Key Staff Qualifications Submission Template

This is a Key Staff Desirable Qualifications (KSDQs) worksheet for the State Controller's Office (SCO) RFP Number ESAR90824. The document provides instructions and a template for proposers to demonstrate that their proposed key staff meet specified qualifications related to economic analysis and forecasting work. Proposers must designate key staff members and document their relevant project experience, including project names, client names, contract values, roles, descriptions of experience, and reference contact information for each project. The submission requires proposers to list projects with start dates, end dates, time commitment (hours per week), percentage of time allocation, and total duration in years. A minimum of one project must be provided to satisfy each Key Staff Desirable Qualification, and all experience must have been provided to external clients who can serve as references. Proposers may not use classified projects or those subject to non-disclosure agreements, and experience must involve a minimum of 52 weeks of full-time work (40 hours per week) to equal one year of experience.

The KSDQs are optional and will only be assessed for proposals that pass all Pass/Fail components. Qualifying experience is awarded points and degrees earn five points each, with awarded scores summed to create the final KSDQ Score. Proposers must demonstrate key staff experience in economic analysis, including expertise as economics professors or consultants with ten years of experience in analyzing economic trends, regional economic analysis, and advanced technical data skills in causal modeling and data visualization tools such as Tableau or Power BI. At least one proposed key staff member must hold a master's degree in economics, finance, or public policy, with a doctorate degree listed as a desirable qualification. International degrees require credential evaluation reports from NACES or AICE member organizations. Proposers must contact SCOBids@sco.ca.gov before using current state employees as references to confirm they are not evaluation team members, and may not copy-paste the SCO-provided qualification language into experience descriptions.
