Subject: OPERATION AND MAINTAINENCE OF EIGHT (8) LARGE, MEDIUM-SPEED, ROLL- ON/ROLL-OFF VESSELS (LMSRS/WATSON Class).
THIS NOTICE REQUESTS CAPABILITY INFORMATION ONLY AND DOES NOT CONSTITUTE A
REQUEST FOR PROPOSALS. SUBMISSION OF ANY RESPONSIVE INFORMATION TO THIS
MARKET SURVEY IS PURELY VOLUNTARY, AND YOUR RESPONSE IS NOT AN OFFER. YOUR
RESPONSE SHOULD NOT INCLUDE ANY INFORMATION YOU CONSIDER COMPETITION
SENSITIVE OR OTHERWISE PROTECTED.
NEITHER THIS REQUEST FOR CAPABILITY INFORMATION NOR ANY RESPONSE COMMITS
THE GOVERNMENT TO PAY ANY COSTS INCURRED PREPARING ANY SUBMISSION TO THIS
MARKET SURVEY.
GENERAL: This market survey is to gather information pertaining to the potential operation and maintenance (O&M) of the eight, Large, Medium-Speed, Roll-On/Roll-Off (LMSR), Government Owned T-AKRs as identified in the Scope of Work below.
1. SCOPE OF WORK/MISSION: The purpose of this contract is to provide for the operation and maintenance of eight LMSR vessels. The Army Prepositioning Ships (APS) vessels, USNS
WATSON (T-AKR 310), USNS RED CLOUD (T-AKR 313), USNS CHARLTON (T-AKR
314), USNS WATKINS (T-AKR 315), USNS POMEROY (T-AKR 316), and USNS SODERMAN (T-AKR 317), are employed in the worldwide prepositioning of Government cargo, including but not limited to: hazardous, explosive/ammunition, vehicular, bulk, and general cargoes.
USNS SISLER (T-AKR 311) and USNS DAHL (T-AKR 312) are Marine Corps LMSRs (MPF) and have a slightly different configuration in support of mission requirements specific to the United States Marine Corps and have NAVAIR certified flight decks.
The ships may also be used for other Government missions, or in the absence of a defined mission, may be placed in reduced operating status (ROS) as directed. The ships shall be operated in a professional manner, maintained in good condition, and shall be mission-ready at all times.
Government-Owned Contractor Operated (GOCO) ships are operated by companies under contract to MSC and manned by Contract Mariner (CONMAR) crew members who are Contractor employees. The operating companies (OPCO) are contractually obligated to provide ship maintenance. The Contractor shall operate the ships and related ship systems and equipment in accordance with (IAW) U.S. Code of Federal Regulations and the American Bureau of Shipping (ABS) rules and regulations. At contract performance commencement and throughout the performance period of this contract, it is anticipated that all of the ships will be in Full Operating Status (FOS) except as noted below. The ships will return to the CONUS approximately every four (4) years (APS LMSRs) and three (3) years (MPF LMSRs) for maintenance of cargo and overhaul. During these cargo maintenance and ship overhaul periods, the Government may direct ships to be placed into a Reduced Operating Status (ROS).
Anticipated Operating Tempo (OPTEMPO) is described below.
During the contract performance, the Government estimates that the ships will spend the majority of the time fully manned in FOS status. Actual in-port and underway percentages may vary.
Underway periods consist of, but are not limited to, independent steaming, convoy operations and transits to/from selected ports for vessel and cargo maintenance or for the loading/discharging of cargo.
The ships and the cargoes are designed for worldwide, extended independent underway operations in remote geographic locations. Therefore, self-sufficiency in operations and maintenance is an important mission requirement. For planning purposes and without guarantee, the Government anticipates prepositioning three of the vessels in the Indian Ocean (Diego Garcia
- Squadron 2) and four of the vessels in the Western Pacific (Guam/Saipan or Korea) Squadron
3. Deviations from projected ship locations shall not be the basis for adjustment to the contract price.
Normal OPTEMPO for each ship in FOS is based on its prepositioning location:
LOCATION INPORT (anchor or pier side) UNDERWAY Army LMSRs Indian Ocean 86 % 14% Army LMSRs Western Pacific 83% 17% Marine Corps LMSRs Worldwide 92% 8%
Actual OPTEMPO may vary for any of the ships. Underway periods shall consist of, but not be limited to, independent steaming, speed trials, convoy operations and transits to and from selected ports for ship and cargo maintenance or for the loading or discharging of cargo. Operational commitments may warrant deviation from this estimate.
This contract requires the Contractor to possess and maintain a facilities clearance and to process personnel performing under this requirement for SECRET clearances.
2. CONTRACT STYLE: This Sources Sought Notice may result in a Firm-Fixed Price (FFP) award fee contract with pass-through elements for the operation and maintenance of the vessels. Pass-through elements include port charges, Maintenance & Repair (M&R), non-watch overtime, costs associated with ship availabilities, and Government directed alterations/work.
3. PERFORMANCE PERIOD: The Period of Performance (PoP) is anticipated to be one, 12-month base period with four, 12-month option periods, estimated to commence on 01 April 2027 and run through 31 March 2032, if all options are exercised. It is anticipated that inclusion of FAR 52.217-8 (Option to Extend Services) will be incorporated into the contract and extend services to 30 September 2032 if exercised.
4. LOCATION: Worldwide

Period FOS ROS-5 RAV Base (12 months) Option 1 (12 months) Option 2 (12 months) Option 3 (12 months) Option 4 (12 months) FAR 52.217-8 (6 months)*
*6 month option rates shall be priced the same as Option Period 4

In addition, any overtime incurred for the purpose of maintaining required watches shall be part of the per diem. This includes the routine gangway watch, also referred to as the gangway security watch, which includes roving patrol duties. As it is anticipated that all prepositioning ships under this contract will upload sufficient quantities of ammunition/explosive material to warrant payment of an ammo bonus to crewmembers, offerors proposed per diem rates shall be inclusive of ammo bonus premiums.

If shipyard work hours exceed ten hours per day, do not include the additional costs in this ROM rate. It is assumed crew will reside and feed onboard the vessel for the duration of a shipyard availability.
