Statement of Work (SOW) TMD Airborne Community
Equipment to Maintain Jump Proficiency
1. Background:
The Texas Military Department’s State Parachute Office and Texas Army National Guard Safety Office has a requirement to support the Texas Army National Guard Airborne Community and meet pre-airborne operation training and sustainment requirements.
2. Objective:
The objective of this requirement is to install mock doors and lateral drift apparatus for the Texas Military Department’s State Parachute Office and Airborne Community.
3. Scope:
This requirement is to design, deliver and install four (4) mobile mock-up C130 – C17 aircraft to conduct airborne proficiency training capable of being disassembled and erected at various locations by the customer after installation. A container shall be provided to store/transport all components and be designed to be used as a Parachute Landing Fall (PLF) platform. Two (2) lateral drift apparatus shall be installed at the Saginaw site. Additionally, the contractor shall design and construct a 12’W x 42’L wooden deck at Saginaw Aerial Delivery Support Facility #2 that the existing permanent mock-up at will be mounted on.
4. Tasks.
4.1. Four (4) mobile mock-up C130 – C17 aircraft.
The Contractor shall provide:
4.1.1. a container to store/transport all components and designed to be used as a Parachute Landing Fall (PLF) platform. Minimum dimensions, when assembled, will be at least 8’W x 12’L.
4.1.2. All mock-ups shall be fabricated from aluminum and designed to match, within a small degree of tolerance, of the C130 and C17.
4.1.3. All mock-ups shall have configurable jump platforms and configurable jump doors with an aluminum ramp assembly that can be set in the vertical, horizontal, or descending positions. The mobile mock-up ramp assembly is not required to have adjustable positions.
4.1.4. All mock-ups shall include standard anchor line cables on both sides.
4.1.5. All mock-ups shall include configurable pip pins and door handles.
4.1.6. All Mock-ups shall be self-supporting.
4.1.7. Jump caution lights at the entrance/exit that are configurable to the aircraft type.
4.1.8. A single non-configurable alarm system that audibly indicates the 4 emergency exits: crash landing, fire in flight, bail out, and ground evacuation.
4.1.9. All mock-ups shall have a common battery source for power that can be easily replaced by the customer.
4.1.10. All mock-ups shall be warrantied to cover design or fabrication flaws.
4.1.11. All mock-ups shall have a unique identifying number, like a serial number.
4.1.12. No additional interior or exterior lighting for visibility/safety is required.
4.1.13. The Contractor shall be responsible for delivery and setup of all mock-up platforms.
4.2. Two Lateral Drift Apparatus. The lateral drift apparatus is a mechanical device consisting of a latching mechanism with activating arm, a flexible rope, cable, and chain section with colored shackles for jumper height adjustment, and a counterweight shock absorber to reduce jolt and provide for a realistic rate of descent. The apparatus provides a downward motion and oscillation similar to that experienced during a parachute jump.
The Contractor shall provide:
4.2.1. An apparatus that consists of 45’ long 1/2” cable with the breaking strength of 4,560lbs, must be attached with the slights decline to simulate the rate of descent from a 12” platform.
4.2.2. The apparatus consists of a bar attached to trolley for the jumper to grasp while descending.
4.3. Deck.
The Contractor shall provide:
4.3.1. Design and construct a 12’W x 42’L wooden deck at Saginaw Aerial Delivery Support
Facility #2 that the existing permanent mock-up at will be mounted on.
4.3.2. The deck height shall be elevated approximately 24” to be used as a parachute landing fall
(PDF) platform.
4.3.3. The deck must consist of weatherproof wood, but composite decking is preferred.
5. Government Furnished Property (GFP). None
6. Security Consideration.
6.1. The Contractor shall follow base access instructions for the Saginaw, TX site.
7. Special Material Requirements. N/A
8. Other unique Requirements and considerations.
8.1. N/A
9. Place of Performance
