contractor all Department of
Defense, Department of the Air Force, and local forms, operating memoranda, regulations and technical orders as applicable upon request after award.
2.1 Government-Furnished Services: The government will furnish existing utilities to include electricity and water where available around the aircraft.
2.1.2 Police, Fire Protection and Medical Services: The government will provide police and fire protection to support this SOW. The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become ill during performance of this contract. Treated personnel shall be responsible for reimbursing the government for medical treatment costs and patient transportation at the current inpatient or outpatient treatment rate. The telephone number for emergency police, fire, and medical services is 911.
SECTION III GENERAL INFORMATION
3.0 GENERAL INFORMATION. General information relating to contract.
3.1 Safety Cordon: The contractor shall perform work in a safe manner as required by
OSHA Safety and Health Requirements. The contractor shall provide roped cordons to keep out all individuals besides contractor personnel. The cordons shall provide for adequate separation between the public and the contractor’s activities as required by law, regulation, or otherwise, to ensure public safety.
3.2 Grounds Care: The contractor shall ensure sufficient material is placed on the ground to prevent rutting to grass areas and prevent damage to underground irrigation systems by any heavy or rolling equipment such as vehicles, lifts, or scaffolding.
3.3 Safety and Occupational Health: Safety Data Sheets (SDS) are required IAW Federal
Standard No. 313 (including revisions adopted during the term of the contract), and for any other material designated by a government technical representative as potentially hazardous and requiring safety controls. SDS must be available upon request from the government. These will be supplied to the Contracting Officer before application of primers and paints.
3.3.1 Personnel working on this project must be certified as Hazardous Waste Workers or
Material Handlers based upon 49 Code of Federal Regulation (CFR) 171-172. Proper personnel training and personnel protective equipment must be worn until personnel exposure monitoring proves that downgrading may occur. The following methods should be considered prohibited when implementing renovation measures: uncontained abrasive, sand or water blasting, power sanding, or open flame burning of the exterior coated surfaces.
3.4 Spill Response: The contractor shall report and promptly cleanup all spills in a manner consistent with current federal, state, and local environmental regulations regarding heavy metals. In the event it is necessary to utilize government material, equipment or personnel to clean up a contractor-caused spill, the contractor shall be required to reimburse all associated costs, to the government. Discharges to the storm or waste water systems are strictly forbidden without coordination and approval of the 92 CES/CEIE, Environmental.
3.5 Hazardous Material (HAZMAT) Management
3.5.1. Definition: Hazardous Material: In compliance with AFMAN 32-7002, Environmental
Compliance and Pollution Prevention, a hazardous material includes all items covered under the
Emergency Planning and Community Right-to-Know Act (EPCRA) tracking requirements, the
Occupational Safety and Health Administration (OSHA) Hazardous Communication (HAZCOM) standard, and all Class I and II Ozone Depleting Substances (ODSs).
3.5.2. HAZMAT Storage: The contractor shall be responsible for the proper storage, management, and disposal of any hazardous material brought on Base.
3.5.2.1. For any single hazardous material stored on-site in a quantity equal to or exceeding 55-gallons at any time, the contractor shall provide secondary containment for the entire quantity of that hazardous material.
3.5.2.2. Hazardous material shall be stored within a fenced, locked secure area not accessible to the base populace after hours.
3.5.2.3. All containers of hazardous material shall be clearly and properly labeled; closed when not in use; and stored in an upright, secure position.
3.5.2.4. No hazardous material shall be left on-site at the end of a project. Any touch-up/repair material to be provided to the user shall have prior item specific approval from the base hazardous material management program.
3.5.3. HAZMAT Authorization: The Contractor shall submit to 92 CES/CEIE via the
Contracting Officer prior to physical work Notice-to-Proceed (NTP), a Contractor Hazardous
Material Worksheet (see Attachment 4 or obtain one from the Contracting Officer) and corresponding manufacturer’s Global Harmonized System compliant Safety Data Sheet (SDS) for each hazardous material to be brought onto the base during the performance of the contract. This work sheet and SDS shall be completed for each and every HAZMAT to be used by the General
Contractor and all subcontractors. If during the course of the contract, items not previously identified are to be brought on the base, the Contractor shall submit a Worksheet (see Appendix C or obtain one from Contracting) and SDS prior to bringing the HAZMAT onto the base.
3.5.4. HAZMAT Usage: At project closeout, the Contractor shall submit to 92 CES/CEIE, via the Contracting Officer, the quantities of each hazardous material actually used on the base during the contract using the Contractor Hazardous Material Worksheet (see Attachment 4). These quantities must be provided not later than 1 December, regardless of when the project concludes.
Projects completing on, near, or after 1 December may submit best estimates. If a project covers more than one calendar year, the approximate quantity of each hazardous material used during the calendar year shall be submitted to 92 CES/CEIE via the Contracting Officer at least 30-days prior to the end of the calendar year.
3.6. Hazardous Waste: Historically, static display restoration projects have resulted in the generation of hazardous waste.
3.6.1. Paint Debris: All paint scraped, blasted, sanded, or otherwise removed shall be captured, containerized, and characterized for proper disposal along with associated PPE, tarps, filters, etc.
Additionally, solvent-based paint debris including but not limited to rags, brushes, rollers, or partial containers that are contaminated with solvent-based thinners, cleaners, paints, or other solvent-based or heavy metal containing material must be handled, stored, and characterized for disposal without leaving the base. Contractor shall have knowledgeable personnel sample/analyze all waste streams and provide recommendation relative to hazardous waste designation including
Resource Conservation and Recovery Action (RCRA) 8 metals via the Toxicity Characteristic
Leaching Procedure (TCLP). Paint debris that characterizes as a hazardous waste shall be stored, managed and disposed of in accordance with local, state, and federal regulations.
3.6.1.1. The RCRA 8 metals are: Arsenic (As), Barium ( Ba), Cadmium (Cd), Chromium (Cr), Lead (Pb), Mercury (Hg), Selenium (Se), and Silver (Ag).
3.6.2. Hazardous Waste Accumulation: The Contractor shall be responsible for the proper collection, containment, characterization, management, and storage of any hazardous waste accumulated or generated at the job site. Fairchild AFB is legally designated as a Large Quantity
Generator and all hazardous waste generated on the base must therefore be managed in accordance with federal, state, and local regulations for Large Quantity Generators. This includes but is not limited to: collecting hazardous waste in proper containers with secondary containment; not allowing containers to be placed on dirt, sand, gravel, or grass surfaces; properly labeling the container; posting appropriate signs; and securing and protecting the container from direct sunlight and/or precipitation; and ensuring the container is closed at all times except when waste is being added.
3.6.3. Hazardous Waste Disposal: The Contractor shall be responsible for the proper disposal of hazardous waste accumulated or generated at the job site (i.e., Fairchild AFB), and, in fact, provide the Contract Officer his/her plan on hazardous waste disposal upon arrival to the job site.
Contractor shall not bring any hazardous waste from off-base onto the job site. Disposal actions shall be accomplished in compliance with the "Hazardous Waste Manifest System" for shipping and disposal. The Contractor shall arrange for transportation and disposal of hazardous waste and ensure it is in compliance with the established regulatory requirements. Proper disposal shall include the preparation of a hazardous waste manifest and Land Disposal Restrictions (LDR) form as required for disposal of the waste at an RCRA-approved facility. The EPA Identification number for Fairchild AFB will be used on the hazardous waste manifest. All hazardous waste manifests must be signed by an authorized person in 92 CES/CEIE prior to hazardous waste being removed from the base (contact the Contracting Officer). Manifests shall be coordinated through
92 CES/CEIE via the Contracting Officer at least 3-days prior to scheduled shipment to provide the government, at their discretion, an opportunity to inspect the packaging and labeling in addition to ensuring an authorized government representative will be available to sign the manifest on day of shipment. Hazardous waste must be shipped off base within 90 days of being generated. No hazardous waste or universal waste shall remain at the jobsite after project completion. If final disposal/shipping arrangements are still pending at project completion, Contractor shall contact 92
CES/CEIE via the Contracting Officer for assistance.
3.7. Non-hazardous Solid Waste Disposal (Attachments 5 and 6): Non-hazardous solid waste must be managed and disposed in accordance with federal, state, and local regulations at facilities permitted in accordance with the WA State Solid Waste Handling Standards.
3.7.1. Salvaging, Recycling, and Disposal of Waste
3.7.1.1. The Contractor shall make every reasonable effort to reduce the amount of solid waste generated by salvaging and recycling materials to the greatest extent possible. Materials capable of being recycled, shall be recycled at facilities licensed and permitted by the county or state for such recycling. The Base Recycling Center may be available to accept corrugated cardboard
(flattened) for recycling.
3.7.1.2. The Contractor shall be responsible for the proper handling and disposal of all solid waste accumulated or generated on FAFB in performance of the contract. All non-hazardous solid waste shall only be disposed of and/or recycled at facilities licensed and permitted by the county or state for such disposal or recycling. There are no disposal areas on the base.
3.7.2. Non-Hazardous Solid Waste Disposal Plan
3.7.2.1. Two weeks prior to arrival, the Contractor will submit to the Contracting Officer or other responsible point of contact, a plan for non-hazardous solid waste disposal. Such a plan shall provide a project name; project number; contract number; a brief description of the project;
summarize the activities that will generate waste; itemize all waste (including waste or material to be salvaged and/or recycled) expected to be encountered during the project; how the materials will be managed on base; and include proposed disposal/recycle locations and corresponding applicable
Solid Waste Permit(s) showing the disposal/recycle facility is licensed and permitted. A Non-
Hazardous Solid Waste Disposal Plan Template can be found at the end of this section, Attachment
5.
3.7.2.2. If, during the course of the project, the specifics of the Non-Hazardous Solid Waste
Disposal Plan change (e.g., materials disposed/recycled, disposal/recycling facilities used, etc.), then an updated plan must be submitted to the Contracting Officer for approval prior to implementing the changes.
3.7.2.3. The contractor shall ensure that all subcontractors, vendors, suppliers follow the approved
Non-Hazardous Solid Waste Disposal Plan. It is the contractor’s responsibility to coordinate with subcontractors to ensure awareness and participation.
3.7.2.4. Approval of the Contractor’s Solid Waste Disposal Plan will not relieve the Contractor of responsibility for compliance with applicable environmental local, state and federal regulations.
3.7.3. Solid Waste Disposal Tracking
3.7.3.1. All solid waste including salvaged and recycled materials shall be tracked by the type, quantity, weight, (including totals for each column), and disposition. This information shall be submitted on the Solid Waste Disposal Tracking Sheet (found at the end of this section, Attachment 6) to the Contracting Officer within 7 days of the end of each calendar quarter (i.e.
submit in January, April, July, and October) and at project completion.
3.7.3.2. Provide dump weight receipts to the Contracting Officer for all disposed solid waste.
3.8. Radioactive Material: Historic aircraft may contain equipment with radioactive material.
The 92d Medical Group BioEnvironmental Flight’s data indicates there are no external sources of radiation on the T-33, T-37, or F-86 static display aircraft. However, should the Contractor need to enter the interior of the aircraft as part of their restoration process, please contact the
Contracting Office and/or Historical Property Custodian to coordinate with the BioEnvironmental
Flight to conduct an interior assessment for any potential radiation.
3.9. Contract Management: The contractor shall provide management oversight for all work performed. The contractor shall identify a Contract Manager (CM) to serve as the interface between the government and the Contractor. The contractor shall appoint an alternate CM if the primary is unavailable for duty (vacation, illness, etc.). CM or alternate shall have full authority to act for the Contractor, on all matters relating to this contract. CM or alternate shall be available, during normal duty hours, within one hour to meet on the installation with government personnel during periods when work is performed.
3.10. Contractor Personnel: Should provide the Contracting Officer or other point of contact with key personal information no later than 3 weeks prior to arrival to allow time for proper vetting of personnel for base access. Additionally, personnel attire shall be in good repair and shall not be considered offensive, disruptive, or unsafe. The government is authorized to restrict employment, under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of Fairchild AFB and its population.
3.11. Hours of Operation: Fairchild AFB normal hours of operation are Monday-Friday, 7:30
AM to 4:30 PM, excluding federal holidays. The contractor must obtain government approval from the Contracting Officer to work outside of normal hours of operation. The following federal holidays are observed:

3.12. Performance of Service during Crisis Declared by the National Command Authority:
IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized government representative, it is determined that services provided under this contract are not mission essential for performance during a crisis.
4.0. Summary of Key Actions of the Contractor:
4.1 Three weeks prior to arrival, contact Contracting Officer (509-247-3488) in order to relay appropriate personal information, e.g., Driver’s License, SSAN, of crew to obtain base access
(see para 3.10). (For an alternate number, call 509-247-9207).
4.2 Two weeks prior to arrival, provide the Contracting Officer point of contact the following, which will be relayed to the Civil Engineering Environmental office:
4.2.1 All Safety Data Sheets (e.g., for all paint colors, primers, hardeners, activators, etc) (see paras 3.3 and 3.5.3).
4.2.2. Contractor Hazardous Material Authorization and Use Sheet (CHMAU) listing all products to be used for the project (see paras 3.5.3 and 3.5.4 and Attachment 4)
4.2.3. Non-Hazardous “Solid Waste Disposal Plan” (See para 3.7.2 and Attachment 5).
4.3 Upon arrival and before any work is started, meet with the Contracting Officer and any other interested parties, e.g, CE Environmental personnel for a “Pre-Performance” meeting to address concerns and questions from all parties, as well as address how hazardous waste will be removed from Fairchild AFB (see para 3.6.3).
4.4 In the first week in Jan, Apr, Jul, and/or Oct (if applicable) and at project end, provide to the Contracting Officer the Solid Waste Disposal Tracking Sheet (see para 3.7.3 and Attachment
6).

Attachment 5 -- SOLID WASTE DISPOSAL PLAN (SWDP) TEMPLATE

The SWDP will have the following sections:
Section 1 will describe the purpose of this plan, provide a project description and summarize activities that will generate waste.
Section 2 will identify all potential non-hazardous solid waste streams and list these individual waste streams with their proposed management and associated disposal/recycling facilities.
Section 3 will describe the reporting requirements of solid waste disposal/recycling.
1. INTRODUCTION
1.1. Purpose
The purpose of this Solid Waste Disposal Plan (SWDP) is to describe potential solid waste streams, management of solid waste streams, and proposed disposal/recycling facilities for all solid waste streams to be generated during the course of the project, in accordance with the Fairchild AFB Base
Design Standards.
1.2. Project Description: (Provide a brief description of the project and summarize the activities that will generate waste.)
2. POTENTIAL WASTE STREAMS AND DISPOSAL PLAN FOR EACH WASTE STREAM
The following is a list of potential solid waste streams created during the course of the project:

2.1. Waste Item #1 (e.g., Metal)

2.5. Regular Commercial Trash
Regular commercial trash and certain non-hazardous construction debris will be generated during various demolition/construction activities. This trash/debris will be placed into dumpsters. The filled dumpsters will be transported to Facility ABC for disposal.
3. WASTE DISPOSAL REPORTING REQUIREMENTS
3.1. Solid Waste Disposal Tracking
All solid waste including salvage and recycled materials will be tracked by the type, quantity and disposition. We will document this information in a task order specific Solid Waste Disposal Tracking
Sheet as provided in the Fairchild Base Design Standard and will submit this tracking sheet on a quarterly basis, within seven days of the end of each quarter, until this project is completed.
OTHER INFORMATION: Provide any other relevant information. For example, if there is an Asbestos
Containing Material (ACM) Management Plan or Lead-based Paint (LBP) Management Plan for the project, they should be referenced.
