ROAD MAINTENANCE

STATEMENT OF WORK

110 - Scope of Work

a. The Contractor shall provide any and all equipment, labor, materials, tools, supervision, equipment including safety and other incidentals necessary to perform all work for the maintenance activities located within the boundaries of the National Forests in Alabama in accordance with the specification, exhibits and clauses contained or referenced herein. The work consists of routine maintenance activities normally associated with gravel and native-surfaced single and double-lane roads. Specifications that are referenced by other specifications are not listed below but are still applicable. Any specifications referenced by the supplemental specifications shall be applicable to this contract.

120 – Location and Description of Work All work to be accomplished is located within the boundaries of the National Forests in Alabama, comprised of the Oakmulgee, Shoal Creek and Talladega Ranger Districts of the Talladega National Forest, the Bankhead National Forest, the Conecuh National Forest, and the Tuskegee National Forest. A detailed map showing the specific locations of all roads may be viewed by prospective bidders at each district office.

The work consists of routine maintenance activities normally associated with gravel and native-surfaced single and double-lane roads.

130 - Schedule of Work

Task Orders may be placed throughout the fiscal year; however, primary orders for services will be placed during the periods of September 16 2022 through September 15 2027 and in accordance with each option year.

Refer to Schedule of Items for ordering procedures and restrictions.

Delivery orders issued by the government will detail the roads to be serviced, the services to be provided, and the order in which performance is required, if applicable. Actual mileage of services ordered will depend on existing conditions at the time of Government inspection.

140 - Equipment Requirements and Transportation

All equipment proposed to be used for performance of the work shall be of the size, type, and in such condition to properly pursue the requirements of this contract. The Contractor's proposed equipment shall be made available to the Contracting Officer's Representative (COR) for inspection prior to award of the contract. If at any time during the course of this contract any equipment is deemed unsatisfactory, the Contracting Officer may order removal and may require a satisfactory replacement, at the contractor's expense. Any movement or transportation of equipment to or from the work area(s) required to pursue the work, or for Contractor's convenience shall be at the Contractor's expense. The contractor’s equipment shall be washed before transporting to or between any districts of the National Forests in Alabama to perform work under this contract.

The equipment shall be made available for inspection by the Government to ensure no dirt, grass or weeds are present before work commences.

150 - Public Safety and Traffic Control

The Contractor shall exercise caution and care while pursuing the work to prevent unnecessary conflict with, or potential hazard to road users.

The Contractor shall post warning signs with flags on each end of the section of road being worked. Signs shall be of the size, quantity and colors as required in the current edition of the “Manual of Uniform Traffic Control Devices”, (MUTCD). A copy of MUTCD is located in each District Rangers office and may be available to the Contractor for in-office reference on request. These signs shall be moved as needed to properly delineate and identify the section of road being maintained. At no time shall these signs be more than 2 miles from operating equipment and shall be in place only when equipment or personnel are actually performing operations. All slow-moving equipment shall have a reflectorized “slow moving” vehicle emblem properly attached.

All work shall be scheduled so that at the end of the workday, the road is passable for the type of traffic normally using the road. If, for any reason, traffic hazards are left adjacent to the road after normal work period, they shall be properly signed as hazards and visibly illuminated at night.

Segments of unfinished work, which may present a hazard to road users, shall not be left in the roadway overnight, during weekends or holidays.

160 - Accomplishment Records and Reports

The contractor shall maintain records of accomplishment using the form shown in Exhibit B. These records shall be delivered to the Contracting officers Representative weekly. No payment shall be made prior to receipt of the records and acceptance of the work performed.

Graphic definitions of road structural terms are shown in Exhibit A.

220 - Maintenance Activities

ALL maintenance work under this contract shall be performed in accordance with the requirements of the Maintenance Activities herein specified. Only those operations indicated by activity coded in the bid schedule and the activities schedule pertain to this contract.

230 - Soil Moisture Conditions

Suitable moisture conditions for surface blading shall be from five (5) to fifteen (15) percent by weight. Unless authorized by the Contracting Officer's Representative, no finish operations (surface blading, roller compacting) shall be performed while moisture content is outside this range.

ROAD MAINTENANCE ACTIVITIES

Activity Code: 209 Activity: LOAD, HAUL, AND PLACE MATERIALS (Backfill and Clay gravel): Place backfill layers evenly on all sides of the structure. Extend each layer to the limits of the excavation or natural ground. Place backfill material in compacted layers not exceeding 6 inches (150 millimeters) in depth. Do not place backfill material against concrete until 80 percent of the design strength is achieved. Compact each layer according to Subsection 301E in FP-14.

(a) Pipe culverts. Backfill according to one of the following:

(1) Pipe culverts. Place and compact backfill material in evenly balanced layers on each side of the pipe to a height of 12 inches (300 millimeters) above the top of the pipe culvert.

Complete backfilling to the top of the trench. Place and compact backfill material in the trench in layers not exceeding 6 inches (150 millimeters) in depth according to Subsection 301E.

(2) Pipe culverts with lean concrete backfill. Place and anchor pipe to prevent floating and movement. Backfill using lean concrete according to Section 614 in

FP-14.

(b) Structural plate structures. Place and compact backfill material to a height of 12 inches (300 millimeters) above the top of the structural plate structure. When applicable, complete backfilling and compacting according to Subsection 204.10.

Method of Measurement: Measurement shall be made by the cubic yards. Payment shall be made after inspection and acceptance under cubic yards pay unit.

Activity Code: 251 Activity: Place rip-rap. This work consists of furnishing, hauling, and placing of Class I rip-rap for bank protection, slope protection, drainage structure, erosion control, and other locations as specified in the task order. The cost of excavation, embankment and haul required for placement of rip-rap is incidental to pay item 251. When required by COR, stone from the project site may be utilized.

Method of Measurement: Measurement shall be made by the ton in the hauling vehicle. Payment shall be made after inspection and acceptance by the ton using weight tickets certified and signed by a State approved Weight Master.

Activity Code: 302 Activity RESURFACING: This work consists of furnishing and placing crushed aggregate for bedding, backfill, and roadway aggregates on a prepared surface

Method of Measurement: Measurement shall be made by the cubic yard Payment shall be made after inspection and acceptance under cubic yards pay unit.

302.03 Preparing Surface.

(a) Roadway aggregate. Prepare the surface on which the aggregate course is placed according to Section 303.

(b) Bedding and backfill aggregate. Shape, compact, and finish the surface to the required lines, grade, elevation, and cross-section according to Section 209.

302.04 Placing Crushed Aggregate.

(a) Roadway aggregate. Mix the aggregate and adjust the moisture content to obtain a uniform mixture. Adjust the moisture content to obtain proper compaction. Spread and shape in uniform layers not to exceed 6 inches (150 millimeters) compacted thickness.

Where more than one layer is necessary, compact the underlying layer according to Subsection 302.05.

(b) Bedding and backfill aggregate. Place and shape the mixture in layers that, when compacted, do not exceed 6 inches (150 millimeters) in depth.

302.05 Compacting and Finishing Crushed Aggregate.

(a) Roadway aggregate. When no compaction method is specified, use either method. Finish surface according to Subsection 301.06.

(1) Method 1. Compact each layer according to Subsection 204.11(a). Roll from the sides to the center, parallel to the centerline of the road. Compact the material along curbs, headers, walls, and places not accessible to a roller with approved tampers or compactors.

Compactive effort may be decreased if in-place densities show that less compactive effort is required under Method 2.

(2) Method 2. Compact each layer according to Subsection 301.05.

(b) Bedding and backfill aggregate. Compact each layer according to Subsection 209.10.

Activity Code: 813 Activity SPOT SURFACING: Load, haul, and place surface material to repair or stabilize road surfaces.

A. Spot surfacing is complete when the designated quantity of the ordered material has been placed.

B. All materials transported onto National Forest System land will be weed-free.

Written documentation of methods used to determine the weed-free status of any and all materials furnished by the contractor will be furnished to the Contracting Officer before transport of any materials onto National Forest System land.

TEHCNICAL SPECIFICATIONS

This activity consists of replacement of aggregate surfaces lost due to surface failure, traffic wear or erosion. The work includes preparation of the existing roadbed, furnishing, loading, hauling and spreading aggregate material and finished blading, as described in specifications. The task order will delineate the location of the necessary work and establish quantities of work required.

Surface replacement for road segments shall be performed by cutting out, all damaged areas of the surface, and working aggregate material smoothly over the entire riding surface width. Avoid disturbing base or subgrade material during the placement of aggregate material. All roads to receive aggregate surfacing shall have the new aggregate deposited in the section being worked, mixed when required, and shaped to achieve proper grade, thickness and template as directed by the COR. Aggregate surface material shall not be allowed to remain in ditch lines. Aggregate surface material shall be compacted by operating the hauling and spreading equipment over the full width of each layer of aggregate. Crushed aggregate is to be furnished by the Contractor and shall meet all specifications and the following gradation.
