About this file

This is a Technical Questionnaire for Invitation for Bids (IFB) 39168 issued by the California Department of General Services, Procurement Division, on behalf of the Department of Parks and Recreation, for the procurement of a high-wing, single-engine airplane. The questionnaire serves as the evaluation tool for bidders' compliance with detailed technical specifications outlined in DGS Bid Specification 1510-TS-0310786. Bidders must complete all yellow cells in the questionnaire, providing information on aircraft specifications including make, model, engine displacement, propeller type, seating capacity, and avionics packages. Questions left blank are considered non-responsive and may result in bid rejection. The aircraft must meet numerous FAA certification requirements and performance parameters, including a minimum 310 horsepower engine, dual flight controls, fixed tricycle landing gear with hydraulic disc brakes, factory-installed air conditioning with heat and defrost, and comprehensive avionics systems. The delivery location is Sacramento, California.

The questionnaire requires bidders to confirm compliance with extensive technical specifications covering aircraft systems, safety features, and specialized equipment. These requirements include FAA type certification, crashworthiness standards, LED lighting systems, backup electrical power systems, stall warning systems, synthetic vision technology, traffic advisory systems, terrain awareness and warning systems, satellite weather receivers, distance measuring equipment, enhanced search and rescue features, electronic checklists, and crew communication connection jacks. The written purchase order specification takes precedence over the completed questionnaire and factory specifications. The questionnaire format uses dropdown menus and structured response fields for aircraft dimensions, weights, capacities, and yes/no compliance questions to ensure standardized evaluation across all bids.
