Statement of Work (SOW) for Building 349, Rooms 325, and 325D Eglin AFB, FL

PURPOSE. The purpose of this purchase is to upgrade the two existing DSX access control systems, in place since 2008, to the AFLCMC standard Lenel systems in rooms 325 Area and 325D.

1.0 DESCRIPTION OF REQUIREMENT. The contractor shall provide full functionality for existing/installed access control system hardware and software or the replacement thereof in Eglin AFB, FL Building 349 Room 325 Area and 325D.

Room 325 Area:

1. Install Lenel OnGuard software including 32ES licensing on a Government provided workstation within the 325 area.

2. Pre-program the Lenel software to accept the required controllers and door configurations.

3. Provide a (1) hour system training session with the AFLCMC security team for card holder data entry and access level assignment.

4. Coordinate a return trip to the site once all card holder data has been entered into the Lenel system.

5. Remove the existing DSX access control system head end equipment located in the 325 comm room.

6. Install (2) Lenel CTX6 access control enclosures within the 325 area comm room including (1) LNL-2220 controller, (9) LNL-1320 controllers, (4) AL600 power supplies (two for the controllers and two for the locks), and (8) 12VDC 7AH back up batteries.

7. Terminate all system cabling.

8. Confirm communications between the Lenel controllers and the Lenel workstation.

9. Test full system function.

10. Provide (2) hours of system training with the AFLCMC security team for administration of the Lenel access control system.

11. Provide system configuration and testing documentation.

Room 325D:

1. Remove the existing DSX access control system head end equipment located in room

325D.

2. Install (1) Lenel CTX4 access control enclosure within room 325D including (1) LNL-

2220 controller, (2) AL400 power supplies (one for the controller/reader and one for the lock), and (4) 12VDC 7AH back up batteries.

3. Terminate all system cabling.

4. Install Lenel OnGuard software including 32ES licensing on a Government provided workstation within room 325D.

5. Program the Lenel software to accept the new controller and door configurations.

6. Confirm communications between the Lenel controllers and the Lenel workstation.

7. Test full system function.

8. Provide (2) hours of system training with the AFLCMC security team for administration of the Lenel access control system.

9. Provide system configuration and testing documentation.

Execution & Delivery for all project objectives.

All work performed will be done during normal business hours Monday through Friday, 0800 to 1700 local time and excludes holidays and weekends.

Closeout. Closeout procedures include testing of the completed work and the delivery of system documentation (if any).

Testing.

Each Lenel Access Control System that has been installed must be tested and approved by the designated Government representative. Functions to be tested and desired results:

1. Door unlocks and allows access when an authorized credential (card, PIN, or combination of the two) is presented to the card reader.

2. Events screen reports access granted with user name.

3. Reader beeps but remains locked when unauthorized credentials are presented.

4. Events screen reports information read from unauthorized credential.

5. System history reporting.

FIPS 140-2 Encryption Mandate The contractor shall ensure that all cryptographic products have FIPS 140-1 or 140-2 security certification through the FIPS 140-1 and 140-2 approved products list.

1.1 Documentation. Documentation will include test results for each location and system that clearly shows the customer has witnessed the test procedures and signed-off as working. These reports/documentation will be provided annually.

For this proposal documentation will include the following:

1. A test result document for each location and system that clearly shows the customer has witnessed the above noted test procedures and signed off as working.

2. Any copies of hardware manuals delivered with the new installed equipment.

3. A Letter of Warranty indicating the selected period of warranty and the items covered by the warranty.

1.2 Customer/Third Party Furnished Property and Services. OnGuard Lenel Access Control System software must be maintained, updated and supported on an annual basis for continued support from the manufacturer. Software will be purchased separately and is not included within this agreement.

1.3 Protection of Property. The contractor shall perform all work in strict accordance with applicable safety standards and codes in order to eliminate the possibility of any installed government machinery, equipment, building structures, or personal property. Property, government or personal, which may be in the proximity of the contractor’s work area, shall be identified by the contractor prior to work.

Notes:

Any system components installed in the past year are currently covered under the 1-year warranty and are not included as part of the maintenance package. Those components will become part of the maintenance package after the 1-year warranty expires.
