About this file
This is a Draft Statement of Work (SOW) for a commercial air passenger travel data subscription contract issued by the Department of Homeland Security (DHS), Office of Health Security (OHS), National Biosurveillance Integration Center (NBIC), with RFI number 70RDA326RFI000001, dated June 12, 2026.
The contractor must provide global flight route and passenger data at the airport-to-airport level, including all origin, layover, and destination information for both direct and indirect flights. Data must be provided on a weekly basis, include at least three years of historical records, and cover past, present, and future routes with at least one month advance notice. The system must support ad hoc queries filtered by time-frame dates, origin of travel, layover locations, and destination, and allow users to download and retain data through both a graphical user interface (required) and API (preferred). The contractor must deliver a fully operational biosurveillance data feed meeting these requirements within two weeks of award. Additional requirements include providing detailed technical documentation covering data elements, metadata fields, timeliness and reliability assessments, hardware and architecture specifications, and designated technical support with a two-hour response time for any service interruptions or degradation issues. The government requires Government Purpose Rights licensing to use, modify, reproduce, and disclose the technical data for U.S. government purposes and to authorized contractors. The period of performance is one year base plus four one-year option periods. The contractor shall perform work at offsite locations with no travel required, no government-furnished equipment, and invoices due annually.

DEPARTMENT OF HOMELAND SECURITY (DHS)
Office of Health Security (OHS)
National Biosurveillance Integration Center (NBIC)
DRAFT STATEMENT OF WORK (SOW)
FOR
Air Passenger Travel Data Subscription
Draft: June 12, 2026
1.0 BACKGROUND
The Office of Health Security (OHS) serves as the principal medical, workforce health and safety, and public health authority for the Department of Homeland Security.
The National Biosurveillance Integration Center (NBIC) organizationally falls within DHS/OHS and conducts biosurveillance activities to enable early warning and situational awareness of acute biological events and supports better preparedness and response decisions through rapid identification, characterization, localization, and tracking. The objective of NBIC is to advance the safety, security, and resilience of the Nation by leading an integrated biosurveillance effort in support of Federal, State, Local, Tribal, and Territorial government stakeholders.
The Department of Homeland Security (DHS) National Biosurveillance Integration Center (NBIC) is conducting market research in accordance with FAR Part 10 to assess the available capabilities of air passenger volume data for use in biosurveillance. Understanding human travel patterns and global migration is critical to managing emerging infectious diseases and maintaining biosecurity.
2.0 SCOPE
To assist with preparedness for the risk from infectious diseases worldwide, NBIC requires a method to quickly query for the volume of passengers inbound to the U.S. or other countries, originating from or having nexus to airports, countries, and regions where biological events are occurring. (Ideally, this would include passengers who have layovers elsewhere in the world.)
Access to historical air passenger volume data will also allow NBIC to identify seasonal trends.
NBIC requires the data necessary to identify areas in the U.S. that may have a high risk of disease spread based on incoming travelers, identify U.S. airports with the greatest volume of arriving passengers from regions of concern, and identify other countries/locations where infected travelers have the potential to travel to and spread the disease.
3.0 CONTRACTOR REQUIREMENTS
Contractor will be required to perform the following task:
Task 1: Provide commercial air travel passenger and airframe data that supports situational awareness and forecasting of human movement across the globe. This data access capability will also be required to meet the following requirements:
• Provide global flight route and passenger data at the airport-to-airport level, including all origin, layover, and destination airports, for both direct and indirect (e.g., layover) flights.
Aggregate data at only the country or region level will not be sufficient
• Provide data regarding past, present, and future (at least one month in advance) air routes.
• Provide data by weekly air passenger volumes.
• Provide at least three years of historical data.
• Allow for querying of the data by filter parameters, such as time-frame dates, origin of travel, layover (“gateway” or “stop”) locations, and destination.
• Allow sharing of aggregate data or analysis with NBIC partners for Government purposes.
• Provides explanation of data quality/analytics methodology
• Allows users to perform ad hoc queries, download, and retain data accessed through a graphical user interface/website and by API. (Graphical interface is required; both graphical interface and API are preferred.)
• Login use by NBIC personnel
The Contractor shall deliver a biosurveillance data feed that meets the above requirements within 2 weeks from date of award (DOA).
Information pertaining to these capabilities and requirements should be provided in a detailed technical description, which includes:
• Data elements and associated metadata fields.
• Detailed data description and assessment of timeliness, reliability and consistency.
• Narrative describing any hardware, architecture, or tools required to access, install, and/or use the product.
• Narrative describing how this product provides the desired capabilities listed above.
The Contractor shall provide the Government with designated contact information for the Government to report technical problems/concerns (such as interruption or degradation of data feed service). The Contractor shall provide a written or oral response to the Government within 2 hours of receipt of a technical problem/concern.
The Government shall be granted a Government Purpose Rights (GPR) license to:
i. Receive, process, and store the information pursuant to accessible data;
ii. Use, modify, reproduce, release, perform, display, or disclose technical data within the
Government without restriction;
iii. Allow government contractors to use, modify, reproduce, release, perform, display, or disclose technical data for United States government purposes; and
iv. Release or disclose technical data outside the Government and authorize persons to whom release, or disclosure has been made to use, modify, reproduce, release, perform, display, or disclose that data for United States government purposes.
