252.204-7024 Notice on the Use of the Supplier Performance Risk System. Mar 2023
Section M - Evaluation Factors for Award Basis for Award:
This procurement is conducted in accordance with the procedures in RFO FAR Part 12 and is a 100% Total Small Business Set-Aside. The Government intends to award a Firm-Fixed-Price (FFP) purchase order to the responsible vendor that provides the Lowest Priced Technically Acceptable (LPTA) quote that meets all requirements of the Performance Work Statement (PWS).
Evaluation Process:
All quotes received will be ranked from lowest to highest total evaluated price. The Government will initially evaluate only the three (3) lowest-priced quotes for Technical Acceptability.
The Government reserves the right to evaluate additional quotes if none of the initial three (3) lowest-priced quotes are determined to be Technically Acceptable. If additional quotes are evaluated, they will be reviewed in order of increasing total evaluated price until a Technically Acceptable quote is identified.
Technical Acceptability:
By submitting a quote, the Quoter acknowledges and agrees that they take no exception to the PWS, the solicitation terms and conditions, or any instructions contained herein. If a Quoter takes exception to any term or condition of the solicitation, it must be explicitly stated in their quote.
Technical Acceptability will be evaluated strictly on an ACCEPTABLE or UNACCEPTABLE basis. Only technically acceptable quotes are eligible for award. An "Unacceptable" rating will render the entire quote ineligible for award.
Rating Description Acceptable Quote - clearly meets the minimum technical requirements of the PWS, and the Quoter takes no exception to the terms and conditions.
Unacceptable Quote - does not clearly meet the minimum technical requirements of the PWS, or the Quoter takes exception to the terms and conditions.
Evaluation of Option to Extend Services (FAR 52.217-8):
As part of the price evaluation, the Government will evaluate the option to extend services (FAR 52.217-8) by adding the joint cost of a six-month extension to the total proposed price. The Government will calculate the cost of this 6-month extension by taking half (1/2) of the proposed price of Option Year 4 and adding it to the total contract price. Evaluation of this option does not obligate the Government to exercise the option.
