1. ASTM D1500 – Standard Test Method for ASTM Color of Petroleum Products

(ASTM Color Scale)

2. ASTM D6304 – Standard Test Method for Determination of Water in Petroleum

Products, Lubricating Oils, and Additives by Coulometric Karl Fischer Titration

3. ASTM D445 – Standard Test Method for Kinematic Viscosity of Transparent and

Opaque Liquids (and Calculation of Dynamic Viscosity)

4. ASTM D974 – Standard Test Method for Acid and Base Number by Color-

Indicator Titration

5. ASTM D5185 – Standard Test Method for Multielement Determination of Used and Unused Lubricating Oils and Base Oils by Inductively Coupled Plasma Atomic Emission Spectrometry (ICP-AES)

6. ASTM D7843 – Standard Test Method for Measurement of Lubricant Generated Insoluble Color Bodies in In-Service Turbine Oils using Membrane Patch Colorimetry

7. ASTM D6971 – Standard Test Method for Measurement of Hindered Phenolic and Aromatic Amine Antioxidant Content in Non-zinc Turbine Oils by Linear Sweep Voltammetry

8. ASTM D665 – Standard Test Method for Rust-Preventing Characteristics of Inhibited Mineral Oil in the Presence of Water

B. International Organization for Standardization (ISO)

1. ISO 4406 – Hydraulic fluid power — Fluids — Method for coding the level of contamination by solid particles

1.05 SUBMITTALS

A. General:

1. Prepare in English.

2. Submit via email to the COR.

3. Units: US customary

4. All submittals will become the property of the Government at the time they are submitted to the TPOC.

B. RSN 001, Oil Analysis Report

1. The vendor shall supply an analytical report for each sample.

2. All reports shall show the results of current tests.

3. Particle counts shall be noted in compliance with ISO 4406.

4. All reports shall show historical trends of all measured parameters from the same sample point.

1.06 QUALIFICATIONS

A. Laboratory:

1. The vendor’s laboratory shall be accredited in accordance with ISO/IEC 17025 for all tests performed under this Blanket Purchase Agreement.

2. The vendor’s laboratory shall possess all equipment required to perform the analysis which is contemplated under this contract.

2.02 GOVERNMENT FURNISHED EQUIPMENT, MATERIAL, AND UTILITIES

A. Used oil samples

1. The COR will ship used oil samples to the vendor for analysis.

2. All used oil samples will become the property of the vendor when the samples are delivered to the vendor.

2.03 WORK SCOPE

A. The COR will specify performance of Test Slate A or B on the sample analysis letter which will accompany each shipment of oil samples to the vendor.

B. The vendor shall provide the following supplies:

1. Sample containers and labels.

a. Containers shall be ISO super clean

b. Labels may be supplied separately from the containers.

C. The vendor shall self-perform one of the following services:

1. Perform Test Slate A which consists of the tests below:

a. Color test per ASTM D1500

b. Karl Fischer water content per ASTM D6304

c. Viscosity in centistokes at 40 degrees Celsius per ASTM D445

d. Total Acid Number per ASTM D974

e. Particle count by laser or optical count

f. Elemental analysis per ASTM D5185

2. Perform Test Slate B which consists of the tests below:

a. Test Slate A

b. Varnish potential

c. Membrane Patch Colorimetry per ASTM D7843

d. Measurement of oxidation stability according to ASTM D6971 for hindered Phenolic and aromatic amine antioxidant content

e. Rust preventative characteristics per ASTM D665
