Requirements / Specification Document

TITLE: Uncrewed Aircraft System (UAS)

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Public Safety Research Division (671.00)

General Statement of Need:

PSCR is in need of an indoor-flight capable small UAS (sUAS) to use in our Public Safety Innovation Technology Center. This aircraft will be used for laboratory demonstrations as well as scientific research of first responder UAS. PSCR desires to purchase a specific sUAS that meets the required specifications.

Item Specifications and Quantities:

Item 1: sUAS and Operator Control Unit (OCU)

Quantity: 1 SET Specifications: 1.1

Multirotor sUAS capable of indoor flight in confined spaces, no less than 1 meter (3 feet)

1.2 Durable construction, capable of surviving crashes with

minimal repair, such as propeller replacement

1.3 Propeller guards

1.4 Able to operate in GPS-denied environments

1.5 Capable of position hold and altitude hold while in flight

1.6 Onboard LED Lights

1.7 Crash recovery mode (turtle mode)

1.8 OCU capable of displaying digital high-definition video

1.9 Ruggedized storage case, custom fit for the sUAS, controller and additional batteries

1.10 Additional spare propellers, at least on set (field repair kit)

1.11 Three batteries and charger. A charger is only required if it is the proprietary charging interface. It is not necessary if it can be charged via a standard USB charger/cable.

1.12 NDAA and/or TAA Compliant

1.13 Flight time between 15 to 20 minutes

1.14 4K Video Recording Resolution

Item 2: Thermal Camera (Add-On Attachment or Integrated) Quantity: 1 EACH Specifications: 2.1 Thermal or Infrared camera capable of no less than 320p resolution.
