STATEMENT OF WORK

Organization: DOI Office of Law Enforcement and Security / U.S. Department of the Interior Museum

Project Name: Interior Museum Self-Service Modular Locker Project

Project Objective:

The purpose of this project is to provide and install lockers on-site near the entrance to the Interior Museum. The lockers are for use by visitors to the Museum and those attending the Museum’s staff-led Murals Tours. The lockers will provide museum visitors with a temporary, secure location to store backpacks, bags, coats, etcetera. The lockers will be secured via a digital keypad that can be reset, by visitors and staff, for repeat use. The primary purpose for these lockers is to decrease the likelihood of vandalization to the Museum and its exhibits by reducing the possibility of a visitor bringing concealed destructive materials or objects into the museum.

The secondary purpose being for the convenience of the visitors.

Background:

Some climate activist groups have employed disruptive but non-violent tactics to draw public attention to environmental issues. In 2022, a new disruptive tactic emerged: vandalizing art and museums. The activists responsible for such tactics underestimate the fragility of the museum objects targeted. Such acts of vandalism can cause permanent harm or destruction of museum property or, at best, cost the government large sums of money to repair the damage.

The inclusion of these lockers to the Museum’s security operations is another step taken toward the long-term preservation of irreplaceable cultural heritage property.

Project Description:

The self-service lockers will have an attractive appearance that will make a positive impression on guests to the Interior Museum and the Stewart Lee Udall Department of the Interior Building.

The lockers will feature a sleek construction with concealed hinges and full overlay woodgrain doors matching the aesthetic of the Museum’s Moran Gallery.

The lockers will be faced with a Cherry Wood Veneer on the doors, sloped top, and side panels.

The Cherry Wood Veneer will be stained to closely match the Cherry Wood Benches in Interior Museum’s Thomas Moran Gallery. The vendor will supply a sample of the wood veneer to Museum staff for review and approval. The modular locker configuration will include four locker sections with four tiers of 12” wide, 18” high, 18” deep, one locker section with three tiers of 15” wide, 24” high, 18” deep, and one locker section with two tiers of 15” wide, 36” high, 18” deep. The lockers shall not be secured by drilling anchors into the marble floor or walls. The lockers will be secured to a stable raised 4” base that is flush to the ground to prevent items from getting under the unit. The lockers will also be capped with a sloped top to prevent dust accumulation or storage of items on top of lockers. The vendor will perform a site visit, prior to construction of the lockers, to confirm dimensions are correct and to account for any necessary corrections.

The lockers will be equipped with a user-friendly electronic keypad that allowing users to create a single-use 4-digit PIN code to secure the locker. The electronic keypads will have a master key allowing authorized DOI staff to access the lockers. The keypads will run on batteries, not requiring any data ports or power cords, and must be able to be opened by authorized DOI staff should the user forget the PIN or the battery becomes depleted.

Loading Dock and Ramp Restrictions:

The loading dock is accessible from 18th Street via Ramp D.

The loading dock cannot accommodate tractor trailers. Deliveries may be made by trucks up to 26' in length and 13' in height. Parking at the loading dock is limited to deliveries only and extended parking is not allowed.

Delivery Hours:

7:30 AM to 4:30 PM – Monday through Friday excluding Federal Holidays.

Deliverables:

• A digital drawing of the lockers with all measurements detailed and a list of all materials to be used prior to construction.

• A timeline for installation

• One (1) contiguous set of lockers that has the following elements:

o Four (4) 72” tall locker sections with four tiers of 12” wide, 18” high, 18” deep with Cherry Wood Veneer doors o One (1) 72” tall locker section with three tiers of 15” wide, 24” high, 18” deep with Cherry Wood Veneer doors o One (1) 72” tall locker section with two tiers of 15” wide, 36” high, 18” deep with Cherry Wood Veneer doors o One (1) 78” wide, 4” high, 18” deep black or similar dark color powder coated metal locker base flush to the floor.

o One (1) 78” wide, 18” deep Cherry Wood Veneer sloped top.

o Two (2) 80” tall (left and right) side panels with taper matching end locker and sloped top.

o Twenty-one (21) battery powered electronic keypad locks, black or similar dark color.

o Twenty-one (21) durable exterior number tags for identifying individual lockers.

o Twenty-one (21) durable operation instruction labels affixed to the interior of the lockers.

• Delivery of all materials to the Udall Building

• A digital file and printed hardcopy user manual that contains directions for using and resetting the digital keypad, replacement of batteries, cleaning, and general maintenance of the lockers.

Warranty: Must be at least one year on parts, materials, and workmanship.
