About this file

This document summarizes a special notice for a sole source federal contract opportunity and related specifications document. The U.S. Naval Research Laboratory requires a 3-band multispectral light detection and ranging system from Teledyne Digital Imaging, also known as Teledyne Optech. The system must have three active imaging channels at 532 nm, 1064 nm, and 1550 nm wavelengths to map complex environments during day or night operations from 300-2000 meters above ground level. The delivery date is within six months. Responsible sources have five business days to submit capability statements for consideration, though sole source award to Teledyne Optech is proposed. The specifications document provides further details on the required field of view, point density, and software deliverables to support a research instrument.

Light Detection and Ranging (LiDAR) System

Salient Characteristics

The U.S. Naval Research Laboratory (NRL) has a requirement to procure a 3-band multispectral

Light Detection and Ranging (LiDAR) System, at-factory 18-month hardware and software warranty and support to include professional services including delivery, configuration and processing training. NRL Code 5600, Optical Science Division, carries out a variety of research, development, and application-oriented activities in the generation, propagation, detection, and use of radiation in the wavelength region between near-ultraviolet and far-infrared wavelengths.

In addition, Code 5600 studies quantum optics, laser physics, optical waveguide, and last but not least fiber-optic sensor systems. The procurement for a LiDAR System will equip Code 5600 to remotely sense and/or capture information about natural and manmade environments with accuracy, precision and flexibility to record things we can use to estimate conditions and describe the environments. The LiDAR System enables high-quality data in complex environments for discriminating surveyors.

The components of the system includes: a 3-band multispectral lidar sensor, a flight management system, a 10” external control rack, an integrated Phase One camera iXM-RS100RF RGB and controller, 3 IWR-3 intelligent waveform recorders, a GSM-3000 gyro stabilized mount, a gyro stabilized mount kit, Airborne Laser Terrain Mapper (ALTM) bundled software package, system documentation, ruggedized sensor transport cases, at-factory 18-month hardware/software warranty and support, in addition to professional services including delivery, configuration/operation and processing training. The delivery is required as soon as possible (six months or less). The professional services will be performed on-site at NRL, with processing training performed on-site and/or virtually.

Description:

3-band short-wave and visible airborne full waveform LiDAR System

Three active imaging channels at 532 nm, 1064 n, and 1550 nm wavelengths;

With operating altitudes for topographic applications at 300-2000 m Above Ground

Level (AGL) for all channels;

Effective Programmed Ribosomal Frameshifting (PRF) that is programmable, 50-300 kHz per channel;

Programmable scan angle, 0-60 degree maximum;

Swath width 0-115% of AGL.

Specialize Performance:

Field of view: Programmable scan angle, 0-60 degree maximum; Swath width 0-115% of AGL

Operational range: 300-2000 m AGL for all channels

Point density: >15 pts/m2 for 532 nm; >45 pts/m2 for 1064nm and 1550 nm channels

Which type of lidar is required red or green: Three active imaging channels at 532 nm, 1064 nm, and 1550 nm wavelengths

Complete solution with point cloud data and post processing software.

The above specialize performance requires the flexibility for a research instrument to adjust and tune parameters to specific scenarios and vary the operation of the device as needed. Part of

NRL’s research entails different number of lidar points/area and these adjustable parameters helps to explore the whole spectrum of sensitivity, SNR, detectability that the customer needs as they test against different targets in different applications.
