About this file
This Request for Information (RFI) is issued by the 9th Contracting Squadron at Beale AFB, seeking market research on FAA-certified Advanced Aviation Training Devices (AATDs) for simulating Cirrus Generation 6 SR20, SR22NA, and SR22TN aircraft. The 9th Operations Group aims to enhance pilot training by acquiring training devices that can provide supplemental flying instruction, maintain instrument proficiency, and offer scenario-based procedural practice in a controlled environment.
The RFI requests detailed information from industry about AATD solutions, including FAA certification, aircraft system replication, visual display capabilities, instructor operating station features, and Cirrus Airframe Parachute System (CAPS) simulation. Specific questions cover technical specifications, delivery timelines, facility requirements, maintenance services, training provisions, and rough order of magnitude cost estimates. The document emphasizes that this is a market research effort only, with no commitment to contract award, and seeks industry feedback on potential implementation challenges, appropriate NAICS codes, and competition barriers.

Request for Information (RFI)
Market Research Attachment: FAA-Certified Cirrus SR20/22 Flight Simulators (AATD) for 9 OG, Beale AFB
Subject: RFI on FAA-Approved Aviation Training Devices (AATDs) Simulating Cirrus SR20/22 Series Aircraft for the 9th Operations Group (9 OG)
Purpose: This document serves as an attachment to a RFI issued by the 9th Contracting Squadron at Beale AFB, CA. The purpose of this attachment is to gather information from industry regarding FAA-certified Advanced Aviation Training Devices (AATDs) capable of simulating Cirrus Generation 6 SR20, SR22NA, and SR22TN aircraft. This information will assist the Government in conducting market research and informing acquisition planning for future potential training solutions for the 9 OG at Beale AFB, CA.
Background: The 9 OG at Beale AFB, CA, is exploring options for enhancing its pilot training program. One potential solution is the acquisition of FAA-certified AATDs that can provide supplemental flying training and increase airmanship knowledge for 9 OG pilots. Similar programs have been successfully implemented with the 12th Reconnaissance Squadron, Test Pilot School, and North American Aerospace Defense Command.
The AATDs are anticipated to offer a cost-effective and secure means of maintaining pilot instrument proficiency, enhancing aircrew training flexibility, and enabling scenario-based procedural practice. The training devices would directly support the continuation training needs of 9 OG pilots flying high-performance, mission-critical platforms by reinforcing foundational instrument and systems knowledge in a controlled environment. These devices could potentially enable pilots to maintain currency and readiness between operational sorties, reducing scheduling pressure on limited aircraft assets and enhancing flexibility for crews in ground training status.
Scope of Information Requested: The Government is seeking information on FAA-certified AATDs that meet the characteristics outlined below. This is not a solicitation, and the Government is under no obligation to pursue any particular solution based on the information received.
AATD Characteristics of Interest: The Government is interested in learning more about AATDs that possess the following characteristics:
• FAA Certification: Certification by the FAA as an Advanced Aviation Training Device (AATD) under FAA Advisory Circular (AC) 61-136B.
• FAA Letter of Authorization: Inclusion of an FAA Letter of Authorization approving use for the Cirrus SR20, SR22NA, and SR22TN aircraft.
• Aircraft Emulation: Accurate replication of Cirrus Generation 6 SR20, SR22NA, and SR22TN aircraft.
• Visual System: At a minimum, a multi-screen visual display with a horizontal field of view of 180 degrees.
• Instructor Station: An Instructor Operating Station (IOS) with the capability to manage scenarios, weather conditions, and system malfunctions.
• CAPS Simulation: A functional Cirrus Airframe Parachute System (CAPS) handle simulating 45lbs of force.
• Flight Controls: Dynamic flight controls that provide realistic force feedback to the pilot.
Information Requested from Industry: The Government is requesting information from industry to better understand the current state of the market for FAA-certified Cirrus SR20/22 AATDs. Please provide responses to the following questions:
• How does your AATD meet FAA AATD certification requirements under 14 CFR Part 60 and replicate the systems (e.g., avionics, flight dynamics) of the Cirrus Generation 6 SR20, SR22NA, and SR22TN aircraft? Please provide supporting documentation, such as certifications and LOAs.
• Describe the capabilities of the Instructor Operating Station (IOS) and how it allows instructors to manage scenarios, weather conditions, and system malfunctions.
• What are the key features and benefits of your AATD solution?
• What are the typical lead times for delivery and installation of your AATD solution?
• What are the facility requirements for your AATD solution (e.g., power, space, environmental controls)?
• What sustainment and maintenance services do you offer for your AATD solution?
• What training is provided for instructors and technicians?
• Can you provide a rough order of magnitude (ROM) cost estimate for a complete AATD solution, including acquisition, installation, and minimum one (1)-year maintenance and support program?
Additional Information: What are your thoughts on potential challenges or risks associated with acquiring and implementing AATD solutions for the 9 OG at Beale AFB?
Industry Feedback: What NAICS code do you believe is most appropriate for this type of AATD solution? Are there any barriers to competition that the Government should be aware of?
Disclaimer: This is a Request for Information (RFI) only. This is not a Request for Proposal (RFP), a Request for Quotation (RFQ), or an Invitation for Bid (IFB). The Government does not intend to award a contract based on this RFI. All information submitted will be used for market research purposes only.
