About this file

This is an equipment specification form for a Side-By-Side/UTV vehicle being requested by the R1-MT-FNF Flathead Hotshots for delivery to Hungry Horse, MT. The vehicle will serve as an advanced reconnaissance and re-supply vehicle for use during emergency fire incidents over rough terrain in dusty, smoky conditions.

The specifications require a 2-seat UTV with a naturally aspirated engine between 970cc-2000cc producing 125-250hp, selectable 2x4/4x4 drive with front differential locker, and manual shift transmission with high/low selection. Key requirements include: minimum 18" suspension travel front and rear, coil-over adjustable shocks, 300lb minimum cargo box capacity, 700lb minimum total payload capacity, dimensions between 60-78" width and 120-142" length, 15" minimum ground clearance, ROPS safety system, and 3-point seatbelts. Additional preferred equipment includes a metal roof, winch, and full-length HMW plastic skid plate. The specifications align with the 2020 Wildland Fire Off-Highway Vehicle Standard from the US Forest Service, and the agency indicates a sole-source brand/vendor replacement may be justified for cost savings on parts, transportation, and outfitting.

Flathead Hotshots

Advanced Recon/Scout Vehicle

The Flathead Hotshots are requesting the advanced recon vehicle specifications for replacement in kind of our current advanced recon vehicle. The specifications written for the replacement are commensurate with the mission and need for the mission of the modern IHC operational expectations.

Certain specifics follow:

Engine Displacement: 970 cc or greater for reliable torque specs for steep terrain and loose ground.

Gear Train: 4 wheel drive mandatory with a CVT drive system WITHOUT paddle shifters for reliable and dependable automatic gear selection. Driving parameters off road historically are not conducive to having to manually select the gears for operation.

Suspension: Minimum ground clearance of 15 inches and a suspension travel of 18 inches for the capacity to get over obstacles that routinely present on average fireground incursions. It is the suspension travel and articulation of the shocks and suspension system that provides this capacity.

More suspension travel is better and safer for allowing the vehicle to safely traverse the landscape in particular at low speeds in high torque measure as we most commonly encounter.

The vehicle standards for replacement are in alignment with the specifications released in the 2020 Wildland Fire Off-Highway Vehicle (OHV) Standard release by the US Forest Service National Technology and Development Program section 7.

Considering the nature of this replacement acquisition we feel that a sole source brand/ vendor replacement is justified as a significant cost savings to government in parts, transportation (trailer configuration and tie down), fabrication outfitting, and other options available.
