Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: 36C244-22-AP-5609

Department of Veterans Affairs Network Contracting Office 4 1010 Delafield Road Pittsburgh, PA 15215-1802
Purchase Request (VA2237): 642-22-3-315-0255 | Delivery, Installation, and Training for GE Cardiolab Upgrade | Philadelphia VA Medical Center (PVAMC), 3900 Woodland Avenue, Philadelphia, PA 19104- 4551 | Contracting Agency: Network Contracting Office 4
2. Nature and/or Description of the Action Being Approved:
CMC Veterans Affairs Medical Center requires the CardioLab System by GE Healthcare. The GE CardioLab System is used for diagnostic and therapeutic cardiac electrophysiology procedures for diagnosing and treating abnormal cardiac arrhythmias. When connected to the patient, the system provides continuous cardiac ECG and invasive pressure monitoring, using 128 total ECG recording channels, configurable, to monitor and record all aspects of diagnostic electrophysiology and radiofrequency ablation procedures. This system enables the end-users to record from multiple electrocardiogram channels to diagnose and treat cardiac arrhythmias and record/document findings. This upgrade will enhance the operator’s ability to diagnose various cardiac arrhythmias and determine/document success of procedural intervention and provide a clinical documentation that transfers to the patient chart when completed.
3. Description of Supplies/Services Required to Meet the Agency’s Needs:
The estimated value of the proposed action is
The GE Cardiolab Altix BT21 System is used for diagnostic and therapeutic electrophysiology procedures for diagnosing and treating patients with aberrant heart rhythms that are too fast or too slow. The system, when connected to the patient, provides continuous monitoring, recording of invasive pressures, and a 128 channel, configurable electrocardiogram analysis that allows the operator to pinpoint the specific site of the rhythm abnormality, treat the aberrant rhythm and re-check the site of treatment to ensure the therapeutic intervention worked all while providing cardiac electrophysiologic recordings of finding and site-specific treatment for clinical documentation. It also comes with a hemodynamic package that allows the clinical team to provide continuous invasive and non-invasive monitoring during the procedure. This request is for an upgrade to the latest software and hardware refresh and to bring the system to a Microsoft Supported Operating System and current technology. Medical Center HL7 interfaces already exist for this and are transferrable to refreshed technology. End user familiarity is tantamount to patient safety, technology is interchangeable with existing Medical Center monitoring framework.
