Key Staff Qualifications Submission Document for California State Controller's Office Economic Advisory Services Contract
This is a Key Staff Desirable Qualifications (KSDQs) submission template provided by the California State Controller's Office for the Economic Advisory Services contract (RFP Number ESAR90824). The document establishes evaluation criteria and submission requirements for proposers to demonstrate the qualifications of key staff members who will deliver monthly economic forecasting and advisory services to the State Controller's Office. Proposers must designate up to three key staff members and document their relevant experience through completed project worksheets. The submission template allows proposers to list up to ten projects per key staff member, detailing the project name, client name, contract value, the staff member's role, a description of relevant experience, reference contact information, project start and end dates, time commitment (hours per week), percentage of time allocation, and total duration in years. The Key Staff Desirable Qualifications are optional; however, proposals that pass all Pass/Fail components and include completed KSDQs will receive additional scoring up to a maximum of XX points, with XX points awarded for qualifying experience and 5 points for each relevant degree.
The KSDQs identify four distinct qualification categories for key staff: (a) at least ten years of experience within the past twenty years as a professional economist, professor, consultant, or forecaster with expertise in economic trend analysis and state, federal, and global economic conditions; (b) at least ten years of experience within the past twenty years in regional economic analysis with focus on unique economic sectors, demographic trends, public policies, and econometrics modeling expertise; (c) possession of a doctorate degree in economics, finance, or public policy with required documentation; and (d) two desirable qualifications including experience as an economics professor or adjunct professor and ten years of advanced technical and data skills in causal interface modeling, predictive analysis, and data visualization tools such as Tableau or Power BI. All experience must be with external clients who can serve as references and cannot include work performed within the proposer's own organization. One year of experience is defined as 52 weeks of full-time work at 40 hours per week. Proposers must provide at minimum one project per qualification category and shall not mark projects as classified, confidential, or subject to non-disclosure agreements. Current State employees used as references require prior approval from the SCO Procurement Official at SCOBids@sco.ca.gov to confirm they are not evaluation team members.
