Statement of Work Goose Herding Service Background The National Institute of Standards and Technology (NIST), Office of Facilities and Property Management (OFPM), Grounds Service and Support shop provides wildlife management services on the Gaithersburg campus. As part this service Grounds Shop employees addle goose eggs, remove goose nests in problem areas, and clean walkways of goose droppings around campus. Six or more years ago, NIST contracted the services of a goose herding company which used dogs to herd geese and chase them off property. The dog is seen as predator by the geese which encourages them to leave the property and perceive the area as unsafe. The herding dogs do not harm the geese and are very effective at reducing the number of both resident and migrating geese on a property. The objective of this service will be to reduce the number of geese on the property which is currently between 500 and 1000 depending on the time of year to under 100 geese. These geese will be steered towards the pond areas and wet land areas on campus and away from buildings and public spaces.
Objectives The objective of this contract is to reduce the number of resident and migrating geese on the NIST campus. Remaining goose population should be restricted to pond and wet land areas to the extent possible. Geese are to be deterred from gathering around building and in fields adjacent to building to minimize goose and people interactions, as well as to reduce the amount goose dropping left on walkways by their use of these areas. The end goal of this contract is to get the goose population down to 100 or fewer geese site wide.
Period of Performance
| Base year: | 8/1/2022 – 7/31/2023 |
| Option year 1: | 8/1/2023 – 7/31/2024 |
| Option year 2: | 8/1/2024 – 7/31/2025 |
| Option year 3: | 8/1/2025 – 7/31/2026 |
| Option year 4: | 8/1/2026 – 7/31/2027 |
Scope Contractor shall supply an experienced dog handler, and a dog trained in herding geese. The herding dog must be trained in basic obedience, herding of geese without harm to the geese, swimming and chasing geese from ponds, be responsive to the handlers’ commands through verbal, signal, or sound commands, and well socialized for interaction with people on the NIST campus. The herding dog must also be trained to not chase other wildlife, such as deer, squirrels, fox, ground hogs, raccoons, or other wildlife that maybe encountered on the NIST campus. Handlers may use other means of geese deterrents such as kayaks in ponds to chase geese, remote control boats to chase geese, flashing lights (lasers must be approved by NIST safety before use), and sound devices if they do not create a public nuisance to adjacent properties.
The Contractor’s objectives are to restrict geese to the areas immediately surrounding the ponds and wetland areas to minimize goose/staff interactions around all building, walkways, and parking lots, and to reduce the site-wide population to 100 or fewer Canadian geese.
Herding services shall be conducted randomly on a weekly basis from several times a day to several times per week based on seasonal and migratory waterfowl patterns, nesting periods, and or nuisance activities. Regular and consistent work sessions will be counterproductive to the program’s success, variable numbers of sessions at randomly selected times each day is expected to be more effective. The Contactor will be permitted unrestricted access on NIST’s Gaithersburg campus seven days a week from 6:00am to 10:00pm. The Contractor will not have access to any NIST buildings. Contractor must check in with the COR or their designated representative when on campus, or they can provide a GPS log by email for the time they are on campus.
Contractor will provide emergency call back service a minimum of six times per year at no additional cost. Calls backs must be responded to within two hours.
Contractor shall provide a monthly activity report with their monthly invoice which includes number of visits, and methods used to deter geese populations on campus during that month. Contractor shall also provide a report of the estimated goose population at the beginning of the first year’s contract period, at the six-month mark in the contract period, and at the end of the first year of the contract period. If the contract is renewed by NIST the contractor will submit a six month and year end estimated population report for each year of the contract is renewed.
The Contractor shall be responsible for the safety of the dog and staff when working near buildings, sidewalks, parking lots, and roads. Peak traffic hours on NIST’s campus are from 6:30am to 9:30am, 11:30am to 1:00pm, and from 4:00pm to 6:00pm.
The Contractor shall permit the COR to periodically accompany them during herding sessions. Contractor shall permit other observers during herding sessions periodically as arranged by the COR.
The contractor shall have sole ownership and responsibility for the dog(s) employed in this service. Contractor must have a dog available to meet the requirements of this contract at all times. Contractor is responsible for all shelter, care, transportation, veterinary services, and insurance.
