About this file

This is a DD Form 254 (Department of Defense Contract Security Classification Specification) for solicitation FA2384-25-R-B003, which outlines the security requirements for the Bioeffects Research of Directed Energy Exposures (BRDEE) program. The document specifies that contractors will require a Top Secret facility clearance level, though no classified storage is required at contractor facilities.

The BRDEE program conducts research on directed energy devices and systems to provide evidence-based information to DoD stakeholders, health and safety standards committees, and the public. Contractors will require access to various classified information including SCI, NATO information, foreign government information, and controlled unclassified information. Work will be performed at 711 HPW/RHD at JBSA-Fort Sam Houston, TX. The contractor will generate classified information and must comply with specific security classification guides related to directed energy weapons, counter-electronics, and anomalous health incidents. Public release of information requires approval through AFRL/PA, and the contract includes OPSEC requirements.
