STATEMENT OF WORK
FLOORING REPLACEMENT
BUILDING 1030 (PARACHUTE SHOP)
11 FEBRUARY 2020
PART I – GENERAL
1.1. PURPOSE
This Statement of Work (SOW) defines the scope of work to accomplish the installation of new flooring within building 1030 located on Columbus AFB, MS. The contractor shall provide all labor, material, equipment, management, supervision, coordination and transportation required to accomplish this work.
1.2. WORK SCHEDULE, PLANS, AND WORKING HOURS
Work days for this contract will be standard duty hours Monday through Friday 0730-430 unless specified below. The area of work will not be occupied during the installation period of the contract. The contractor shall not begin any work until he/she is 100% material complete. Written permission from the designated Government Representative shall be obtained before making any deviation from the aforementioned schedule.
1.3. AVAILABILITY OF UTILITY SERVICES
All reasonable quantities of utilities will be made available to the contractor. The
Government shall not be held responsible for interruptions of utility services, and will not be liable for contractor delays, damages, or increased costs incurred by any such interruption of service. The contractor shall be responsible for providing all labor, equipment, and materials to make necessary temporary utility connections. The temporary connections shall be coordinated with the Government Representative before being made and shall be removed upon project completion.
1.4. CLEAN-UP
All debris and rubbish not specified to become Government property resulting from the installation of new flooring shall be disposed of by the contractor off Government property.
The Government will designate a location for a contractor provided dumpster, if necessary.
Disposal will be in compliance with all applicable Federal, State, and local hauling and disposal regulations. Site clean-up shall occur daily.
1.5. SAFETY REQUREMENTS
Safety requirement shall be the applicable sections of EM 385-1-1, Oct 1992 and
Occupational Safety and Health Administration (OSHA) Regulations. OSHA regulations are available for review at the Base Safety Office, Building 926. EM 385-1-1 is available for reference in the Civil Engineering Office, Building 385. The contractor shall ensure that any lifting devices or ladders meet any and all applicable safety standards. The contractor shall be required to use those lifting devices that will allow for the existing modular systems furniture to be raised for the installation of the new materials requested. The contractor will not be required to disconnect any electrical system connections to or from the modular systems furniture.
1.6. SITE CONDITIONS
A site visit will be offered pursuant to Federal Acquisition Regulation (FAR) Clause 52.237-
1. Regardless of site visit attendance, contractors acknowledge satisfaction as to the nature and location of the work, the general and local conditions, access to job site; disposal, handling and storage of materials; availability of labor, water, electric power or similar physical conditions at CAFB; the character of equipment and facilities needed preliminary to and during the performance of the work; and all other matters that can in any way affect the work or costs related to this requirement upon submission of offers. Contractors further acknowledge that any damage to the existing structure in and around facilities will be returned to existing condition prior to the completion of subject work at no additional cost to the Government in accordance with FAR Clause 52.237-2.
1.7. WARRANTY
1.7.1 The Contractor shall guarantee all materials and workmanship under this contract against defects or incorrect installation for a period of one year from the date of the
Government acceptance of work. Repair or replacement of any defective finishes, materials, correction of faulty workmanship, or correction of any item not in accordance with the manufacturer's specifications or directions and this statement of work shall be made at the
Contractor's expense.
1.8. SITE SURVEYS
1.8.1 All requests for information from the site surveys or drawing review shall be submitted in writing to the Contracting Officer

PART II TECHNICAL SECTION
Contractor Requirements:
The contractor shall accomplish the following:
2.1 Removal of existing office furniture and equipment for the installation of new materials. The furniture shall be relocated within the work area to allow for the installation of new materials. The contractor will be allowed to move furniture outside of the facility while the installation of new materials are being installed. The contractor will be require to reinstall that furniture back to its original configuration prior to the end of the work day. The occupant shall be responsible for the disconnection and reconnection of all office equipment. All furniture and equipment will be placed back in its original configuration after installation of new materials.
The contractor will be allowed to visit the site to determine what furnishings are to be moved.
2.1.1 Removal and Installation of Materials
The contractor shall accomplish the following work for the installation of flooring in building 1030 (Parachute Shop). The work area shall contain seven (7) individual rooms.
2.1.2.1 Removal of existing eight hundred one (801) linear feet of four (4) inch glued on cove base. Removal of three hundred thirty one (331) square feet of existing glued down tile. Removal of forty three (43) linear feet of vinyl edge molding.
2.1.2.2 Prepare four thousand five hundred eleven (4511) square feet of existing floor according to manufacturer’s recommendations for the installation of new glued down materials.
2.1.2.3 Purchase and install four thousand nine hundred sixty three (4963) square feet of new commercial VCT tile flooring. The new VCT tile shall be twelve by twelve (12 x 12) inch square commercial grade Armstrong product or of an approved equal. The color selected will be determined by the Government upon award.
2.1.2.4 Purchase and install eight hundred eighty two (882) linear feet of four (6) inch cove base. Purchase and install forty eight (48) linear feet of vinyl edge molding. The color selected will be determined by the Government upon award.
2.1.2.5 Sealing
Purchase and install materials to seal and wax 4963 square feet of commercial grade
VCT Apply a thin coat of sealer with caution to prevent streaking or bleaching of floor surface. This application in preparation for waxing must be according to the manufacturer's recommendations. The stripper, sealer, and wax products used must be compatible for this activity, and wax must be a minimum of 25% solids.
2.1.2.6 Waxing and Buffing
Apply wax in a thin, even coat and machine buff with a high speed buffer immediately after drying. A minimum of three (3) coats of wax will be applied. The room will be empty while applying sealer and wax. Baseboards, walls, furniture and equipment must in no way be splashed, disfigured, or damaged during these operations, but rather, left in a clean condition.
2.1.2 The Contractor shall verify all dimensions listed above. The Government does not guarantee the above dimensions are 100% accurate.
2.1.3 The Contractor shall verify all existing flooring surface conditions in accordance to manufacturer’s recommendations after the removal of existing flooring and before installation of new flooring. If the contractor discovers any issues outside the manufacture’s recommendations, the Contractor most notify the Government before installing new flooring. If the Contractor does not inform the Government of any flooring surface issues before the installation of the new flooring the Contractor will be responsible for any corrections needed to maintain the manufactures warranty and to provide the
Government the desired state of this SOW at no additional cost to the Government.
2.1.4 The Contractor shall conduct a moisture test in accordance with the manufactures recommendation and have it approved by the Government before installing new flooring.
Failure to perform and submit this test to the Government will result in Contractor correcting any deficiencies due to moisture at no additional cost to the Government.
