About this file
This document is a Performance Work Statement (PWS) for the production and sustainment support of Sniper ATP, LANTIRN, and IRST/Legion Foreign Military Sales (FMS) and USAF requirements. The PWS describes the services required to provide and sustain these targeting and navigation systems, including depot-level repair and return, data, program support, depot lay-in, program reviews, and on-call technical support.
The PWS establishes Lockheed Martin Missiles and Fire Control as the Source of Repair for over 20 international air forces. The contract has a 7-year duration with a 3-year base period and one 4-year option. It includes both production and sustainment requirements, with sustainment commencing in April 2027. The PWS details the technical requirements for manufacturing, testing, and delivering the various pods, containers, spares, software, integration support, and other related items. It also covers the sustainment activities such as repair and return, depot lay-in, and program management. Performance thresholds and metrics are specified for both production and sustainment.

1.0 Description of Services
Objective(s): This Performance Work Statement (PWS) describes the services required to provide and sustain the Low Altitude Navigation and Targeting Infrared for Night (LANTIRN), the Sniper Advanced Targeting Pod (ATP) system and the Legion/Infrared Search and Track (IRST) system. The PWS also establishes Lockheed Martin Missiles and Fire Control, hereafter referred to as Contractor, as the Source of Repair for the following countries, but is not all inclusive: Bahrain, Belgium, Bulgaria, Colombia, Egypt, Indonesia, Iraq, Jordan, Korea, Kuwait, Morocco, Oman, Pakistan, Poland, Qatar, Romania, Saudi, Slovakia, Taiwan, Thailand, and Turkiye. The sustaining activities shall include but are not limited to accomplishing Line Replaceable Units (LRU) Depot-level Repair and Return, Data, Program Support, Depot Lay-In, Program Reviews, and On-Call Technical Support. “The duration of this ID/IQ contract is seven (7) years with a base three-year period and one option period with four one-year ordering periods. The weapon systems this contract will support are F-16, F-15, F-18 and FA50. This contract encompasses both production and sustainment requirements; however, sustainment will not commence until 1 Apr 2027, as pricing is already available in FA8540-22-D-0001.
1.1. The Contractor shall provide the necessary resources required for the management, fabrication, upgrade/retrofit, integration support, testing and shipping of its Non-Developmental Item (NDI) ATP System, LANTIRN Navigation Pod and IRST as it relates to the requirements document associated with each specific delivery order (DO) placed under this IDIQ contract.
1.2. Benefit to the United States: This acquisition will benefit FMS/USAF customers by providing a 7-year contract solution for the Production and Sustainment of Sniper ATP, LANTIRN and Legion/IRST Pods. The FMS program is part of security assistance authorized by the Arms Export Control Act (AECA). It is a fundamental United States (U.S.) foreign policy tool. Under Section 3, of the AECA, the U.S. may sell defense articles and services to foreign countries and international organizations when it is determined to strengthen the security of the U.S. and promote world peace.
1.3. Background
1.3.1. Sniper/LANTRIN/IRST are the most widely deployed targeting/navigation systems for fixed-wing aircraft in use by the United States Air Force (USAF) and are also the targeting system of choice for more than 20 international air forces. In addition to fulfilling precision strike mission requirements, these systems are changing the way armed forces operate in theater with new capabilities to meet the challenges of non-traditional intelligence, surveillance, and reconnaissance.
1.3.2. Sniper/LANTIRN/IRST provides mission-critical targeting capabilities for aircrew survivability and mission success. Sniper/LANTRIN/IRST specialize in long-range target detection/identification, continuous surveillance, and navigation for all missions, including close air support of ground forces. Imagery, video datalink, and J-series weapons-quality coordinates and enhances the warfighter’s ability to rapidly detect, analyze, and target air and ground targets while keeping aircrews out of the range of threats. LANTRIN provides low altitude navigation capabilities using terrain following radar.

4.4.1. LRU Repair
The Contractor shall perform all actions necessary to return the items shown in Appendix 7 & 8 of this PWS to a serviceable condition that meets the requirements of Supply Condition Code “A” which is defined as issuable without qualification with new, used, repaired, or reconditioned material. The Turn Around Time (TAT) requirements for all assets shall be IAW Appendix7 & 8 for each item identified, with an aggregate performance of at least 10% less than the times shown calculated annually at the end of each contract year, and with no single item exceeding 150% of the time shown or time shown plus 60 days whichever is less. For Sniper and LANTIRN, the calendar days will be measured from the date the item is inducted by the Contractor at its Warner Robins, GA repair location until Depot Repair Form (DRF) closure. For IRST, the calendar days will be measured from the date the item is received by the Contractor at its Orlando, FL repair location until Depot Repair Form (DRF) closure. In the event an item is awaiting funding, the TAT will be measured upon the induction date.
Early delivery is authorized. Partial Shipments are authorized.
Performance bands have been established to assess the Contractor’s TATs:
≥ 90% = Satisfactory 75% < TAT < 90% = Very Good TAT ≤ 75% = Excellent TAT requirements are identified in PWS Appendix 8. The TAT will be calculated annually at the end of each contract year for all countries and all repairs inducted in that year.
