About this file

This Statement of Work (SOW) details a generator and transfer switch installation project for the US Department of Agriculture (USDA) at their Delaware, Ohio facility. The project involves installing a 30 KW diesel generator to provide backup power for three greenhouses, with the primary control station located in the Head house electrical room and a secondary system in the tall greenhouse. The contractor is required to install a precast concrete generator pad with an 8-foot chain link fence, core drill and run conduit through basement and greenhouse walls, install transfer switches and sub-panels, and test the entire system.

Key technical requirements include calling Ohio Utilities Protection Service before excavation, installing all necessary conduit and wiring, mounting control systems, moving limited circuits to sub-panels, and testing equipment functionality. The contractor must supply a concrete pad, transfer switch, sub-panels, and all required materials. The government will provide the Generac 30KW diesel generator and a utility location map. The project has a tight timeline, with both the generator installation and transfer switch repair/replacement required to be completed within ten business days of the contractor beginning on-site work. The project is critical for maintaining climate control systems in the greenhouses and preventing potential loss of decades of research.

2.0 Background

A.) The USFS Delaware facility has three green houses that require climate control systems to be in operation 100% of the time. These systems include automatic temperature control, automatic watering controls, automatic louvers for ventilation, and automatic timed lighting systems. All these systems cannot fail, or decades of research could be lost. The electricity for all three structures is in an electrical room in the south east corner of the Head house. The USFS has already purchased the 30KW Generator and it is on site.

B.) The overwintering facility has two sump pumps in the basement that prevent the building from flooding. Two circuits are backed up by a generator for said pumps. The automatic transfer switch system was exposed to water during recent construction and no longer functions.
