STATEMENT OF WORK
POST AWARD CONSTRUCTION TITLE II &
A-E SITE VISIT OBSERVATION SERVICES
GENERAL DESCRIPTION: The Architect-Engineer (A-E) shall furnish post award construction A-E services as required in connection with this Statement of Work (SOW). This will be an “as-needed” service and tracked by the hour. Monthly progress reports indicating hourly totals by engineering discipline shall be provided.
1. PROJECT NUMBER AND TITLE: All A-E engineering shall be provided in conjunction with the following construction of project(s):
PRQE 195777 CONSTRUCT MWD KENNEL
2. SUMMARY: The A-E will provide on-call architectural and engineering response to quality control issues that may arise during the contract execution of projects originally designed by the contracted Designer of Record A-E firm for McConnell AFB. The day-to-day construction inspection activities for this project shall be performed by the government. The contract award period of construction services is 52 weeks.
3. The A-E is responsible for performing the following tasks:
A. Perform as required site visits as directed by 22 CONS Contracting Officer (CO), Contracting Officer Assistant (COA) and 22CES project engineer with appropriate engineering personnel to inspect construction progress. Any discrepancies shall be reported to government inspector, project engineer or CO/COA immediately so corrective action can be accomplished.
The A-E shall prepare a summary report via Email of the site visit stating work efforts observed and identifying any discrepancies they encounter in conjunction with the 22CES on-site engineering construction inspectors within 2 work days. The A-E visit will be coordinated through CO/COA and project engineer to ensure the Government inspector is present. The A-E effort shall be coordinated with CO/COA and project engineer to identify what engineering discipline(s) are being constructed to ensure proper engineering personnel are on-site.
B. Perform submittal review to ensure compliance with Specifications and provide input to and Request For Information (RFI) requests. The A-E will work with the construction inspector and 22CES Project Engineer to review contractor submittals that require technical review for approval. Only technically challenging submittals will be forwarded for A-E review. The submittals will be reviewed and responded to as Approved or Disapproved with comment to the Government within 4 workdays from receipt of any approved hours by CO/COA.
The A-E shall make available licensed professional(s) in the appropriate commodities for RFI and submittal review.
C. When requested to provide consulting services in response to the need for a contract modification, the A-E will analyze the problem, determine a solution and provide documentation such as drawings, additional specifications, etc. as needed to clearly convey to the government and the construction contractor the construction work required to resolve the issue. The A-E will include a cost estimate for the change including subcontractor and contractor overhead. The A-E may be required to attend cost negotiation sessions with the construction contractor and defend the A-E cost estimate during negotiations. This applies to changes that are not the result of an original design defect/oversight. The cost estimate shall provide a line item cost for all items to perform the contract modification. If the modification is deemed a design defect/oversight, the government will have the Designer of Record A-E perform a no cost engineering change of construction drawings to include a detailed line-item cost estimate. Design changes will be completed within 10 workdays of request.
D. The contractor shall provide an email estimating the hours required for each discipline prior to site visit, RFI, submittal review or design change to the CO/COA and project engineer prior to performing work. The CO/COA will review and authorize the appropriate hours. Work in excess of those hours shall not be expended without approval by the COA.
E. Monthly progress reports indicating hourly totals by engineering discipline and cost including direct expenses using option year 4 baseline cost.
