About this file
This is a Pre-Proposal Network Opportunities Form attachment for RFP 26-86494 issued by the Indiana Department of Administration (IDOA) on behalf of the Family and Social Services Administration's Deaf and Hard of Hearing Services division. The solicitation seeks a vendor to provide hearing aids, devices, and related services, including hearing aid accessories, assistive listening devices, and ear molds. A pre-proposal conference is scheduled for June 24, 2026, from 8:00 AM to 12:30 PM at the Indiana Government Center South Conference Center with virtual attendance available. Written questions are due June 25, 2026, at 3:00 PM Eastern Time, and proposals must be submitted by July 27, 2026, at 3:00 PM Eastern Time. Award recommendation is anticipated in September 2026. The contract term is five years from execution with one optional one-year renewal, providing a potential total term of six years.
Mandatory requirements include a minimum 46% discount on all products, individual accounts per VRS Counselor or state agency, acceptance of orders through multiple channels (email, fax, online portal), delivery of hearing aids to dispensers within two weeks of receiving ear impressions and within five days for non-ear mold orders, and provision of at least a two-year repair warranty and one-year replacement warranty. The vendor must provide a staff audiologist for consultations, yearly training, online tracking, and a responsive primary point of contact. Diversity set-asides apply at 8% for Minority Business Enterprises, 11% for Women Business Enterprises, and 3% for Indiana Veteran Owned Small Businesses. The State's approximate 2025 spend was $1 million, though this does not constitute a guaranteed purchase amount. Pricing must remain firm for a minimum of 180 days from award, and awarded vendors must extend pricing to other governmental bodies throughout Indiana. A 90-day full refund return policy applies to hearing aids and devices; 60-day returns apply to ear molds and accessories with all fees waived. The Pre-Proposal Network Opportunities Form is optional and should be submitted via email to rfp@idoa.in.gov with the subject line clearly stating "[RFP-26-86494 Attachment I - [INSERT COMPANY NAME]]."
