About this file

This is a Certified Disadvantaged Business Outreach Plan attachment for an Oregon state procurement, specifically for Estuary Planning Services (Intermediate Procurement #S-66000-00015743), administered by the Oregon Certification Office for Business Inclusion and Diversity (COBID). The document serves as a standardized form that offerors must complete and submit with their proposals to demonstrate their commitment to engaging certified firms in subcontracting opportunities. The form requires offerors to disclose their own certification status under ORS 200.055, identify prior contractual relationships with certified and potentially minority-owned or woman-owned businesses, and detail any anticipated subcontracting opportunities if awarded the contract.

The outreach plan focuses on small business participation requirements for state-funded contracts, including minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), emerging small businesses (ESB), and disadvantaged business enterprises (DBE). Offerors must describe their solicitation strategy for engaging certified firms, identify specific subcontracting opportunities with approximate dollar values, and confirm their willingness to report subcontractor identities and subcontract values to COBID. The information submitted in response to this requirement is not scored as part of the evaluation process but serves as a compliance and transparency mechanism to ensure certified firms receive equal opportunity to participate in state-financed contract performance.
