About this file
Statement of Work Summary
This Statement of Work describes comprehensive engine replacement and overhaul services for a 2014 Pierce P22 fire-engine chassis (registration 14L00096) operated by 1SOLRS/LGRV at Hurlburt Field Air Force Base, Florida. The vendor must source, quote, and replace the entire engine long block with either a new crate engine or a certified remanufactured long block from a reputable source, with supporting documentation of machined specifications and compression ratings. The vendor must remove serviceable engine accessories (including starter, alternator, EGR, turbo, VVT actuator, fuel rails, ECU, ECM, water pump, oil pump, and belts), inspect them for functionality, and reinstall them on the new engine using new gaskets per manufacturer specifications. Any items deemed unserviceable require prior approval from the 1SOCONS Contracting Officer; work performed without approval will be deemed non-payable.
The vendor must complete all work within 120 days of contract award, including servicing all vehicle fluids with documented quantities and filter part numbers; installing and timing the fuel system to EPA emissions compliance standards; draining, purging, and refilling the air conditioning system per EPA guidelines; and performing NFPA pump testing with certification. The vendor provides all tools, equipment, manpower, and shipping at its own cost and must maintain secure vehicle storage. A one-year warranty (365 days) applies to the engine long block and replaced accessories from Vehicle Management's acceptance date; minor systems and accessories carry a 60-day warranty post-acceptance. The vendor must accomplish all warranty repairs at no cost to the government, including labor, travel, shipment, and parts. The 1SOCONS Contracting Officer (Lauren Hook, lauren.hook@us.af.mil) serves as the sole point of contact. The inspection report indicates the current engine has high crankcase pressure due to failed rings allowing combustion chamber compression to leak into the crankcase.
