About this file
This Statement of Objectives (SOO) from the Air Force Life Cycle Management Center (AFLCMC) seeks commercially available Small Uncrewed Aerial Systems (sUAS) across three weight groups: Group 1 (up to 20 pounds), Group 2 (20-55 pounds), and Group 3 (55-1,320 pounds). The government requires production-ready sUAS solutions deliverable within 6 months of contract award, with key objectives including enhanced operational capabilities, rapid fielding, secure systems, and interoperability.
The SOO specifies detailed requirements for sUAS technologies, emphasizing autonomous capabilities such as flight path planning, area loitering, target tracking, and swarming. Critical performance parameters include robust cybersecurity, reliable command and control, battery power storage, position/navigation/timing (PNT) data, and the ability to support various payload weights and launch methods. Additional requirements cover weather operational thresholds, open architecture interfaces, and potential exportability to approved foreign partners, with constraints mandating compliance with FAA regulations and security standards.

sUAS HARDWARE STATEMENT OF OBJECTIVES (SOO)
1.0 Objective:
The Air Force Life Cycle Management Center (AFLCMC) seeks to identify commercially available or near-commercially available Small Uncrewed Aerial Systems (sUAS), including propulsion systems, to support Group 1 (up to 20 pounds), Group 2 (20-55 pounds), and Group 3 (55-1,320 pounds) sUAS operations. The overarching objective is to assess production-ready sUAS solutions that could be delivered within 6 months of contract award that meet specified performance and system attribute requirements to enhance operational capabilities.
2.0 Desired Outcomes:
The Government desires sUAS solutions that achieve the following outcomes:
• Enhanced Operational Capabilities: Provide warfighters with reliable and effective sUAS platforms for various mission sets.
• Rapid Fielding: Acquire production-ready systems within 6 months to address immediate operational needs.
• Secure and Tamper-Resistant Systems: Ensure the integrity and confidentiality of sUAS operations through robust security and anti-tamper measures.
• Sustainable and Maintainable Systems: Acquire systems with efficient product support and sustainment plans, minimizing lifecycle costs and maximizing operational availability.
• Interoperable and Adaptable Systems: Utilize open architecture interfaces to facilitate integration with existing and future systems and allow for adaptation to evolving mission requirements.
• Exportable Technology: Obtain systems that, where feasible, can be exported to approved foreign partners to enhance coalition operations.
2.1 Key Performance Parameters (KPPs):
The sUAS solutions must meet or exceed the following Key Performance Parameters:
• System Security and Anti-Tamper Protection: Implement robust security measures to protect against unauthorized access, data breaches, and system manipulation.
Attachment 2 - Hardware SOO
• Battery Power Storage Requirements: Meet specified battery power storage requirements to support mission endurance and operational range.
• Cybersecurity: Implement robust cybersecurity measures to protect against cyber threats and vulnerabilities.
• Sustainment: Achieve high operational availability and minimize storage requirements through effective sustainment planning and execution.
• Vehicle Command and Control in Flight: Provide reliable and secure command and control of the sUAS during flight operations.
• Autonomy for Swarming: Enable autonomous swarming capabilities for coordinated operations with multiple sUAS.
• Exportability to Foreign Countries: Design and develop systems that are exportable to approved foreign partners, adhering to all applicable regulations and restrictions.
2.2 Key System Attributes:
The sUAS solutions should possess the following Key System Attributes:
• Autonomy:
o Autonomous flight path planning and execution.
o Autonomous area loitering capabilities.
o Autonomous target identification and tracking.
• Nautical Mile Range: Achieve specified nautical mile range to support mission requirements.
• Payload Weight Capacity: Support specified payload weight capacity to accommodate various sensor and mission equipment.
• Launch: Support various launch methods, including, but not limited to, gravity drop, common launch tube, and ground launch.
• Position/Navigation/Timing (PNT): Provide accurate and reliable PNT data for navigation and situational awareness.
• Data Link and Radio: Establish secure and reliable data links and radio communications.
• Common Control Software (Operator to Operator): Utilize common control software to facilitate operator training and interoperability.
• Weather Operational Thresholds: Operate effectively within specified weather conditions.
• Open Architecture Interface: Utilize open architecture interfaces to facilitate integration with other systems.
• Survivability in Wartime Environment: Enhance survivability in a wartime environment through design features and operational tactics.
3.0 Constraints:
• Production-ready systems must be available within 6 months of contract award.
• Systems must adhere to all applicable FAA regulations and safety standards.
• Offerors must comply with all applicable security requirements.
