1) SCOPE SUMMARY
Replace all ballistic storefronts to include both UL 752 Level 3 glass and frames in 2 ECP offices, 4 ECP guard shacks, and 1 vehicle inspection office. Repair water damaged drywall and repaint all walls in both Vehicle Inspection Office, and East ECP Office. Replace HVAC in East ECP Office and Vehicle Inspection Office with equivalent units..
At Bldg 1130. 110, and 95 the glass on the gate shacks arc very hard to see out of because the film on the glass has deteriorated over time, as well as being able to sec inside the gate shack which causes a security concern. The Contractor must provide replacement windows and door glazing be done to ensure all windows and doors are adequate for ballistic resistance against Underwriters Laboratories (UL) 752 Level lll at a minimum.
Provide translucent or figured glazing per UFC 4-023-07. Glazing must limit viewing into the facility to the extent possible without restricting views out of the facility during day and night operations. The intent is to reduce the visible signature of security personnel, as seen from the outside of the gatehouse, without reducing the ability of security personnel to see out. The Illuminating Engineering Society of North America (lESNA) Handbook- IO suggests specular-reflecting, low transmission glazing at a tilted angle can be used in the windows to limit view into the guard facilities from the exterior.
Contractor must deliver a complete, fully functional facility with existing construction and replaced glazing constructed together like new

Verify compatibility of existing building utilities with new operating equipment. Coordinate required space, supports, and mechanical and electrical work shown (even if via diagrams) on Drawing Submittals. Follow routing shown for pipes, ducts, and conduit; place runs parallel with building lines. Use space efficiently to maximize accessibility for maintenance and repair for each and every system. Conceal wiring behind finish surfaces and locate fixtures and outlets with finish elements. Coordinate pre-Substantial Completion clean-up in separate building areas.
11 Cutting and Patching: Only employ skilled and experienced workers to cut and patch. Report in writing to the CO wherever cutting and patching might degrade: safety; appearance, structure, weatherproofing, O&M, or separate Contractor or Government construction. Prevent damage to existing and new construction and prepare surfaces to receive patching and finishing. Match new finishes to existing adjacent surfaces unless noted otherwise. Maintain integrity of existing walls, ceilings, or floors; completely seal voids. Refinish entire assemblies and continuous surfaces to nearest intersection. Cut, fit, and patch where required e.g.: mechanical and electrical penetrations; integration of new components with one another or with existing construction;
removal and replacement of defective and non-conforming elements; remove samples for testing.
12 Special Procedures: Employ skilled and experienced tradespersons. Remove debris from open work areas and concealed spaces. Remove, cut, and patch to minimize damage and provide means of restoring products and finishes to original or specified condition. If a change of plane of 1/4 inch or more is discovered, recommend to the CO how to make a smooth transition. Patch or replace existing surfaces damaged during construction.
13 Welding Permits: The Contractor must not cut or weld without first obtaining a welding permit from the Base Fire Department. All fire and safety regulations must be stringently followed. Failure to obtain a welding permit must not cause the extension of the contract performance period.
3) SCHEDULING
01 Develop and Maintain: The Contractor, by mutual assent with the CO, must develop work schedules before NTP issuance. Work progress will be evaluated with the CO, BCE-CM, CEPM, and Contractor in weekly meetings. At one or more of these meetings, the Government may require specific representation (in person, not telecom or video) of Contractor Personnel including Design Professionals or corporate management.
19 May 2021 Page 11 of 26
02 Adhere to Schedule: The Contractor must develop and enforce a practicable work schedule. Project milestones must not be extended to accommodate inadequate personnel. Removal of personnel from the Project must not impede the scheduled work progress.
03 Basic Logistics: Before construction begins, the Contractor, by mutual assent with the CO, must agree to a sequence of procedures including: how to access premises and buildings; location of materials and equipment storage space; delivery of materials and use of delivery routes, approaches, corridors, and stairways. The Government may require the Contractor to revise previous work-phasing schedules.
04 Work Phases: The Government may require work, so far as practicable, be done in separate phases. Phased work areas must be delineated and annotated in the Contractor’s drawings.
05 Work Hours: Normal work hours are Monday through Friday from 7:30am to 4:15pm excepting days observed as Federal Holidays as listed below:

5) MATERIAL & SHOP DRAWING SUBMITTALS
01 Definitions: A submittal is a package of project information, samples, drawings, schedules, certifications, product data, etc., delivered to the Contracting Officer (CO) for Government review or review and approval. A deviation is a submittal with an item not requested in the project documents. The Contractor may only submit a deviation if the item is in agreement with the intent of the project documents, but does not precisely conform to those documents and Contractor requests either substitution or change for the purpose of increasing the quality of the final product. A Submittal or Deviation of a system must be considered as an integrated collection of component parts.
02 Purpose: Submittals allow Government review of Contractor choices ICW the CDs and providing Minimum Installer Qualifications (Section 4.8.1). They also present Contractor’s proposed Deviations, color choices, shop drawings, etc. early enough to have less impact on ordering of materials and products.
03 Accountability: The Contractor is fully responsible for the contents of a submittal. The Contractor by act of submittal certifies that each and every item listed or implied, meets the intent, materiality and requirements of the design, quality, and functionality of the CDs. Neither Contractor furnishing nor Government approval of a submittal either suspends or waives Contractor responsibility for conformance to the CDs.
04 Basic Compliance: Conform to all “Material & Shop Drawing Submittals (M&SD)” requirements of the SOW. Each and every M&SD submittal must be delivered to the CO within 21-days after issuance of NTP- Construction. Each and every tardy submittal must be listed, with its tardiness explained, in writing to the CO. To get Contractor consent, the CO may refuse Progress Payment(s).
05 Submittals must be accurate, easily legible, and detailed for a thorough review. Each and every copy of Product data must clearly identify proposed models, options, and relevant design data including physical, functional, and utility connection requirements. Render manufacturer data specific to this Project.
06 The Contractor must review, approval stamp and sign each and every submittal before delivery to the CO.
Each and every submittal package or shop drawing sheet must bear respective Design Professional (DP) [Designer of Record] license stamps and approval signatures before delivery to the CO. Each and every submittal must be attached to an AF Form 3000. Upon Government review, one copy of each submittal will be returned with its MAS form marked to indicate approval or disapproval.
07 Government Review: Contractor must deliver 4-hard-copies of each submittal and one copy of an electronic submittal in Adobe PDF format that allows Government notes and signature. The Contractor must allow at least 14-days (from date of Govt. receipt) for Government review or review and approval.
08 Submittal Log: During the project design phases, the Contractor must log all required construction submittals by completing a “Schedule of Material Submittals” (AF Form 66). The form must include all submittals necessary to insure the project is built to the satisfaction of CAFB including: shop drawings, manufacturer's literature, product data, certificates of compliance, material samples, finish samples, extensions to the design, guarantees, test results, etc. The CO will provide the Contractor with an AF form 66 template in MS-Excel format. The Contractor must fill-out the template and submit in both electronic and hard-copy format to the CO for review or review and approval by the CEPM within 21 days after issuance of NTP-Construction.
Form 66 will be the first submittal item and must be attached to its own (MAS) form. Delete blank template sheets before submitting Form 66.
09 Proposed Products & Qualified Installers List: Within 28 days after the NTP is issued, submit a list of proposed major products, with manufacturer name, trade name, model or catalog number, and reference standards of each product.
10 Material Approval Submittal (MAS): The CO will provide Contractor with a MAS form template. The MAS “Submission Number” must be the same as its corresponding “Item No.” in the Submittal Log. Each submittal must reference the specifications paragraph or the drawing sheet number where the submittal is required. Clearly mark an MAS form “DEVIATION” for any system or any part thereof to which the Deviation applies. Deviations must be reviewed by the CEPM.
19 May 2021 Page 14 of 26
11 Re-Submittals: Resubmitted MAS forms must bear the original “submission number” with an alphabetic suffix (sequenced for multiple re-submittals). Identify all changes made since the previous submission.
Allow fourteen (14) days for Government review excluding delivery time from and to Contractor.
12 Color & Finish Selections: Submit samples of each and every exterior and interior finish (visible surfaces) including: surfaces, materials, textures, patterns, paint, fixtures, doors and frames, windows, glass and frames, and hardware before ordering or installation. The Contractor must submit to the CEPM samples of each and every available manufacturer color and finish to be used in the project. Submit EACH AND EVERY Color and Finish sample at the same time. Attach to each sample an AF Form 3000 with Project Number, Project Name and Submittal Number. Samples must be the actual material, or actual material coatings bonded to the actual backup material to be installed. Submittals with false or approximate material or color renderings may be rejected. Sample sizes must be sufficient for the CEPM to perceive true colors and patterns. If a submitted material does not meet the design objectives CAFB may reject the product and require a new submittal. Each and every CEPM decision is final. The CEPM keeps one sample of each approved color and finish. Non-compliance with part or whole of this paragraph voids each and every selection, which must be re-submitted, irrespective of prior CEPM approval.
13 Certifications: Submit all Contractor, subcontractor, fabricator, and manufacturer certifications for review or review and approval by the Government. Denote the requirements met or exceeded by the certified element whether material, construction system, portion of work, product, equipment, etc. Include supporting references, data, affidavits, certificates, etc. Certifications may be recent or previous test results on the same provided element, but must be acceptable to Government.
14 Manufacturers Information: For each manufactured product provided in this Project, submit three copies of all manufacturers’ printed instructions for delivery, storage, assembly, installation, adjusting, finishing, and usage to the Government. Submit three copies to the CO of any manufacturer’s field report within 30 days of manufacturer’s field visit and observations.
6) WORK BY GOVERNMENT
The Government may accomplish work using Government or Contractor forces other than those contracted for the Project, and so doing does not breach or violate the Project contract. The Contractor may be required to coordinate work with one or more other Contractors in order to complete the Project
Contractor must bear responsibility for any existing Government material or equipment to be removed and reinstalled. Contractor must protect against damage or loss any government equipment remaining at construction sites. Government equipment damaged or lost while stored or moved by Contractor must be replaced by Contractor with equal or better equipment.
7) PRE-FINAL AND FINAL INSPECTION
01 The Contractor may request a pre-final inspection purposed to obtain Government assistance in identifying potential problems before final inspection. However, discrepancies identified at the pre-final inspection must be completed before the final inspection, unless waived by the CO. Contractor may request separate pre-final inspections for each phase of the work.
02 Contractor must schedule final inspection NOT LATER than the contract completion date unless precluded by government scheduling problems. Before requesting final inspection, Contractor must submit to the CO project close-out documents including: hard-copy and CD-ROM As-Built Drawings, all test and recycling reports, O&M manuals, DD1354 package, and a quality control (QC) report signed by his Quality Control Manager (QCM) listing any discrepancies. Contractor must submit a written request for final inspection to the CO not less than 36 hours before the requested date. The request must also certify the Work is complete according to the CDs and ready for CO review. If the CO approves the request, Submit final Payment Application identifying total adjusted Contract Sum, previous payments and payment remaining due.
03 The QCM, Contractor’s superintendent, and CO will conduct the final inspection. The Contractor must correct discrepancies and punch-list items within the time limit specified by the CO. In undertaking a final inspection, if the Government determines the project unsuitable for final inspection, the CO will end the inspection, and not less than 24-hours must pass before the final is rescheduled. If, due to one or more such terminations, the actual final inspection date is later than the contract completion date, Liquidated
19 May 2021 Page 15 of 26
Damages (LDs) may be assessed before the rescheduled “final” inspection. Contractor must submit each request for rescheduled final inspection in writing to the CO.
04 The BCE-CM and CEPM are the CO Representatives (COR) for technical surveillance of workmanship and inspection of materials for work performed under this contract. This designation in no way authorizes anyone other than the CO to obligate the Government to changes in the terms of the contract. All field changes must be approved by the CO prior to accomplishment. Government inspections or related comments neither constitute QC nor in any way either substitute or supplement Contractor’s QCM responsibility. BCE-CM will conduct inspections, but only the CO may authorize final acceptance.
8) WARRANTY
01 Minimum Installer Qualifications: Each and every warranty item must be provided ICW demonstrated Minimum Installer Qualifications including: manufacturer certification (as required by manufacturer warranty) so the installer is qualified to perform the work.
02 Standard Warranty: Provide a materials and workmanship warranty for all work for not less than one year from time of total project acceptance by the Government.
03 Exceptions to Standard Warranty: When a greater (than Standard) Warranty is required, available, or offered, the Contractor must pass the greater Warranty in full to the Government. A Warranty must not provide less coverage than the Standard Warranty.
04 Contractor and Subcontractors must perform any warranty related work according to all manufacturer specifications and recommendations so as not to reduce or void any warranty. Contractor must transfer all manufacturer warranties to the Government with AF Form 3000 prior to project closeout.
05 Emergency Repair: Failure of any mission essential work under warranty constitutes an emergency, and Contractor must complete corrective repair(s) not later than the date set by the CO. If not timely responsive, the Contractor may be charged for Government to complete repairs.
06 Non-Emergency Repair: Contractor must respond within 48-hours and effect timely corrective action to minimize down-time and mediate inconvenience to CAFB employees. CO’s determination of appropriate time to complete repair(s) governs.
07 Contractor Non-Responsiveness: If Contractor fails to respond to notifications, the CO will find repair methods and seek restitution through legal means, including through Contractor bonding agents.

At the Pre- Construction Conference, the CO will designate a site for this office (not less than 30’ from existing structures). Power must be provided from portable generators. The Contractor must bear liability and defray expenses for the office. Before final inspection, remove the office and restore to its original condition each and every element affected by the office.
02 The Contractor’s office must be a weather tight standard manufactured structure, having color and aesthetics approved by the CEPM, with no patches, broken windows, dirt, rust, etc. It must be secured to a foundation and have a complete skirt. The offices appearance must be clean with steps and landings at each and every entry door.
03 The CO must be able to contact the Contractor (Site Supervisor) any time during normal duty hours.
Contractor must provide CO with an emergency phone number. On-base connections must be approved in advance and may be monitored by the CO.
04 Contractor must constantly maintain the clean and orderly exterior appearance of the office. Trees and shrubs must be kept trimmed and regular mowing must keep grass and other ground cover to not more than 4” height. Clippings or mowing debris must not accumulate.
