About this file
This document establishes mandatory requirements for the procurement of a complete Water Well Drilling Machine System designed for deployment and operation in remote island environments. The system must be fully operational and include a Prime Mover Tractor Rig, Drill Trailer, Mud Recycling System, Rig Tender Truck, Drill Site Tender Trailer, and all associated components with equivalent or superior capabilities.
The drilling system must be capable of both air and mud rotary drilling to 1,500 feet total depth with a minimum borehole diameter of 12¼ inches and hoisting capability of at least 50,000 pounds. The entire system must be air transportable via C-17 or C-5 aircraft with drive-on/drive-off loading capability without external material handling equipment, compliant with MIL-STD-1791 and MIL-STD-209. All diesel engines must be Tier 3 "Export Engines" capable of operating worldwide without Ultra-Low Sulfur Diesel—a non-waivable requirement. The system requires maximum manufacturer corrosion protection with a minimum five-year life expectancy, painted Desert Sand (No. 30313 FED-STD-595), and must support continuous operations for 30 hours without servicing except refueling, including integrated support equipment such as welder and fluid transport.
Specific component requirements include: Prime Mover with 275-350 HP Tier 3 Diesel Export Engine and all-wheel drive; Drill Rig Engine with 375 HP; Top Head Drive with 70,000 in-lb torque and 0-120 RPM variable rotation; Mast with 100,000 lbs minimum capacity; Feed System with 50,000 lbs pullback and 25,000 lbs down pressure; Mud Recycling System with 500 GPM processing and 2,500-gallon tank powered by Tier 3 Final diesel generator; Auxiliary Air Compressor rated 900 CFM @ 500 PSI and 1150 CFM @ 350 PSI; Rig Tender Truck with 2,000-gallon water tank, 230-gallon fuel capacity, 14,000 lbs crane, 250-amp welder, 20,000 lb winch, and 33-ton towing capacity; Drill Site Tender Trailer with 30,000 lbs GVWR and 20 ft x 8 ft flatbed; Grout Machine rated 0-30 GPM at 500 PSI with 1,000-foot hose reel capacity; and Duplex Mud Pump rated 300 GPM at 400 PSI, rig-mounted.
Required vendor deliverables at time of delivery include minimum 40 hours on-site operator training and 40 hours maintenance training (with transportation in accordance with Joint Federal Travel Regulation), one complete hard copy and one electronic IPDF set of all operator, parts, and service manuals for every component and engine, all diagnostic software and devices compatible with Windows 10 (64-bit) and free of vulnerabilities, comprehensive warranty covering all components for 24 months or 1,000 operating hours whichever comes first, application of standard military data plates with nomenclature and serial numbers, and export lift kits for both the rig tender truck and drill site tender trailer to facilitate overseas shipment.

Mandatory Requirements for the Well Drilling Rig
I. Core System Capabilities & Operational Requirements
These high-level requirements are critical for deployment and operation in remote island environments.
• Complete Drilling System: The procurement is for a complete, fully operational Water Well Drilling Machine System. This includes the Prime Mover Tractor Rig, Drill Trailer, Mud Recycling System, Rig Tender Truck, Drill Site Tender Trailer, and all other specified components or drilling system with same or better capabilities.
• Drilling Performance:
• Capable of both air and mud rotary drilling to a total depth (TD) of 1,500 feet.
• Minimum borehole diameter of 12 ¼ inches to total depth.
• Hoisting capability of at least 50,000 lbs.
• Air Transportability:
• The entire system must be air transportable via C-17 or C-5 aircraft.
• Must support drive-on/drive-off loading without the use of external material handling equipment or approach shoring.
• Major components (e.g., mast, mud pump) shall not require removal for air transport. Compliance with MIL-STD-1791 and MIL-STD-209 is required.
• Engine Type: All diesel engines must be "Export Engines" (Tier 3 Diesel or equivalent) capable of operating worldwide without Ultra-Low Sulfur Diesel (ULSD). This is a mandatory requirement with no exceptions.
• Corrosion Protection: The system must feature the manufacturer's maximum corrosion/rustproof protection package, with a minimum 5-year life expectancy. All components must be painted Desert Sand (No. 30313 FED-STD-595).
• Self-Sufficiency: Capable of continuous operations for a minimum of 30 hours without servicing, other than refueling. The system must include integrated support equipment like a welder, toolboxes, and fluid transport (water/fuel).
• Spare Parts: Include any expected replacement parts for a repair kit that are likely to fail over time.
II. Salient Characteristics (by Component)
The following are mandatory minimum specifications for the major components of the system.
