NIST's Communications Technology Laboratory, Spectrum Technology and Research Division, Shared Spectrum Metrology Group (675.03) requires one laser-powered electric-field probe to accurately measure and monitor electromagnetic field strength in various environmental and operational conditions for research and safety compliance purposes. The probe must operate across a frequency range of 9 kHz to 18 GHz with field strength measurements from 9 kHz to 1 GHz at <1 V/m to ≥5 kV/m and 1 GHz to 18 GHz at <1 V/m to ≥1 kV/m, with response accuracy above or below specified ranges acceptable. The probe shall withstand field strengths of at least ≥25 kV/m (9 MHz–1 GHz) and ≥5 kV/m (1 GHz–18 GHz) without degradation. Sample acquisition specifications include resolution of 0.05 V/m or better and measurement rates of at least 500 samples/s in continuous mode or 2 MS/s in burst mode. Measurement accuracy must achieve ±0.2 dB linearity error, ±1.5 dB frequency flatness with correction, and ±1.5 dB worst-case isotropy error across all operating conditions.

The probe must include fiber optic cable connectivity with standard ST, FC, or FSMA connectors and minimum 30 mm bending radius. A field meter or USB-to-fiber-optic data acquisition device is required with capability to trigger and control field detection across at least five probes simultaneously on separate channels, acquire field readings with computer buffering, and provide PC application software for probe control and data acquisition with indefinite-use licensing. Calibration must be performed according to ISO 17025 accredited standards before delivery, with calibration certificates documenting dates, standards used, traceability information, and calibration factors. Physical dimensions must not exceed 46 x 46 x 114 mm per probe, enclosed in protective casing with external mounting capability via screw. Delivery shall be completed no later than 90 days after award to NIST-Boulder, Mail Stop 675.03, 325 Broadway, Boulder, CO 80305. An extended three-year warranty covering labor and parts is required. Inspection and acceptance will be conducted on-site by the Shared Spectrum Metrology Group within seven business days, and the contractor must provide software, a perpetually licensed license key, and control over indefinite use by NIST.
