About this file
This document is an Archaeological Inadvertent Discovery Plan (IDP) developed by the Oregon Department of Transportation (ODOT) for the OR238 @ New Hope Signal Pole Replacement project located in Josephine County, Oregon. The plan establishes procedures and protocols that the contractor and all associated personnel must follow should archaeological sites, objects, or human remains be encountered during ground-disturbing activities related to the signal pole replacement work at milepost 1.53. The document serves as a mandatory guide to protect archaeological resources that are safeguarded under Federal and State laws, with violations potentially resulting in criminal penalties.
The discovery procedures require contractors to immediately cease all work within a 30-meter (100-foot) buffer zone upon finding any archaeological materials, including stone tools, historic artifacts, structural remains, or shell middens. Contractors must secure the area, notify the Project Manager, ODOT Regional Environmental Coordinator, ODOT Archaeologist, and lead Inspector, who will then engage a professional archaeologist for assessment and coordinate with the State Historic Preservation Office (SHPO) if warranted. For human remains discoveries, additional protocols mandate notification to the Oregon State Police, Legislative Commission on Indian Services (LCIS), and appropriate Native American Tribes, with work remaining suspended until all relevant agencies develop and authorize a recovery plan. The document includes specific contact information for key personnel including the ODOT Regional Environmental Coordinator Jessica Bochart, ODOT Archaeologist Jessie Plueard, and other state officials responsible for managing inadvertent discoveries. Strict confidentiality requirements apply to all discovery information, with media and public inquiries prohibited without agency and Tribal concurrence.
