About this file

The document is a Past Performance Questionnaire (PPQ) for a Federal Law Enforcement Training Centers (FLETC) construction IDIQ contract in Artesia, New Mexico. The PPQ is designed to evaluate potential contractors' past performance across multiple dimensions, including work quality, schedule adherence, cost management, change responsiveness, program management, safety compliance, customer relations, and overall performance. The questionnaire allows previous clients to rate contractors on a scale from Exceptional (E) to Unsatisfactory (U) across 12 specific performance criteria, with space for additional remarks and a final recommendation on whether the contractor would be awarded another contract.

The associated federal contract opportunity is a HUBZone small business set-aside for construction services at FLETC Artesia, with a guaranteed minimum of $50,000 and a maximum estimated value of $33,000,000. The IDIQ contract will have a base 12-month period with four 12-month option periods, with task orders ranging from $2,000 to $750,000. The procurement will use trade-off methodology to determine best value, with non-price factors (Technical and Past Performance) weighted approximately equally to price. Task order pricing will be based on R.S. Means Facility Construction Cost Data, adjusted by the Roswell, NM City Cost Index, and will cover various trades including architectural, mechanical, civil, structural, electrical, and other construction-related services.
